1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting the people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.
 
In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.
 
CARE Lebanon has scaled up rapidly over the past few years and implements programs in collaboration with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

CARE is currently seeking a dynamic Health specialist who assumes a strategic leadership role in refining program strategies related to Sexual and Reproductive Health and Mental Health while making sure to abide by gender equity, GBV risk mitigation, social inclusion and Do no Harm principles. Responsibilities include technically overseeing project implementation of health activities by local partner, reporting, and fostering partnerships with local health actors while integrating Public Health in Emergencies approaches in CIL’s Business development. The health specialist will also attend relevant coordination meetings and forums. 
Capacity building and technical overview will be central to ensure high-quality program delivery in humanitarian contexts.

3. Specific Duties and Responsibilities

JOB RESPONSIBILITY 1: Health Program implementation (45% of time)

–    Support PMs to manage project delivery for health components, including making detailed project implementation work plans and budgets; procurement plan, monitoring health project activities and outputs; preparing donor reports; and working with CARE’s procurement team to obtain required inputs like adding specifications for the needed medical equipment, provide technical feedback for the requested medical supplies (medications and medical consumables) like the needed dosage forms, quantities, qualities; and ensure donor compliance.
–    Support PMs to manage current partnerships with health partners and develop new ones with local health actors in keeping with principles of equitable partnership. 
–    Support the integration efforts of the SRH along with the MH and the Protection throughout all the project activities.
–    Provide technical inputs for program assessments, including CARE’s Safety Audit and Rapid Gender Analysis.
–    Ensure Care and Partner’s Health programming is in line with best practice and quality technical standards grounded in a do-no-harm principle. 
–    Provide technical guidance on the health component for CARE and partners. Specifically on Sexual and Reproductive Health and Mental Health.
–    Review technical MEAL and reporting tools to ensure health indicators are well captured. 
–    Conduct regular visits to the implementing partners' premises and ensure proper support.

JOB RESPONSIBILITY 2: Program Development (15% of time)

–    Provide technical expertise and input to refine and adapt the program strategy for CARE’s areas of responsibility to reflect learning and respond to changes in the operating environment. 
–    Contribute to humanitarian needs assessments, strategies, and proposals related to SRH and MH through active participation in the humanitarian coordination system.
–    Identify opportunities for integration of Public Health in Emergencies (PHE) approaches to address any communicable disease mitigation and other potential disease outbreaks. 
–    Support the country office in introducing new Care regional and Global approaches and best practices.
Use feedback from the coordination meeting with local stakeholders and community leaders during field visits to improve CARE's and its partners' health activities as needed.

JOB RESPONSIBILITY 3: Capacity Strengthening (20% of time)

–    Support and coach CARE and Partner staff to build capacity and strengthen the quality of interventions.
–    Develop support strategies for staff, foster team building, and introduce principles of self-care for CARE and Partner staff  front liners.
–    Support capacity-sharing efforts on gender-sensitive and community-driven approaches for health, particularly SRHiE (aligned with the MISP) and MH.
–    Provide training to CARE and partner staff on CARE health approaches, curriculums, and guidance.

JOB RESPONSIBILITY 4: Coordination (15% of time)
–    Coordinate with other Health actors and service providers, and collect community input, to establish and strengthen referral pathways.
–    Represent CARE in the relevant sectors and taskforce including Health WG, MH taskforce, CMR taskforce, and other relevant coordination groups.
–    Coordinate and liaise with other Health actors (SRH, MH) to complement the overall health sector’s approach and identify/fill gaps.
–    Collaborate closely with CARE’s program quality staff (inside and outside Lebanon when needed) to ensure joined-up programming with a strong focus on gender and inclusion mainstreaming into SRH and MH activities. 
–    Coordinate as needed with WHO and the Ministry of Public Health. 
–    Attend internal and external meetings as needed and requested by PM and SMT.

JOB RESPONSIBILITY 5: Reporting (5% of time)

–    Report to the PM any findings related to health sector and activities and observed trends in the field.
–    Support In reviewing partner’s report.
–    Report related heath activities in compliance with donor’s templates. 
Other tasks:
–    In case of emergencies, the health specialist will be the focal point for Health activities, ensuring that appropriate guidelines are in place and followed upon for highest quality and impact of the activities – as assigned by the SMT and/or the Line Manager.
–    Other responsibilities & duties as required by the Line Manager.

4. Qualifications / special skills or knowledge

•    At least 5 years of experience in Mental health and Sexual and Reproductive Health programs that with a social and behavioral change and GBV integration (preferably with 2 years in a conflict or humanitarian setting).
•    Excellent knowledge of health, mental health, and SRH humanitarian standards including the Minimum Initial Service Packages (MISP) for SRH in crisis settings and Sphere standards. 
•    Experience with Gender Based-Violence (GBV) health programming including clinical care for survivors of sexual violence and knowledge of GBV guiding principles. 
•    Experience with social and behavior change programming to improve behaviors and MH/SRH outcomes, including approaches to change attitudes and harmful gender norms that block access to SRH and MH services.
•    Demonstrated ability to establish and manage partnerships to implement program activities
•    Excellent skills in program design and management. 
•    Supervisory experience, in technical oversight/management.
•    Fluency in Arabic and English.

b. Experience: 

At least  3-5  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on development and humanitarian programming in the Middle East

c. Academic background:

Bachelor’s degree in public health, Psychology, Sexual and Reproductive Health, Social Sciences or related field with a focus on gender and health.

d. Languages: English and/ or Arabic are the working language of CARE International.

Knowledge of other languages is an asset.

5. Other contract elements

Benefits: Social security/Health Insurance & Transport allowance.
The direct supervisor reserves the right to adapt this job description at any time during employment according to needs. 
Any extension of this contract is dependent on performance review and funding availability.
