The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV; practical testing and interviews. At least three best candidates will be invited to the final interview and written test.
Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
The Delegation will not supply additional information or discuss the selection procedure. During the selection process, please do not contact the members of the Selection Committee, but address your questions and comments to the Delegation’s Administration.
We offer
The post of Budget Officer (Local Agent Group I) in the Delegation’s Finance, Contracts and Audit section. The team consists of 12 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Finance, Contracts and Audit Section, providing support, expertise and assistance to the programming and implementation of cooperation projects.
Following main tasks and duties are currently required:
- Ensure compliance with procedures, regulations in force, procedures and guides for contracts management;
- Contribute to the preparation calls for tenders and calls for proposals;
- Identify and analyse cases to be reported (exceptions, non-compliance events, prior agreements);
- Monitor disputes within the framework of tendering and calls for proposals;
- Organize and provide secretariat services for tender evaluation committees or grant selection, as well as for the selection and awarding of contracts and agreements;
- Analyse and check contract budgets;
- Prepare contracts for signature and addenda;
- Enter data accurately and completely in the relevant IT tools;
- Provide assistance in the framework of audit missions and on the spot verification missions;
- Contribute to the follow up of audit reports;
- Contribute to the preparation of forecasts, financial reports and statistics;
- Handle internal and external correspondences ;
- File and archive financial and contractual documents and correspondences.
Minimum requirements / eligibility criteria
- Fluent knowledge of English (minimum level C1);
- Good computer skills on MS Office tools, and ability to learn quickly how to use new IT tools;
- Medically fit to perform the required duties;
- Enjoys civil rights and permits for employment under local law;
- Good standing as citizen/resident.
Assets / selection criteria (basis for awarding points to select the best applicant)
- Knowledge of the European Union;
- Knowledge of French and Arabic (minimum level B1);
- Experience in dealing with rules and procedures concerning calls for proposals, calls for tenders, contracts, and/or audit;
- Experience in working in an international environment.
