Division Summary: 
RTI International is supporting education development around the world by strengthening education policy, management and practice to achieve measurable improvement in teaching and learning. From our well-established reputation in education system strengthening, to innovative work in early grade assessment and learning, RTI is improving education quality, relevance and efficiency through implementation of projects funded by USAID, FCDO and other donors and clients.

Project Summary:
USAID/Lebanon has recently awarded RTI a $97 million USD, five-year Cooperative Agreement to build on nearly a decade of investments in the education system under Quality Instruction Towards Access and Basic Education (QITABI) 1 and 2. The purpose of QITABI 3 is to further strengthen education service government systems to yield student learning improvements across all of Lebanon’s public schools (first and second shifts) and in select low cost private schools that are vulnerable and economically disadvantaged. The activity will target an estimated 350,000 girls and boys in over a thousand of Lebanon’s public schools and vulnerable, economically disadvantaged low-cost private schools and will support the education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE).

Position Description: 
RTI is seeking a Math Specialist in Lebanon. The Math Specialist will work closely with the RTI Global Office specialist, to develop Math teaching and learning approaches and classroom-based assessments for grades 1 – 12. The specialist should be able to create scope and sequences, lesson plans, and classroom-based assessments, and have knowledge of the national curriculum and policies around mathematics pedagogy in Lebanon.

Supervisor: QITABI 3 Deputy Chief of Party

Primary responsibilities will include but are not limited to:  

  • Lead the production of all project-supported materials for trainers, coaches, teachers, and students; supervise and provide quality assurance to the production of activity-supported math resources, trainings, coaching, and student testing efforts.
  • Ensure the development of the Math interventions is building on the lessons learned from QITABI 2, in close collaboration with World Learning (for English, and Social Emotional Learning), SKILD (for Inclusion), and RTI (for French) in math material, classroom practices.
  • Co-develop/enhance scope and sequence for mathematics grades 1 – 12 based on international best practices and adapt scope and sequence to the Lebanese context.
  • Develop model lessons, using structured pedagogy, that fit within the scope and sequence, and embed elements of social and emotional learning and inclusion into model lesson plans.
  • The specialist will also work closely with partners to ensure social and emotional learning, and inclusion, which are embedded in the Math curriculum.
  • The assessment tool should be aligned to the developed scope and sequence. Co-deliver Design Studios, in which subject expert members of CERD and DOPS will participate and develop materials for teacher training and coaching.
  • Coach members of CERD and DOPS in the development of lesson plans and materials for teacher training and coaching.
  • Co-create classroom-based assessments, such as formative assessments.
  • Serve as the technical counterpart for MEHE/CERD in developing and adapting teaching and learning materials; liaise with government representatives and technicians on technical matters.
  • Collaborate with the RTI technical staff to write and publish project related articles.
  • Manage, lead, and mentor technical Math staff.
  • Other responsibilities as assigned.

Required Skills and Qualifications:  

  • M.A. in early mathematics education, with a focus on primary school education; Ph.D. preferred with research and data analysis skills, both quantitative and qualitative.
  • Understanding of the complexities of teaching mathematics in a second language with prior teaching experience.
  • Ability to create scope and sequences and lesson plans.
  • Knowledge of national mathematics curriculum and policies in mathematics in Lebanon.
  • Knowledge of classroom-based assessment systems.
  • Experience in USAID project is a preference.
  • Knowledge of research skills and data analysis, both quantitative and qualitative. Fluent in Arabic, French, and English.
  • Be able to travel in Lebanon and outside of the country for conferences/meetings Experience teaching and/or working at the primary school level in Lebanon.
