Role Summary
The MEAL Coordinator will ensure the development of the M&E framework for the active projects and that teams are supported to carry out their planning, monitoring, evaluation, and learning activities. The role will contribute to overall program quality through managing, conceptualizing, coordinating, and implementing enhanced monitoring, evaluation, accountability, and learning strategies, including developing high-quality written outcomes, data, and reports.
The emphasis is on streamlining processes and tools for program reach, efficiency, effectiveness, and sustainability throughout the project cycle across the various stages. This position will be based in Beirut and may require field visits. The MEAL Coordinator will technically supervise TFL MEAL Officer and team and report to the Executive Director.
Main Accountabilities
Responsibilities include, but are not limited to:
Monitoring
- Design and implement comprehensive monitoring frameworks and systems for projects and programs to ensure data-driven decision-making.
- Ensure that TFL monitoring activities and standards are implemented for improved projects & programs quality and use of data within the organization. As part of this, promote an organizational culture of data collection, management, and reporting as an essential part of the planning, decision-making, and learning processes.
- Develop project-specific monitoring and indicator-tracking tools in consultation with program teams and senior management.
- Oversee the collection, analysis, and interpretation of quantitative and qualitative data to track project progress and outcomes.
- Lead the planning and implementation of periodic field monitoring exercises and data quality assessments including dissemination of findings and follow-up of action points.
- Collaborate with project teams to integrate monitoring practices into project planning and implementation.
Evaluation
- Plan and execute rigorous project evaluations, including baseline, mid-term, and end-line assessments, to measure project impact.
- Develop evaluation methodologies and approaches that provide robust evidence of project outcomes and effectiveness.
- Analyze evaluation results to identify lessons learned, best practices, and areas for adaptive management.
- Prepare comprehensive evaluation reports for internal and external stakeholders, outlining findings and recommendations.
- Utilize evaluation findings to inform strategic decision-making and contribute to organizational learning.
Accountability
- Establish mechanisms to ensure accountability to project beneficiaries and stakeholders, promoting transparency and feedback.
- Develop and implement community engagement strategies that empower beneficiaries to participate in project design and assessment.
- Monitor adherence to ethical standards and compliance with project objectives through participatory processes.
- Collaborate with program teams to integrate accountability principles into project planning, implementation, and reporting.
- Manage complaint and feedback mechanisms, addressing concerns and ensuring timely responses to beneficiary feedback
Learning and Documentation
- Provide technical guidance during periodic data review meetings with project Coordinators/Managers as part of monitoring for action and learning.
- Foster a culture of continuous learning within the organization by promoting knowledge sharing and reflection.
- Facilitate and participate in information-sharing opportunities among TFL partners/donors, including requests for documentation and information from third-party monitors when appropriate/applicable,
- Support the development of case studies, success stories, and other knowledge products to showcase project impact.
- Stay updated with industry trends and advancements in MEAL practices, integrating new learning approaches as relevant.
- Maintaining a proper filing/archiving/storage system for all M&E resources including data collection tools, datasets, reports, SOPs, and plans among others (Officer-Assistant)
Hold a collaborative space
- Develop the MEAL strategy in collaboration with the Executive Director and the Teach For All network team.
- Hold team meetings, and lead the MEAL during all planning, operational, and reporting activities.
- Support all TFL team members in their MEAL-related activities
- Engage in a collaborative, cohesive teamwork approach by fostering open communication and providing constructive feedback and support to all team members
- Identify professional development opportunities for M&E and TFL staff focusing on knowledge and skills related to monitoring, evaluation, and learning.
- Work closely with the development team and support the grant-writing proposals
Knowledge, Skills, and Experience
Qualifications
Bachelor's degree in Social Sciences, Information Management, Statistics, or other relevant fields. Master’s degree preferred.
Experience
Minimum of 5-8 years of experience in the field of MEAL.
Technical Skills
Proficiency in English and Arabic.
Strong command of Microsoft Office applications.
Demonstrate understanding of direct monitoring and evaluation experience, preferably in the humanitarian and development context.
Proven experience in developing tools and systems for, and building capacity of others in skills related to, program tracking and documentation.
Demonstrated experience in implementing beneficiary complaint and feedback mechanisms.
High proficiency in Excel, Kobo, SPSS, or any other data analysis software.
Additional Knowledge
Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
Experience with mobile data collection techniques is preferred.
