Project Summary:
USAID/Lebanon has recently awarded RTI a $97 million USD, five-year Cooperative Agreement to build on nearly a decade of investments in the education system under Quality Instruction Towards Access and Basic Education (QITABI) 1 and 2. The purpose of QITABI 3 is to further strengthen education service government systems to yield student learning improvements across all of Lebanon’s public schools (first and second shifts) and in select low cost private schools that are vulnerable and economically disadvantaged. The activity will target an estimated 350,000 girls and boys in over a thousand of Lebanon’s public schools and vulnerable, economically disadvantaged low-cost private schools and will support the education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE).
Position Description:
RTI is seeking a French Literacy Specialist in Lebanon. The French Literacy Specialist will work closely with Senior Literacy Director, to develop French education teaching approaches and classroom-based assessments for grades 1 – 12. The specialist should have a focus on primary school education in French, be able to create scope and sequences, lesson plans, and classroom-based assessments, and have knowledge of national curriculum and policies for French in Lebanon.

Responsibilities:
Primary responsibilities will include but are not limited to:
The specialist will also work closely with partners to ensure social and emotional learning, and Inclusion is embedded in the French curriculum and assessment tool is aligned to the developed scope and sequence. The specialist will be able to:
- Co-develop/enhance scope and sequence for French grades 1 – 12 based on international best practices and adapt scope and sequence to the Lebanese context.
- Develop model lessons, using structured pedagogy that fit within the scope and sequence.
- Collaborate on locating French resources and e-resources.
- Embed elements of social and emotional learning and inclusion into model lesson plans.
- Co-deliver Design Studios, in which subject expert members of CERD and DOPS will participate in the articulation and refinement of the QITABI 2 New learning cycle approach for reading and writing and develop materials for teacher training and coaching.
- Coach members of CERD and DOPS in the development of lesson plans and materials for teacher training and coaching.
- Co-create classroom-based assessments such as formative assessments.
- Understand results of data gathered through QITABI and QITABI 2 and apply this understanding towards the adjustment of program and policy decisions.
- Perform other responsibilities as assigned.
Qualifications:
Required Skills and Qualifications:
- Masters in education, French language education, or related field – with a focus on primary school education.
- Excellent spoken and written French.
- 7 years’ experience teaching and designing curricula for grades 1-6 French in Lebanon
- Knowledge of international best practices adopted for second language of Instruction.
- Experience in developing programs for remediation.
- Knowledge of national French curriculum and policies in French.
- Knowledge of classroom-based assessment systems.
- Teacher training experience.
- Knowledge of research skills and data analysis, both quantitative and qualitative is preferred.
- Fluent in Arabic, knowledge of English is an advantage.
- Able to travel in Lebanon and outside of the country for conferences/meetings.
- Ability to work on multiple tasks and flexibility with project demands.
