Protection Expert – National*

in Beirut 

The position is to be filled by June 1, 2024. Service location will be Beirut, Lebanon. 

Your responsibilities

Objectives of the position
The Protection Expert will be responsible for the strategic development and technical supervision of WHH’s protection program, currently made up of a project implemented by the partner in the south of Lebanon. The Protection Expert is expected to provide technical guidance and support to the partner and have an oversight on all aspects of the program, including programmatic resources (guidelines, tools, etc.), capacity development, and representation/advocacy. Promoting evidence-based programming that considers the system as a whole is key to this position, as is a commitment to managing adaptively. 
Furthermore, protection expert will be expected to contribute to the further development of protection portfolio of CO in Lebanon.

Duties & Responsibilities
•    Lead on the update and modification of the Lebanon protection strategy in line with the evolving protection issues affecting migrants, displaced populationsersons, , and host communities in Lebanon. This includes identifying protection risks, vulnerabilities, and threats in the context and developing programmatic responses to address needs and cover gaps to achieve protection outcomes in a dynamic context of Lebanon.
•    Ensure that WHH Protection strategy is continuously informed by sound analysis and consultations with staff, partners and concerned stakeholders, and that is promoting WHH’s values, culture, and beliefs. The strategy should be gender, age and conflict sensitive.
•    Provide strategic and technical guidance to partners staff through effective coordination and ongoing monitoring of the achievements and overall implementation in conjunction with the Head of Project. Furthermore, ensure that the applicable technical standards are adopted through the intervention and that the best interest of the affected individuals is followed during the delivery of the protection services. Provide technical advice for adjusting plans and modalities where required.
•    Identify and develop strategic and complimentary entry points for WHH in the protection sphere. This may include exploring and developing strategic partnerships contributing to the quality and scaling up of programs.
•    Conduct regular quality checks on the protection and MHPSS activities and databases to ensure that beneficiaries are selected according to the criteria and that cases are handled properly.
•    Support in the development of needs assessments to inform program design and strategic direction. Coordinate rapid needs assessments of the situation in the event of an emergency in collaboration with other stakeholders to address related problems.
•    Support proposal development and revisions from a program perspective and coordinate and manage quality inputs from the key project staff to proposals, including leading the design and writing technical sections when and as required. Furthermore, review and contribute to protection related reports (both project and thematic reports) and revise annexes related to those reports.
•    Develop and/or review program monitoring and implementation tools/guidance docs such as SOPs and forms on a wide range of protection-related activities, including protection monitoring, Individualized Protection Intervention, case management, psychosocial support, legal assistance, information dissemination, etc.
•    Work with the WHH and partner’s MEAL team to support the development of appropriate M&E and learning including knowledge management.  
•    Ensure that the program quality of WHH and partner(s) protection activities are assessed, and that learning and organizational capacity development are provided to partner(s) and WHH teams as appropriate.
•    Represent WHH in technical cluster fora at national level, including the protection cluster, protection, case management working groups, etc.
•    In coordination with the Area Manager, collaborate with the different entities and focal points at the national level on programmatic issues related to protection, MHPSS and advocacy.
•    Coordinate the use of own funded protection related projects by actively engaging with Lebanese authorities and relevant stakeholders, managing the MHPSS and protection activities and supervising the staff allocated to these projects to achieve targets, managing the budgets and ensuring quality in implementation and reporting.

Your profile

Knowledge/ Qualifications
•    Minimum bachelor’s degree in social sciences, psychology, international development, management and other related fields; Master’s degree also accepted
•    At least 4-5 years of experience in project planning, budgeting, implementation, and review of projects related to MHPSS and protection, including both own and implementation through national partners
•    Excellent presentation, oral and writing skills in English and Arabic
•    Demonstrable previous experience in protection strategy development and creation of different programmatic tools and SOPs, positioning an organization in the protection sphere and ensuring coherence with global approaches and standards
•    Demonstrable experience in proposal development and reporting, both project related and thematic
•    Solid knowledge of MHPSS and protection concepts, standards and trends
•    Solid knowledge of the overall Lebanese social assistance sector and donor and NGO sector
•    Experienced and confident in representation with government at all levels, donors including, UN agencies and humanitarian coordination mechanisms

Social skills 
•    Inspirational trainer and mentor on protection technical aspects with good interpersonal and facilitation skills
•    Ability to lead teams to reach consensus on complex and/or divisive issues;
