Lebanon is in a critical phase since the beginning of the economic meltdown at the end of 2019 in terms of addressing critical food security concerns. The multidimensional poverty rate of the Lebanese population reached 81% in 2021, whereas the extreme multidimensional poverty rate reached 40%. Adding the depreciation of the Lebanese pound, around 2 million people are facing food insecurity in 2022, a number that is expected to increase in 2023.
Due to the heavy reliance of Lebanon on imports for food as well as agricultural inputs, the food price has risen steeply. As the economic crisis continues to worsen, and food prices increase, food insecurity has affected 1.46 million Lebanese and 800,000 Syrian refugees by April 2023.
The food security situation in Lebanon is also severely affected by supply-side factors issues affecting local production and supply of food. According to FAO, the domestic production of cereal in Lebanon is currently around 134,000 tons, which is approximately 5% below the past five-year average.
The Agricultural Research Institute (LARI) is responsible for the production and distribution of certified seeds in Lebanon, in addition to providing several other critical services for food security such as crop development. According to the Council of Ministers (CoM) Decision No. 43 dated September 27, 2001, LARI, as a subsidiary of the Ministry of Agriculture, has been designated to produce wheat seeds, being the only specialized national entity capable of breeding and producing certified wheat seeds. However, the LARI's seed program is currently facing various challenges, leading to its stall. One of the primary reasons behind LARI’s inability to produce and distribute certified seeds is the lack of public financing. The institution used to rely on government funding to operate the seed programme in a subsidized scheme, and budget cuts have affected its seed program's ability to function effectively. As a result, the LARI has been unable to produce enough certified seeds to meet the growing demand in the country, leading to an increased reliance on imported seeds.
LARI Centers designated for seed production include six stations, including Tal Amara, Kfardane, Terbol, Kfarchakhna, Abdeh, and Tyre.
Availability and access to certified seeds are crucial, not only for producing disease- and climate-resilient crops suitable for local conditions but also for sustainable production of local agricultural inputs (This can lead to a reduction in the use of additional agricultural inputs such as fertilizers and resources)
As it is crucial to address these challenges and provide LARI with necessary support and therefore, as part of its concerted efforts to bolster food security within Lebanon, the United Nations Development Programme (UNDP) is formulating an all-encompassing and comprehensive framework and strategy that can effectively address the rising demand for resources to strengthen food security and foster economic growth without causing adverse impacts on the environment.
Under the overall guidance and direct supervision of the Crisis Prevention and Crisis Recovery Programme the Project Manager (Food Security) will be responsible for managing, planning, implementing, monitoring, supervising and coordinating all project activities.
<Job Purpose and Organizational Context>
Duties and Responsibilities

Manage effective project planning:

  • Coordinate and facilitate meetings with relevant stakeholders to develop project strategic directions, project scope, proposals, and concept notes.
  • Develop and maintain annual workplans and corresponding budget plans with clearly stated milestones contributing to the achievement of target outputs defined in the project document.
  • Plan and develop project budgets, allocate funds from various donors to projects’ outputs and activities, monitor expenditures and create updated financial forecasts and records.
  • Ensure the design and implementation of a project approach that reinforces and monitors a) participation; b) conflict sensitivity; and c) gender equity and empowerment of women and youth.
  • Prepare any follow-on project proposals as per the needs identified by UNDP.

Lead, manage, monitor and report on progress in implementing project activities.

