The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

Job Purpose

As a member of the HDCC Unit in MENA Region, the Operations Support Officer will provide support to the ongoing programme and operations in the region, organizing the work of the Operations team, managing the risk watch for MENA in close coordination with the other relevant team member.

The Operations support Officer will support as the surge focal point in MENA ensuring proper management of the surge roaster, supported or equipped to respond to emergencies through mobilization of the local-to-global IFRC-wide response system.

The Operations Support Officer will be based in MENA Region. S/He will dedicate around 60% of their time to assisting with the operations related to the Morocco.

Job Duties and Responsibilities

Operational Support and Risk Watch:

  • Support the Operation team in monitoring the operations requirements, operations updates and reports, ensuring the deadline are met.
  • Organize the Joint Task Forces meeting, Operations Call, follow-up meetings in close coordination with the Operations team.
  • Organize the trainings needs and coordinate with the relevant colleagues within the team and other units.
  • Support in developing project proposals and Concept Notes CNs related to the operations and linked to the analysis on the needs in the region.
  • When required, deploy to provide support to IFRC offices in affected countries, in coordinating or leading operations.
  • Ensure administrative issues related to operations management (LR, extension of tools license, etc.) are sorted according to IFRC procedures.
  • In close coordination with the DRM, Climate and resilience and Health teams, support on risk analysis for imminent risks in the region.
  • Monitor and develop risk watch alerts to be shared with NS on regular basis based on proper analysis with clear mitigation measures needed.
  • Develop mapping of the risks affecting countries in the region based on categorization of the different risks.
  • Develop monthly highlights on risks in the region, and in close coordination with IM team to ensure that is reflected in dashboard.

Job Duties and Responsibilities (continued)

Surge capacity:

  • Develop plans and proposals for the surge capacity portfolio, mobilize, manage and monitor the use of financial resources and facilities, and ensure that delivery of agreed activities is in line with approved ceilings and finance procedures.
  • Support in the development of guidelines for deployment of IFRC and National Society Rapid response personnel, updating rosters, increasing gender and diversity, and implementing competency-based surge system in close collaboration with relevant National Society networks (advisory groups, reference groups and working groups), Reference Centres and IFRC surge counterparts in Geneva.
  • Linked to other global existing initiatives, develop and manage pool of different needs in the region by facilitating competency assessments, coaching, mentoring, training, simulation exercises (in physical and virtual settings), and field school activities in collaboration with respective units/departments.
  • Closely with other relevant technical lead(s), execute systematic capacity building initiatives to enhance capacities of National Society domestic response teams – including by facilitating competency assessments, trainings, mentorship, on the job coaching, shadowing missions, self-directed learning and internships – to have valued and empowered local teams.
  • Update the Surge SOPs based on the global guidelines and the IFRC systems and procedures for Surge/Rapid Response.
  • Participate and represent the region in Surge related meeting globally and the region.

Education

  • Relevant university degree or extensive professional experience in related field or professional qualification in operations management – Required
  • Relevant degree in project management/Operations management – Required

Experience

  • Minimum of 3 years’ experience in a humanitarian organization in developing countries and in complex emergencies or similar contexts – Required
  • Good understanding of the humanitarian environment, strong analytical skills and capacity to translate analysis into strategy and planning –Required
  • Good track record of managing people, networking, influencing and negotiating and building relationships effectively. –Preferred
  • Experience in proposal development, report writing, and developing budgets
  • Experience of field-based implementation –Required
  • Experience of financial management to ensure compliance –Required
  • Experience of report writing (narrative and financial) –Required

Knowledge, Skills and Languages

  • Self-supporting in computers –Required
  • Coordination and partner relationship building / Excellent skills in networking with other agencies and organisations –Required
  • Demonstrated technical expertise in strategic management, project planning and budgeting, resource management, implementation ability as well as programme monitoring and evaluation –Required
  • Excellent communication and inter-personal skills with the ability to represent the International Federation and to coach, mentor and influence people –Required
  • Knowledge of Red Cross Red Crescent Movement financial and project management tools –Required
  • Skills in training and developing staff capacity –Required
  • Good knowledge of the MENA region –Preferred
  • National Society relations –Preferred
