Welthungerhilfe's Head Office is in Bonn, Germany whilst the Syria Response is managed from our Country Office in Gaziantep. Welthungerhilfe was established in Turkey in 2013 specifically to help people who are affected by the Syria Crisis. Since then, the organisation has expanded its program scope and scale to make the greatest possible contribution to meeting humanitarian needs in Turkey and North West Syria. Welthungerhilfe has field offices in Azaz, Afrin Idleb, as well as Ankara, Istanbul, Hatay and Mardin. The Syria Response program includes food security, WASH services, Shelter and NFI services, protection, early recovery and livelihood.

Head of Project Emergencies – National*

in Beirut 

The position is to be filled by June 1, 2024, Service location will be Beirut, Lebanon. 

Your responsibilities

Duties & Responsibilities
•    The Head of Project Emergencies coordinates the implementation of humanitarian and emergency projects according to the co-financing agreement and Welthungerhilfe's standards for the implementation of projects
•    The Head of Project Emergencies is responsible for continuous project planning and the project budget control
•    Responsible for correctly and duly completing and signing end-of-month accounts
•    Responsible for preparing or examining inventory accounting
•    Responsible for project purchases according to the approved procurement budget
•    Responsible for carrying out regular petty cash controls
•    Prepares status reports according to Welthungerhilfe standards or the rules of donors
•    Responsible for bringing the project to an orderly conclusion
•    Responsible for the security management of staff involved in the project and for the implementation of the security management plans

Liaison and Representation:
•    Maintaining and expanding the contacts with partner organisation, key sector stakeholders and support donor visits as required
•    Actively participate and advocating (in consultation with Area Manager and the WHH Country Team) in UN/NGO Humanitarian Coordination Meetings
•    Assisting in further programme and project development (Donor Acquisition) in consultation with the Area Manager

Implementation:
•    Ensuring smooth implementation of all project activities in line with internal and external standards
•    Liaising and coordinating closely with implementing partners
•    Initiating and taking part in (rapid) needs assessments and monitoring visits as required.
•    Liaising and coordinating with local authorities supporting WHH interventions.
•    Providing regular technical support to project staff in the area of food security and livelihoods, basic assistance and cash & voucher assistance (CVA).
•    Providing support in establishing the sector of Food and Nutrition Security and Livelihoods as an integral part of the programme in Lebanon
•    Continually analysing project progress and developing appropriate action to achieve envisioned results
•    Ensuring all interventions and project designs adhere to the Core Humanitarian Standard
•    Responsible for updating the Emergency Preparedness and Response Plan of the WHH Lebanon office on an annual basis

HR Management 
•    Day-to-day management of the project team.
•    Responsible for periodic performance appraisals

Compliance
•    Reporting to the donor on the basis of the agreed reporting schedule
•    Ensuring that program implementation is in accordance with donor regulations and procedures and the specifications
•    Supporting and maintaining operational procedures, applying and adhering to existing standards and guidelines of Welthungerhilfe
•    Ensuring WHH response is of a high quality and effectively managed
•    Ensuring adherence to the humanitarian principles and the Core Humanitarian Standards

Capacity Strengthening:
•    Contribute to the strengthening of emergency capacities of the team and partners to enhance WHH future engagement in emergency and humanitarian operations

Financial management:
•    Support the financial administration of co-financed projects
•    Monitor expenditures and update the expenditure forecasts
•    Applying Budget control and necessary fund requests in time

Security Management
•    Providing information on the security situation to the security responsible
•    Overseeing the adherence of Security policies and procedures by the project team

Your profile

Knowledge/ Qualifications
•    Bachelor or Master’s degree or equivalent in a related field, a technical background related to one of our activity sectors is desirable
•    Humanitarian project cycle management and team management knowledge and experience
•    Detailed knowledge of the key humanitarian donors’ prerequisites
•    Excellent proposal writing skills.
•    At least 5 years of experience in the field of emergencies and humanitarian response for international (aid) organisations, preferably in the region
•    At least 3 years’ experience in leadership/managerial roles
•    Very good analytical skills for evaluating the humanitarian and security-related context
•    A high level of mental and physical resilience and readiness to travel to hardship areas
•    Coordination and organisational skills, including ability to work under pressure
•    Advanced Microsoft Office skills
•    Very good oral and written command of English and Arabic
 
Social skills
•    Co-operation and team player skills
•    Excellent moderation skills
•    Coordination and organizational skills, even under high workload.
•    Readiness to travel to Southern governorates and Palestinian camps
•    Ability to adapt leadership styles to the appropriate situation
