Project Summary:
USAID/Lebanon has recently awarded RTI a $97 million USD, five-year Cooperative Agreement to build on nearly a decade of investments in the education system under Quality Instruction Towards Access and Basic Education (QITABI) 1 and 2. The purpose of QITABI 3 is to further strengthen education service government systems to yield student learning improvements across all of Lebanon’s public schools (first and second shifts) and in select low cost private schools that are vulnerable and economically disadvantaged. The activity will target an estimated 350,000 girls and boys in over a thousand of Lebanon’s public schools and vulnerable, economically disadvantaged low-cost private schools and will support the education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE).
Position Summary:
RTI is seeking a Senior Literacy Specialist in Lebanon. The Senior Literacy Specialist will work closely with RTI Home Office specialist, to develop Literacy education teaching approaches and classroom-based assessments for grades 1 – 12. The specialist should be able to create scope and sequences, lesson plans, and classroom-based assessments, and have knowledge of national curriculum and policies for Arabic, English, and French in Lebanon.

Primary responsibilities will include but are not limited to:
- Responsible for the overall management, implementation, oversight and direction of the reading program.
- Provide technical vision, oversight, and guidance that supports MEHE and CERD in achieving improved reading and writing instruction and student learning in Arabic, English, and French.
- Provide overall technical assistance and oversight to the project approaches and materials that are aimed at improving the instruction of reading in primary level.
- Lead the production of all project-supported materials for trainers, coaches, teachers, and students; supervise and provide quality assurance to the production of activity-supported Literacy materials, trainings, coaching, and student testing efforts.
- Oversee the development and dissemination of the Literacy interventions building on the lessons learned from QITABI, and QITABI 2, in close collaboration with Ana Aqra (for Arabic), World Learning (for English, and Social Emotional Learning), SKILD (for Inclusion), and RTI (for French) in literacy material, classroom practices.
- Collaborate with MEHE and CERD and implementing partners on teacher professional development and community engagement to ensure a unified and technically sound approach.
- Serve as the technical counterpart for MEHE/CERD in developing and adapting teaching and learning materials; liaise with government representatives and technicians on technical matters.
- Lead technical dialogue on literacy (reading/writing) with key stakeholders such as MEHE/ DOPS and CERD providing technical insight on national reading policies and implementing the new cycle interventions in the classroom.
- Lead capacity building activities for MEHE/ DOPS teacher mentors, TOT CERD Master trainers, and primary public-school teachers.
- Contribute to interpreting monitoring and evaluation data to inform interventions improve student reading outcomes.
- Collaborate with the RTI technical staff to write and publish project related articles.
- Provide technical assistance to MEHE and CERD on curriculum reform efforts and Literacy related policies.
- Promote research-based literacy practices to reform classrooms.
- Manage, lead, and mentor technical literacy staff.
- Perform additional tasks as needed and requested, including in support of other World Learning projects based on a previously agreed on plan.
Required Skills and Qualifications:
- Masters in Education or related field.
- At least 8-10 years of experience managing and/or advising early grade reading programs, ideally in conflict or post-conflict contexts; preferably USAID funded early grade reading projects.
- Strong knowledge of policy issues and technical experience in areas of primary education, early grade reading, and teacher training.
- Experience in the development of supplementary early grade reading materials such as decodable readers, student activity books, and levelled readers.
- Experience in developing programs for remediation.
- Strong knowledge and experience with education research and evaluations preferred.
- Experience in and strong knowledge of the Lebanese Public Schools.
- Ability to work as part of a large team locally and remotely with different partners.
- Proficiency in spoken / written English and Arabic is required; fluency in French is preferred.
