**Terms of Reference: Monitoring and Evaluation Specialist**

Position Overview:

The Monitoring and Evaluation Senior Officer will be responsible for designing, implementing, and managing the monitoring and evaluation activities of Adyan. The role emphasizes a comprehensive approach that includes both qualitative and quantitative data.

Adyan is a foundation for managing diversity, promoting solidarity, and safeguarding human dignity. It was established on August 6, 2006, and is registered in Lebanon as a non-profit, independent, non-governmental organization (NGO), under the number 1103 by Ministerial Decree dated September 18, 2008. We work locally, regionally, and globally to achieve Inclusive Citizenship, develop Education on Living Together, activate Religious Social Responsibility, and promote Spiritual Solidarity. We also seek to contribute to Preventing and Countering Violent Extremism and advancing Freedom of Religion and Belief. We work in Education, Research, Policy Making, Media, and Community Engagement Networks.

The foundation comprises five departments:

  1. The Institute of Citizenship and Diversity Management
  2. The Community Engagement Department
  3. The Media Department
  4. The Rashad Centre for Cultural Governance
  5. The Development and International Relations Department.

Moreover, Adyan has two networks. The Volunteers Network comprises around 250 dedicated members who actively engage in initiatives and projects. And the Forum for Religious Social Responsibility (FRSR) it englobes 136 members, the forum aims to amplify the voices of religious leaders and activists to foster positive societal change and empower its members to assume their role as change-makers in their local communities.

Key Responsibilities:

TOC Development:

  • Collaborate with program managers and stakeholders to understand program goals and objectives.
  • Facilitate workshops or meetings to identify key outcomes, activities, and assumptions.
  • Analyze existing data and evidence to inform the development of a logical and evidence-based TOC.
  • Ensure that the TOC aligns with the organization's mission, vision, and strategic objectives.

Outcome Mapping:

  • Work with program teams to identify and define measurable outcomes and indicators.
  • Develop an outcome mapping framework that illustrates the causal relationships between activities, outputs, outcomes, and impacts.
  • Assist in the design and implementation of data collection methods to track and measure outcomes.

Proposal Development:

  • Provide M&E input and expertise during the proposal development process.
  • Ensure that M&E components are integrated into the project design and implementation plan.
  • Collaborate with the proposal team to align objectives, outcomes, and indicators with the organization's M&E framework.

Development of Monitoring and Evaluation Framework:

  • Design and implement a robust Monitoring and Evaluation (M&E) framework that aligns with the organization's strategic goals and objectives.
  • Collaborate with program managers and stakeholders to identify key performance indicators (KPIs) for projects and programs.

Data Collection and Analysis:

  • Oversee the collection, analysis, and interpretation of both quantitative and qualitative data related to project outcomes and impacts.
  • Develop and implement data collection tools and methodologies, ensuring they capture numeric and narrative information.

Qualitative Data Emphasis:

  • Conduct qualitative research, such as interviews, focus group discussions, and case studies, to gather in-depth insights into the impact of programs.
  • Develop and apply qualitative data analysis techniques to extract meaningful findings and lessons learned.

Reporting and Communication:

  • Prepare regular M&E reports highlighting quantitative and qualitative findings, providing insights into program effectiveness.
  • Present    M&E    findings    to    internal    and    external    stakeholders,    adapting communication style to different audiences.
  • Prepare the M&E in reports to donors for the periodic and final program reports.

Capacity Building:

  • Provide training and capacity-building support to project staff and partners in data collection, analysis, and reporting, focusing on qualitative methodologies.

Quality Assurance:

  • Establish and maintain quality assurance mechanisms to ensure the accuracy and reliability of both qualitative and quantitative data.
  • Conduct periodic data quality assessments and make recommendations for improvements.

Learning and Adaptation:

  • Facilitate a culture of learning within the organization by synthesizing M&E findings and recommending programmatic adaptations.
  • Work closely with program teams to integrate lessons learned into future project design and implementation.

Qualifications:

  • Master's degree in a relevant field (e.g., social sciences, international development, statistics).
  • Proven experience in designing and implementing M&E frameworks in an NGO setting.
  • Strong expertise in both qualitative and quantitative research methods.
  • Proficiency in data analysis tools/software.
  • Excellent communication and presentation skills.
  • Ability to work collaboratively with diverse stakeholders.
  • Previous experience in capacity-building and training.
