Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) is currently implementing a project funded by the Government of Canada and entitled : Strengthening the resilience of vulnerable smallholder farm families affected by the economic crisis and COVID-19 pandemic  – GCP /LEB/036/CAN. FAO is looking to recruit a Technical Specialist – Field to support in the field implementation of the project activities.

The project aims at strengthening the resilience, the food security and the livelihoods of vulnerable men and women farmers and their families and communities in the different Lebanese regions. It has the following outputs:

Output 1: The livelihood and productive capacity of 2,800 vulnerable smallholder farmers, including at least 800 women, is restored through the distribution of vouchers for the purchase of key agricultural inputs and livestock feed.

Output 2: The access to and control over livelihoods and food security of smallholder farmers are enhanced through the provision of productive assets for integrated homestead farming and related agri-food processing enterprises to 1,800 vulnerable smallholder farmers, including at least 1,520 women.

Output 3: The supply chains of selected domestically produced agricultural inputs strengthened to improve access by smallholder male and female farmers.

The Technical Specialist-Field is expected to be hard-working agricultural professional able to undertake a variety of agriculture related tasks and work diligently under pressure with the project staff, with a high degree of professionalism, integrity, attention to details and discretion as well as incorporating new and effective ways to achieve better results.

Reporting Lines

The Technical Specialist – Field reports to the Project Manager.

Technical Focus 

•     Plant production (fertilisation, seeds, fodder crops), animal production (feed, poultry, beekeeping) and compost
•    Data collection and analysis
•    Market assessment
•    Climate smart and good agricultural practices
•    Training
•    Reporting
•    Gender equality and women empowerment

Tasks and responsibilities 

Under the supervision of the project manager, the Technical Specialist – Field will carry out the following tasks in close coordination with the project partners, consults and beneficiaries:

Voucher component:
•    The Technical Specialist – Field will coordinate and follow-up on the action plan and progress of the field activities with project partners in charge of the implementation of the project voucher component (ACTED, CARE, Partner for training and coaching of beneficiaries) and input suppliers to have all the beneficiaries identified, trained, trade fairs implemented, vouchers distributed, post distribution monitoring implemented and all activities timely reported.
•    Submit progress reports.

Poultry component:
•    The Technical Specialist – Field will assist the project national expert in poultry in the assessment and identification of the poultry kits beneficiaries, training of beneficiaries and with CARE for the trainings on gender.
•    Assist in the follow-up to be done with suppliers of hens (AgriVet), feed and equipment.
•    Follow-up on delivery and distribution of inputs
•    Coordinate with the poultry expert to provide coaching to the beneficiaries of the poultry component in good practices, bio secure practices, marketing and small business management.
•    Coordinate with the MIS expert to have the database updated for the poultry related component.
•    Coordinate with the poultry expert and CARE to report on all related project indicators.
•    Submit progress reports.

Homestead production Kits component:
•    Coordinate with AgriDev on the identification of kits, technical specifications and identification of potential suppliers
•    Coordinate with CARE on the gender training to be delivered to the beneficiaries.
•    Coordinate with the procurement unit on the procurement of the kits.
•    Coordinate with AgriDev on the delivery and distribution of the kits to the respective suppliers.
•    Coordinate with AgriDev on the training and coaching of the kit’s beneficiaries.
•    Coordinate with the MIS expert to have the project database duly updated with data related to the kits component.
•    Coordinate with the AgriDev and CARE to have the relevant indicators reported on
•    Submit progress reports.

Compost component:
•    Coordinate with the project expert on compost for the sector assessment to be completed and action plan prepared.
•    Assist in the organization of the national platform and the stakeholder’s workshop.
•    Assist in the implementation of the action plan.
•    Submit progress reports.

Fodder component:
•    Coordinate with the project expert on compost for the sector assessment to be completed and action plan prepared.
•    Assist in the organization of the national platform and the stakeholder’s workshop.
•    Assist in the implementation of the action plan.
•    Submit progress reports.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements  

•    Nationality of Lebanon
•    University Degree in Agriculture.
•    Minimum seven years of experience in agricultural/development/emergency projects.
•    Working knowledge of English and Arabic.
