Division Summary: IDG’s International Education Division supports education development around the world by strengthening education policy, management and practice in order to achieve measurable improvement in teaching and learning. From our well-established reputation in education system strengthening, to innovative work in early grade assessment and learning, RTI is improving education quality, relevance and efficiency through implementation of projects funded by USAID, The LEGO Foundation, Bill and Melinda Gates Foundation, and other donors and clients.
Project Summary: USAID/Lebanon has recently awarded RTI a $97 million USD, five-year Cooperative Agreement to build on nearly a decade of investments in the education system under Quality Instruction Towards Access and Basic Education (QITABI) 1 and 2. The purpose of QITABI 3 is to further strengthen education service government systems to yield student learning improvements across all of Lebanon’s public schools (first and second shifts) and in select low cost private schools that are vulnerable and economically disadvantaged. The activity will target an estimated 350,000 girls and boys in over a thousand of Lebanon’s public schools and vulnerable, economically disadvantaged low-cost private schools and will support the education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE).
Position Summary : RTI is seeking a Communication Manager in Lebanon. The Communication Manager will lead on the development and implementation of RTI QITABI 3 Project’s goals in the area of communications, media, information and any relevant production of communication content.

Your primary responsibilities will include but not be limited to:
- Communicate the project’s performance by documenting and disseminating project activities, success stories, interviews, testimonials, and materials to stakeholders.
- Produce press releases and comm materials:
- Develop and review press releases, success stories, weekly notes, storyboards, and other materials as requested.
- Design and ensure proper production of communication content, such as brochures, posters, infographics, and roll-up banners.
- Promote the project’s impact through the production of engaging materials.
- Communication Initiatives and Material:
- Create and promote media content and materials such as press releases and video material and document project progress and achievements in photos and videos.
- Organize project photos /videos and share them with the Home Office. Develop engaging content about the project achievements and milestones.
- Participate in and contribute to Global Marketing and Branding calls.
- Events and Outreach:
- Coordinate and plan outreach events (such as conferences, ceremonies, closing events, symposia, or celebrations).
- Manage internal and external communication:
- Manage program-specific media relations such as press conferences, relationships with journalists, media outlets, and documentary videographers,
- Support coordination with USAID and MEHE.
- Enhance external relationships and outreach:
- Success stories: Document project success stories and activities highlighting the impact.
- Communicate and coordinate with USAID and stakeholders to ensure a consistent message across communication channels and USAID social media strategy.
- Communicate and coordinate RTI’S Home Office for effective and appropriate promotion of RTI – QITABI 3’s corporate identity.
- Media and publicity support: provide project media support and engagements with the USAID and other stakeholders.
- Marking and Branding:
- Conceptualize and adapt project’s communication according to USAID branding guidelines, including but not limited to reports, presentations, training material, educational material, digital material, audio-visual communication.
- Lead the implementation of project communication strategy in line with USAID/QITABI 3 Marking and Branding guidelines.
- Knowledge management:
- Facilitate the development of the project’s Education and Communications materials, including various types of media, and ensure effective dissemination.
- Manage, organize, and archive all media captured by the project. (Fact sheets, Brochures, Reports, Photos, illustrations, audio, video, and multimedia).
- Maintain the project’s Media database/library.
- Manage Social Media Channels and Analytics:
- Record weekly and monthly statistics for website and social media pages as well as community presentations and media appearances to measure impact and set goals to increase engagement and overall effectiveness.
- Monitoring of daily media to identify related news.
- Identity means and practices to enhance the project’s social media positioning.
- Communicate and promote the project impact through the beneficiaries’ testimonials and success stories.
- Coordination with Comm Lead and support project management:
- Provide the Director of Programs with the needed communication coverage and support.
- Perform additional tasks as needed .
Required Qualifications:
- Bachelor’s degree in a subject area relevant to the position, such as communications, journalism, international relations, area studies, English, or social science.
- Fluency in English, both verbal and written as well as fluency in Arabic is required. Knowledge of French preferred.
- Ability to mobilize and motivate teams drawn from different backgrounds, disciplines and programs to work together on joint initiatives to produce high-quality publications and communicate messages about our mission, our capabilities and our results.
- Outstanding interpersonal skills including grace under pressure, cross-cultural skills, warmth toward others and capacity to handle awkward situations in public settings.
- A minimum of five years’ experience in positions of increasing responsibility in the communications field. At least three years’ experience in an internationally focused organization.
- Experience in a non-profit organization and experience working with USAID-funded activities are highly desirable.
- Ability to multi-task, prioritize and work on own initiative.
- Previous experience with a multilateral or international organization is highly desirable.
