Division Summary:
RTI International is supporting education development around the world by strengthening education policy, management and practice to achieve measurable improvement in teaching and learning. Project Summary:
USAID/Lebanon has recently awarded RTI a $97 million USD, five-year Cooperative Agreement to build on nearly a decade of investments in the education system under Quality Instruction Towards Access and Basic Education (QITABI) 1 and 2. The purpose of QITABI 3 is to further strengthen education service government systems to yield student learning improvements across all of Lebanon’s public schools (first and second shifts) and in select low cost private schools that are vulnerable and economically disadvantaged. The activity will target an estimated 350,000 girls and boys in over a thousand of Lebanon’s public schools and vulnerable, economically disadvantaged low-cost private schools and will support the education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE).
Position Description:
RTI is seeking a Program Implementation Officer in Lebanon. The Program Implementation Officer will coordinate the implementation of the project activities which will take place at MEHE & CERD at both the central and regional levels to ensure the successful implementation of project.
Place of work: Beirut, Lebanon
Supervisor: Systems Strengthening Specialist

Primary responsibilities will include but are not limited to:
- Facilitate the administration and implementation of QITABI 3 programmatic initiatives across both regional and central levels, ensuring a cohesive and efficient delivery.
- Collaborate with the project manager and specialist to align MEHE/CERD intentions and ensure a unified and coordinated approach.
- In consultation with the Program Manager and Field team, support the delivery of resources and materials to beneficiaries.
- Lead on the training logistics, scheduling appointments and meetings.
- Provide daily administrative and logistical support and report regularly on implementation related activities, challenges and adapt and adjust as necessary.
- Ensure best practices and lessons learned are captured and disseminated to project management.
- Lead knowledge management initiatives, support the drafting of official letters and meeting minutes.
- Participate in data collection, data verification and quality assurance.
- Draft quarterly reports, and document lessons learnt, best practices, and case studies.
- Act as a representative of the RTI team, attending meetings and conferences as necessary.
- Perform additional tasks as needed and requested.
Required Skills and Qualifications:
- Master’s degree in Education, development, or related field or Bachelors degree plus one year of relevant experience.
- 3-4 years’ experience in Project Management and administration is is preferred.
- Good understanding of education concepts and issues in development context.
- Demonstrable capacities with hands-on experience in report writing, analytical pieces desirable.
- Strong analytical skills with good planning and problem-solving abilities.
- Excellent proficiency in oral and written communication skills in English and Arabic.
- Proven performance in organizing and coordinating major initiatives, events or challenging inter-organizational activities.
- Flexible with good communication and interpersonal skills.
- Strong IT skills.
Candidates will be assessed against the requirements of the position based on their qualifications, professional experience and skills. Additionally, a written test will be administered for further assessment.

Work environment: Position is based in the Beirut office with fieldwork in the regions.
