الوصف:

The project “Promoting the Right to Education for All- Investing in a Community of Educated, Autonomous Citizens in South Lebanon” aims at broadening the prospects for vulnerable populations in three communities in South Lebanon through improved access to education (Improving the learning performances, enhancing the learning environment, engaging the local community in the promotion of education).

The project will benefit 800 children, youth, and caregivers from the most vulnerable populations in South Lebanon. Of these 800, 600 will be children (between the ages of 6 and 14), 100 youth (between 15 and 24 years old), and 100 adults (25 years and older), mainly caregivers of the children participating in the activities.

The 600 children, 400 children attend school and 200 do not attend school (They are taught Basic Literacy and Numeracy (BLN) to give them the basic tools to continue their education). The youth will participate in project activities, especially Youth Basic Literacy Numeracy (YBLN), transferable skills training, psychosocial support, and community committees and initiatives as needed.

These are usually young people who have difficulties finding work or educational opportunities. The adults are targeted through project activities, especially Adult Basic Literacy Numeracy (ABLN), transferable skills training, psychosocial support, and community committees and initiatives as needed. The target group is illiterate adults who have not gone to school or have dropped out of primary education. They will mostly be from the refugee community and will usually be the caregivers of the students enrolled in the project activities.

 

Job purpose

The social worker will be responsible for the identification of the direct target group in the project “Promoting the Right to Education for All- Investing in a Community of Educated, Autonomous Citizens in South Lebanon”. The social worker will do outreach work in the communities, including in the informal tented settlements, to ensure that all community members are informed about the project activities.

 

The social worker supervises the vulnerability assessment of each of the target children. The social worker will work in close collaboration with the educators, the field coordinator, and the project coordinator. The social worker will report to the field coordinator and project coordinator as well. The social worker will be based in […] with regular field visits to the project sites (Khiam, Sour/Tyre, = Bazourieh).

Main Duties and Responsibilities:

Task #1 – Identification and outreach activities

⮚ Plan and follow-up on the identification and outreach activities/report and justify in case of drop-out for education activities (Retention Support / BLN/YBLN/ ABLN)

– Identify the direct target group and do further outreach work in the communities, including in the informal tented settlements.

– Apply the vulnerability selection criteria by following the guidelines developed by the Child Protection Cluster/UNICEF and Amel’s internal procedures and methods.

– Share the goal and the main activities with caregivers and children;

– Identify the most committed children and clarify the requirements;

– Follow up on the participation in the activities.

– Update the database/attendance sheet on a weekly basis with the support of the Field Officer;

– Identify and outreach constantly throughout the project through home visits, phone calls, SMS campaigns, newsletters, and leaflets, direct approach to the caregiver/child and local stakeholders, among others, with the support of the other team members, especially in identifying the needs.

⮚ Communicate with families regarding the children’s participation in the educational activities

– Visit/call parents when a child is absent for more than 2 consecutive sessions and address the issue to ensure regular attendance;

– Set an action plan with the field officer to increase regular attendance;

– Meet with caregivers and explain more about the goal and the activities of the project;

– Share the children’s achievements with their parents to increase motivation and build trustful

relationships with the community members.

⮚ Contribute to the organization of the Back-to-School Campaign

– Participate in the preparation phase with Field officer and coordinators;

– Conduct Tent to Tent outreach to collect information about registration and students’ status at

school, etc.;

– Follow up on the school registration and the referral for NFE activities;

 

⮚ Identify other protection needs among community members

– Report on any identified need (weekly report, daily communication) to field officer and coordinators;

– Participate in the identification of targeted groups in case of distribution / extra support;

Task #2– Case identification activities, individual support, and referral activities

⮚ Establish an internal referral pathway between team members or follow the existing referral system if exists

– Check existing internal referral forms

– Establish a simple internal referral form for all team members if existing forms are not

appropriate in collaboration with the field officer and coordinators;

– Clarify the process with all team members;

– Follow up on the implementation of/following the internal referral pathways

– Provide the team members with necessary information about the case’s follow-up to adapt their practices if necessary.

⮚ Observations of activities

– Observe on a regular basis the project activities to identify cases in collaboration with the psychologist.

⮚ Ensure smooth follow-up for internal referrals

– Follow up on cases referred internally by the team members;

– Provide the team members with necessary information about the case’s follow-up.

⮚ Ensure smooth external referral pathways

– Ensure that the field teams have a clear understanding of the different referral pathways as well as the different services provided by Amel and other stakeholders in the area.

– Ensure a smooth referral process with external actors (provision of information, follow-up with

beneficiaries, etc.)

Task #3– Quality standards

– Coordinate with all team members to ensure that the Child Protection & Child Safeguarding Protocol is followed;

– Ensure that recognized international best practices, Amel’s policies as well as methodologies developed by Amel’s Education program are applied in the support provided to the children, the caregivers, and the community members;

– Always ensure strict adherence to the principles of Child Protection, including respect for

confidentiality and a child-centered approach, and act in the best interest of the child.

Task #4 – Awareness raising

⮚ Organize awareness-raising activities

– Create a monthly plan with the team members to provide psychosocial activities;

– Conduct weekly awareness sessions with children and community members in collaboration with the psychologist according to the monthly plan;

– Conduct monthly focus group discussions to address specific issues with children and community members according to the monthly plan.

– Conduct individual sessions with parents and children to address specific issues;

Task #5 – Coordination, collaboration and networking

– Team’s level: coordinate with all team members to ensure that the Child Protection Protocol is followed and that the PSS monthly plan is shared and completed; Ensure smooth referral of cases to the psychologist when needed.

– Centers’ level: coordinate with centers’ staff (Health, Protection, GBV, etc.) to refer cases / to

improve internal practices (experience sharing)

– Develop AMEL’s network in the area to increase opportunities for external referrals;

– Contribute to creating a local mapping of the service providers in the area in collaboration with the Head of the Center, Field officer, and coordinators;

Task #6 Monitoring and Evaluation/Reporting

⮚ Monitoring & Evaluation

– Contribute to the data collection in close collaboration with the Field Officer;

– Submit weekly reports to the Field Officer and or /the project coordinator.

– Submit other narrative reports such as Focus Group Discussion’s results, etc.

Task #7 –Parents and children’s Committees, initiatives, and campaigns.

– Be closely involved in the design of the Training of Trainers for the implementation of community event activities;

– Encourage the parents to participate actively in the parents’ committee. The committee will be strongly involved in the design of the activities (ex: events) of the project;

– Take the lead on the coordination of the children led-initiatives;

– Supervising the implementation of large-scale awareness-raising campaigns, in close coordination with the GBV program team.