  • Manage the realization of project outputs and results through activities in line with the agreed upon timetables and budgets and monitor progress against the initial quality criteria.
  • Recruit, assign tasks and responsibilities to the project staff and supervise their performance;
  • Organize regular meetings for the project team members to assess work progress, address challenges and constraints, and provide guidance and support;
  • Manage and monitor the project risks by maintaining the Project Risk Log and updating the status of risks;
  • Monitor eventsas outlined in the Monitoring & Communication Plan,and update the plan as required;
  • Carry out reporting responsibilities on monthly, quarterly, and annual basis to donors based on specific donor’s requirementsand guidelines. Additionally, provide annual reporting to the Project Board and quarterly reporting to the CPCR Programme at UNDP prepare Project Progress Reports against planned activities, update on Risks and Issues, expenditures, etc.;
  • Monitor and evaluate activities implemented by partnersand coordinate projectevaluations, as necessary;
  • Supervise consultants and evaluate their performance in delivering individual outputs as described in the TOR;
  • Ensure relevant project outputs, best practices, and lessons learned are disseminated in compliance with the quality requirements of the implementing agency, UNDP, and other donors;
  • Assist UNDP Programme Officer in closing projects operationally and financially in accordance with UNDP rules and regulations and in close coordination with implementing agencies.
  • Prepare TORs and relevant documents for required inputs (individual and institutional consultancy services, procurement of goods, organization of training, seminars, etc.) with expert technical support as required.
  • Manage and assess the work of technical expertsand consultants.
  • Regularly review and evaluate the performance of outsourced activities, identifying areas for improvement and implementing corrective measures as needed.
  • Facilitate communication and coordination among stakeholders, ensuring that all parties involved in outsourced activities are well-informed and aligned with project goals and timelines. Maintain documentation and records related to these activities for reference and reporting purposes.
  • Monitor financial resourcesand accounting to ensure accuracyand reliability of financial reports.
  • Confirm and attest to the satisfactory completion of outsourced project activities.
  • Perform Team Manager and Project Support roles when needed.

Develop relationships and provide advisory support:

  • Establish and maintain strong working relationship with project partners including LARI and Ministry of Agriculture, local authorities, international and local NGOs, and CBOs, to ensure coordination and cooperation.
  • Provide policy analysis and technical assistance to GoL on the topic of food security in Lebanon and provide advice to UNDP senior management on the subject matter;
  • Mobilize competent national and international experts that are needed by the beneficiaries of the project following the agenda and activities that are supported by the project;
  • Undertake required efforts for resource mobilization with various bilateral donors and trust funds opportunities;
  • Develop tailored proposals to meet the specific requirements of various donors and funding opportunities, aligning them with the project's objectives;
  • Promote strong linkages and exchange with other Food Security projects to ensure synergies and sharing of best practices.

Develop strategic partnerships:

  • Substantively contribute to the harnessing of effective partnerships and lead the identification and onboarding process for implementing partners.
  • Substantively contribute to project communications and visibility efforts. Make recommendations to the management team on activities with potential for scale-up, replicability and synergies.
  • Provide technical support to the implementing partners and act as a liaison between UNDP and the partners.
  • Support resource mobilization efforts and project development.

Facilitate knowledge and capacity building, knowledge sharing, and advocacy relevant to the assigned thematic areas.

  • Ensure project reports capture results, lessons learned and good practices for possible wider application.
  • Promote advocacy for UNDP’s work and opportunities for collaboration in addressing development trends in coordination with the project partners, stakeholders, and UNDP communications staff.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement:

The Project Manager will be working under the direct supervision of the UNDP CTA/Local Development Portfolio Coordinator with quality assurance overseen by the CPCR Programme Specialist.

Min. Education requirements • Advanced university degree (master’s degree or equivalent) in Agriculture, Food Security or other related fields is required. Or

 

• A first level University degree (bachelor’s degree equivalent) in aforesaid field of study with additional 2 years of relevant experience will be given due consideration in lieu of master’s degree.

Min. years of relevant work experience
  • Minimum 5 years (with a master’s degree) or 7 years (with a bachelor’s degree) of progressive relevant experience in Agriculture and Food Security fields.
Required   skills
  • Experience of working in a multi-cultural environment.
  • Demonstrated experience in effective networking with demonstrated capacities to establish and maintain strong working relationships with donors, government officials, local organizations, communities, and other stakeholders.
  • Demonstrated experience in project management and financial skills;
