The IRC is currently working in over 25 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.
In response to the influx of Syrian refugees in Lebanon, in 2012 the IRC has launched a multi-sectoral relief program in Lebanon. The program will provide assistance to refugees and host communities in Beirut, Mount Lebanon, the North, the South and Bekaa Valley in the fields of child protection, education, women’s protection and empowerment, protection, and economic recovery and development. IRC’s work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Job Overview/Summary:
IRC Lebanon’s Grants team currently comprises one Grants Coordinator, one Senior Grants Manager, two Grants Managers and one Senior Grants Officer. The Grants team works in close collaboration with a Partnerships team, MEAL team, seven programmatic sectors in addition to finance, procurement and administrative departments. The Grants team manages communication with a wide range of institutional and private donors, ensures programming complies with donor regulations, coordinates the preparation of narrative and financial reporting, and liaises with Awards Management and Proposal Development colleagues in the region and headquarters. The Grants team coordinates the preparation of expressions of interest, concept notes and proposals in response to annual and ad hoc funding opportunities.
Under the direct supervision of the Grants Coordinator, the Senior Grants Manager will work with two Grants Managers and will line manage the Senior Grants Officer. This position will manage several high value grants and will work with programs coordinators to build the proposal development and reporting capacities of the program team. The Senior Grants manager will also support the Grants Coordinator in responding to calls for proposals and ensuring the Grants department is an effective and knowledgeable resource for IRC Lebanon. The Senior Grants Manager will act as a deputy in the Grants Coordinator’s absence and represent the team at internal and external meetings as required.
Major Responsibilities:
Grant Management
- Working closely with the Grants Coordinator, the Senior Grants Manager will manage several high-profile grants from the IRC Lebanon portfolio and maintain a broad overview of the portfolio in general so she/he is able to support Grants Managers where needed.
- In collaboration with the Senior Project Support Manager, the Senior Grants Manager will contribute to the analysis of grant spending versus budget performance and will follow up on action plans in coordination with the Grants Managers and Senior Grants Officer.
- The Senior Grants Manager will ensure an accurate and updated calendar of business development, Project Cycle Management Meetings, grant realignments, spending plan deadlines, audits, donor field visit plans, monitoring and evaluation plans and financial and narrative reporting.
- He/she will lead monthly grant monitoring meetings to ensure that awards are implemented in compliance with the IRC and relevant donor regulations and to ensure strong financial management, proper operational openings and closings of grants, and monitoring and evaluation of programmatic progress. Support the follow-up on action points from meetings.

- Work with the Grants Manager and Deputy Director Programs to support the effective roll out of the IRC Integra planning system
- Pro-actively liaise with IRC finance colleagues to ensure clear visibility of upcoming awards and closing grants, and awareness of the impact on financial planning.
Compliance and Knowledge Management
- Support the Grants Senior Officer in creating a shared resource for IRC colleagues, including donor-friendly grants snapshots and ready-to-use, regularly updated summaries of the recent activities, geographical coverage, partners, beneficiary reach and successes of each of IRC’s seven thematic sectors.
- In coordination with the Grants Coordinator and Grants Managers, build the capacity of other IRC staff in report writing, proposal development, budget management, indicator tracking, IRC-specific tools, donor compliance and other topics as/if needed.
Business Development
- As needed, support the Grants Coordinator in preparing for funding opportunities with strategic and responsive pitches and programming material and assist the Grants Coordinator in preparation for go/ no go meetings and lead the sessions when required.
- Lead program design meetings for new business development opportunities with relevant program, finance, operations and field staff.
- As assigned by the Grants Coordinator, lead on proposal development processes for new opportunities, including coordination of inputs from Coordinators and the review process by HQ.
- Work with the Senior Grants Officer to ensure proposals are tracked with standard IRC tracking tools.
- Support the Grants Coordinator in ensuring the shared resources for IRC colleagues includes analysis of recent assessments and evidence-based material which can be effectively incorporated into future proposals.

- Internal: The Senior Grants Manager will work to coordinate grants meetings and review/submission of documents to IRC HQ or donors with Administration staff, Program units, Supply Chain, Finance and HR, as well as the senior management team.

Job Requirements:
Education: University degree
Work Experience: At least four years professional experience in a similar post (preferably NGO or UN agency)
Demonstrated skills and Competencies:
- High-level proficiency in Excel and Word; skilled with PowerPoint
- Familiarity with award lifecycle phases and program management elements, including proposal development, budgeting and reporting
- Skilled writer and editor
- Ability to work in a fast-paced environment and respond to tight deadlines
- Positive, motivational attitude with good interpersonal and planning skills
- Proactive, solutions oriented
- Experience of staff capacity development preferred
- Ability to work within a multi-cultural team
Language Skills: Excellent written and spoken English and Arabic
Working Environment: Standard office work environment with trips to the field to visit program activities.
