Amel Association International (Amel) is a Lebanese and non-sectarian NGO created in 1979. Amel works through 27 centers, 6 mobile medical units, 2 mobile education units and 1 protection unit, and for more than 40 years has supported the poorest regions of Lebanon, from Beirut and its South Suburbs to Mount Lebanon, Bekaa and South Lebanon. Amel offers accessible services for all in the following fields: food security, health, education, protection, child protection, gender-based violence, livelihood, promotion and protection of human rights, rural development.

Under the direct supervision of the health project coordinator and the health field coordinator, the Health Field Officer is responsible for the guidance and monitoring of the primary healthcare canters (PHCCs) and the satellite PHC unit in their area of work. The health field officer is in charge of the direct implementation of all the activities funded under the project, according to the Ame’l and donor’s and MoPH requirements. He/she is responsible for the supervision and monitoring of the activities on the administrative, managerial part and very specific medical aspects that ensure the quality of health care provided at the PHCC for the smooth implementation of the LPSP. The Health Field Officer is ensuring that all activities are implemented following quality standards and a patient-centred approach. The Health Field Officer will have continuous field visits to the PHCCs and will have a weekly visit to the headquarter.

  1. General Tasks
  • Monitoring the implementation of the project and LPSP in the PHCCs
  • Monitor and follow-up on the progress of the activities in the two canters, by conducting regular field visits
  • Ensuring rational utilization of all services in collaboration with the medical advisor.
  • Monitoring the correct implementation of the internal and external referral system.
  • Responsible of provision of all related documentation requested as administrative procedures and coordination with the MoPH when needed.
  • Ensure that the PHCC is fulfilling MoPH reporting requirements: Medication consumption, shortages reporting, epidemiological surveillance reporting.
  • Maintain very close collaboration with the Pharmacists on the smooth implementation of activities in the pharmacy (such as coordinating the monthly audits)
  • Coordinate with the Head of centers to improve the quality of the services provided as per the quality improvement plan of the PHCCs and the accreditation standards Ensure smooth implementation of the health education package within the PHCCs in close collaboration with the head of canters and social workers.
  • In coordination with M&E department, leads health-related assessments of the beneficiaries’ needs, impact survey and technical assessments and ensures proper reporting to field coordinators and project coordinators on a monthly basis.
  • Coordinate with the PHCC staff and organize regular meetings on work follow-up (one meeting per month with all the staff)
  • Develop any tool needed for implementing the activities in the canters such as referral tracking tool, malnutrition cases tracking tool, NCD patients tracking tool…)
  • Attend meetings with Amel health department and meetings related to work progress under the project.
  • Participate to trainings identified by the field coordinator, project coordinator and health coordinator.
  • Ensure that all cross-cutting activities (protection, Inclusion, MH and conflict sensitivity) are implemented as per the work plan.
  • Facilitate and conduct field visits with partners when needed.
  • 2-Guidance & Monitoring
  • Keep close contact with the head of centers for a smooth implementation of administrative and clinical priority processes
  • Keep close collaboration with the medical coordinator regarding complaints and requests received from physicians related to consultations and diagnostics
  • Maintain close collaboration with the PHCC pharmacists to ensure the smooth implementation of medication management from the administrative priority process.
  • Conduct monitoring surveys using specific checklists assigned by the quality coordinator.
  • Support the centers team in the implementation of the self-assessment checklist and the accreditation standards.
  • Support in the review of policies, procedures, and forms used in the canters and in the development of surveys and data collection tools.
  • Ensure that all documents needed for the accreditation are available and updated at the canters.
  • Monitor the correct filling in of the monthly timesheets of each staff within the teams with the head of canter and the field finance officer.
  • Provide on-job coaching for the PHCC staff
  • Support the teams and monitor the implementation of the Risk Management Plan in each PHCC.

3.Reporting

  • Report to the field coordinator on any incidents/accidents and follow up on the mitigation.
  • Report on the staff meetings and share with relevant colleagues
  • Submit qualitative, complete, and analytic weekly and monthly sitrep to the project coordinator and field coordinator, as per internal reporting requirements
  • Ensure the proper collection and submission of all needed data to the M&E coordinator on a monthly, quarterly and semi-annual basis as required, along with proper archiving of all documentation and means of verification.
  • Be a major contributor to any work-related reports and review before submission to the line manager.
  • Contribute to the analysis of collected data, and provide feedback to the field coordinator on a weekly, monthly, quarterly basis or adhoc.
  • Collect all the data concerning the referral system on a monthly basis and share raw data with the M&E coordinator and the health coordinator.
  • Share the referral segregation specific to GBV cases with health coordinator on a monthly basis.
  • Review monthly reports shared by the social workers in the centers
  • Ensure capitalization work within the PHCCs and transfer of lessons learned to them and other PHCC teams
  • Report findings from weekly field visits to relevant teams, including MMUs, Covid homecare teams, peer educators, and social workers.

4.Health awareness and Campaigns:

  • Coordinate with PHCC and Mobile teams on health-related events, recording them in an annual calendar
  • Coordinate and support the implementation of health awareness sessions, campaigns, and in-kind distribution

5.Meeting

  • Organize continuous meetings with center teams for work discussion and follow-up.
  • Participate in weekly meetings with the head of centers, headquarter-level meetings, and Amel's weekly meetings.

6.Quality Improvement and Patient Satisfaction:

  • Review and ensure understanding of the Quality Improvement Plan (QIP) for each PHCC and MMU.
  • Ensure alignment of QIP with various plans and encourage staff to share improvement ideas.
  • Ensure the use of patient satisfaction surveys, implement monthly phone calls, and closely follow up on data collection.

7.Follow Up of Mobile Teams:

  • Organize weekly field visits with mobile teams, monitor tool usage, and inventory of supplies.
  • Support the implementation of the Risk Management Plan in each PHCC and MMU.

Position Requirements, Qualifications and Skills

  • Background in public health is appreciated
  • Excellent communication, management and diplomacy skills, collaboration and teamwork
  • Ability to take initiatives, to work in autonomy and in a multidisciplinary and multicultural team
  • Ability to work under pressure and manage stress
  • Literacy in reporting, experience in conducting surveys
  • Knowledge of donor’s requirements is a plus
  • Excellent computer literacy with demonstrated experience in utilization of databases and Microsoft Office. Knowledge of Phenics HIS is a must.
  • Fluent in English and Arabic both written and spoken
  • Strong ethical standards.
  • Good conflict resolution abilities.
  • Effective time management and organizational skills.
  • Ability to manage deadlines and stressful situations.
  • Capacity to work in teams and flexibility to take on new tasks.
