Organization and Project Background
The World Rehabilitation Fund, Inc. (WRF) is an international humanitarian non-profit organization headquartered in New York, United States of America.
In Lebanon, the programs of WRF started in the early 1980s, and continue, to support governmental, civil society, and professional nation-wide and community-based efforts to enhance the prevention of disabilities, and to address the protection, rehabilitation, and inclusion needs of persons with disabilities. This is achieved and continues through direct provision of assistance services, capacity building of all concerned, development of policies and systems, advocacy, and resource mobilization.
WRF/Lebanon is currently implementing a Project titled “Filling Assistance Gaps in Basic Rehabilitation Services for Syrian Refugees with Disabilities and their Peers in Host Communities in Lebanon”. This Project, extending through September 2024, is made possible through a Cooperative Agreement by the United States Department of State's Bureau of Population, Refugees, and Migration as a Gift of the United States Government.
Job Purpose
The Accounting and Finance Support Officer will perform general accounting and finance support tasks to the Project management by managing daily accounting tasks and preparing financial statements and reporting on regular basis.
The Officer will report to the Project Operations Director.
Key Tasks:
The Officer will:
- – Process journal entries on a daily basis to ensure all transactions are recorded.
- – Assist with the preparation of payment documents, perform timely payments, and report on expenditures and balances.
- – Prepare financial statements; analyze and reconcile bank statements and general ledgers.
- – Maintain and record fixed assets.
- – Prepare VAT reports and other required reports in compliance with the laws of the government of Lebanon, WRF, and donor regulations.
- – Act as a liaison on payments with payees and vendors (partners, service providers, suppliers, etc.) to reconcile any billing or commitment discrepancies.
- – Work with auditors to produce audit reports and reports to Government authorities.
In addition, the Officer will:
- – Ensure all financial commitments and payments are within assigned project budgets and monitor designated budget components.
- – Support in preparing, and verify the completeness of, all financial backups and supporting documents for all payments.
- – Keep the financial database updated to ensure accuracy, timeliness, and availability of data.
- – Support in budgeting and financial reporting.
- – Provide financial analysis and recommendations as requested.
- – Provide professional guidance and technical support to Project partners and service providers concerning accounting requirements, documentation and financial reporting.
– Assist with other project-related accounting and financial tasks as required.
Experience requirements:
o 5 years of relevant hands-on accounting experience. Experience in working with NGOs is an asset.
o Competencies in bookkeeping and accounting procedures.
o Competencies in fraud prevention and identification.
o Competency in MS Office, databases, and accounting software with hands-on experience with spreadsheets and financial reports.
o Strong attention to details and accuracy.
o Familiarity with local finance regulations.
o Ability to handle sensitive and confidential information
