JOB PURPOSE:
The Security Officer is expected to provide timely and high-quality Safety and Security standards in addition to Humanitarian Access programming technical support to Oxfam staff and management and partner teams in Lebanon. Promoting a Healthy and safe environment for Oxfam staff in offices and work sites. Enhance ability of program delivery maintaining quality and effectiveness, strengthened accountability.

GEOGRAPHICAL SCOPE
Beirut – Lebanon (with travel to Bekaa and North Lebanon)

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
Technical Advice and Support
- Provide technical support to the Security Manager on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity.
- Work with Security manager to develop, consolidate and implement operating procedures and contingency plans.
- Evaluate, review and update the hibernation and evacuation plans for all Oxfam offices and residences in Tripoli and the region, and ensure that the practical preparations are in place and known to all staff involved.
- Conduct risk assessments of contracted and prospective offices and residences.
- Undertake continual assessments of equipment to ensure that minimal conditions for security are being met.
- Assist the Security Department in the management of field support to programs in Beirut Bekaa and Tripoli
- Follow up on all administrative issues related to the safety and security department
- Under the guidance of Security manager, liaise with local partners and actors in the designated areas
- Carry out security briefings for staff and visitors
- Regular visits to field offices
- Coordinate with Oxfam in Lebanon’s partners to support in their security management.
Building Acceptance to empower and expand humanitarian programming
- Uphold the mission, values, and spirit of Oxfam.
- Follow and enforce all Oxfam codes of conduct and policies (worldwide and in-country).
- Report any violations to appropriate Oxfam authority, and participate in preventative initiatives.
- Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings.
- Perform other duties as requested by supervisor.
Monitoring, Analysis and Supervision
- Compile and submit monthly security reporting that track incidents and trends within the Oxfam’s area of operation. Submit daily contextual updates (daily Security Report) as needed to the SSM and CD.
- Work closely with Oxfam teams to ensure all incidents and accidents are followed up with an official written report, which is then shared with relevant stakeholders and filed appropriately.
- Coordinate regularly with the SSM on safety and security and fulfill reporting requirements to the region.
Security Orientation
- Provide Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; Communications (Equipment – Thuraya; protocols).
REQUIREMENTS
Education degree: Bachelor’s degree
Field of education: Tertiary education (Bachelor minimum) in communication, politics, risk or other related field
- 1 – 3 years of Experience working with NGOs, other international agencies, or multinational business
- Proven ability to prioritize tasks and meet deadlines
- Stable, moral, and robust character and a good team-player
- Excellent communication skills, calm and a good sense of humor
- Proven commitment to accountability practices
- Good information technology skills
- Training or experience in crisis management
- Training in safety, fire and evacuation procedures
- Training in safety and disaster management
- Experience negotiating access for humanitarian or other agencies
Other
- Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
- Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles

EXPERIENCE, KNOWLEDGE & COMPETENCIES
ESSENTIAL
- Experience working in Lebanon and familiar with the context.
- At least 3 years of involvement and Health Safety and Security work.
- Ability to represent Oxfam in country meetings and with other NGOs/INGOs, donors, and local authorities and different stakeholders.
- Excellent written and verbal communication, including ability to fluently articulate key issues verbally and in writing.
- Demonstrable understanding of the gender dynamics of protection work and ability to implement protection activities with a strong emphasis on the gendered aspects of conflict, violence and abuse.
- Commitment to gender equity, diversity and equal opportunities.
- Fluency in English. French is a plus
- Ability to travel to project areas (Bekaa and North Lebanon) and to Beirut for meetings.
Desirable
- Arabic language skills
- Conflict analysis skills.
