Division Summary 
RTI International is supporting education development around the world by strengthening education policy, management and practice to achieve measurable improvement in teaching and learning. Project Summary:
USAID/Lebanon has recently awarded RTI a $97 million USD, five-year Cooperative Agreement to build on nearly a decade of investments in the education system under Quality Instruction Towards Access and Basic Education (QITABI) 1 and 2. The purpose of QITABI 3 is to further strengthen education service government systems to yield student learning improvements across all of Lebanon’s public schools (first and second shifts) and in select low cost private schools that are vulnerable and economically disadvantaged. The activity will target an estimated 350,000 girls and boys in over a thousand of Lebanon’s public schools and vulnerable, economically disadvantaged low-cost private schools and will support the education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE).

Position Description:
RTI is seeking a Monitoring & Evaluation Officer in Lebanon. The Monitoring & Evaluation Officer will work closely with the Monitoring Evaluation and Learning (MEL) Manager to support data collection, verification and quality assurance.

Supervisor: MEL Manager

Primary responsibilities will include but are not limited to:  

• Work closely with the MEL team to implement indicator-based monitoring through surveys and observation tools.
• Collect data from relevant staff, ensuring accuracy and completeness.
• Assist in various aspects of data management, including collection, entry, cleaning, and reporting.
• Verify data quality on a day-to-day basis and ensure proper sharing with the MEL team and database manager.
• Provide day-to-day data quality verification and ensure all data is properly shared with MERL team and database manager.
• Contribute to the online reporting of indicators and data, coordinating with the Senior Database Manager.
• Assist in the development of Monitoring and Evaluation (M&E) tools to enhance data collection and analysis.
• Conduct regular field visits to oversee routine program monitoring activities to support and/ or supervise data collection or verify data quality.
• Assist in documenting qualitative data, success stories, and lessons learned to enrich the overall understanding of project impact.
• Provide support for research activities, both desk and field-based, pertaining to M&E issues.
• Establish and maintain clear filing systems, both in the M&E share drive and hard copies, ensuring accessibility and organization.
• Assist in the quarterly, annual, and final reports, ensuring completeness and accuracy.
• Assist in the finalization of quarterly, annual and final reports.
• Undertake additional tasks as needed and requested.

Required Skills and Qualifications:  

• Bachelor’s degree in social sciences, Statistics, or a related field.
• Demonstrated proficiency in using Microsoft Office applications, particularly Excel, Word, and PowerPoint.
• Knowledge of Microsoft Access is considered an asset, providing an additional advantage.
• A minimum of 3-4 years of relevant professional experience in a related field.
• Possesses a keen attention to detail, ensuring the ability to catch and rectify errors effectively.
• Proficient in both English and Arabic, with strong written and verbal communication skills in both languages.

Candidates will be assessed against the requirements of the position based on their qualifications, professional experience and skills. Additionally, a written test will be administered for further assessment.
