**الغرض الرئيسي:**
سيكون مدير مشروع الطوارئ مسؤولاً عن الإشراف على تنفيذ برنامج استجابة الطوارئ في جنوب لبنان. سيضمن المدير التفاعل المستمر مع الأقسام المختلفة لضمان تقديم الدعم في الوقت المناسب لفريق المشروع. سيشرف المدير على تنفيذ تدخلات متعددة بما في ذلك المساعدة النقدية، وتوفير المواد الإغاثية الأساسية، ومجموعات النظافة وإدارة الحيض للمشردين داخلياً. سيكون المدير هو المسئول النهائي عن إدارة الميزانية.

**المسؤوليات الرئيسية:**

– **التخطيط والتنفيذ:** ضمان تنفيذ المشروع وفقًا لوصف المشروع، مع تحديد الانحرافات الهامة من خطة التنفيذ.
– **إدارة المالية:** متابعة الميزانية، وإعداد خطط مالية، وضمان الالتزام بإرشادات المانحين.
– **إدارة الفريق:** قيادة وتوجيه فريق العمل، وإدارة الأداء، وإجراء الاجتماعات الأسبوعية والشهرية.
– **المراقبة والتقييم:** مراقبة نتائج المشروع، وتقديم التوجيه الفني، وضمان جودة البيانات.
– **التقارير:** إعداد تقارير دورية حول الأنشطة والإنجازات، وضمان التوافق مع متطلبات المانحين.
– **التنسيق والتمثيل:** دعم منسق البرنامج في حضور الاجتماعات وتسهيل زيارات المانحين، والتنسيق مع الجهات المعنية.

**المتطلبات:**

– **التعليم:** درجة جامعية متقدمة في العلوم الاجتماعية، العلوم السياسية، العلاقات الدولية، أو مجال ذي صلة.
– **الخبرة المهنية:** خمس سنوات من الخبرة ذات الصلة، بما في ذلك ثلاث سنوات في إدارة المشاريع الإنسانية، وسنة واحدة في تنفيذ برامج إنسانية متعددة القطاعات.
– **المتطلبات المهنية:** خبرة في بيئات الطوارئ المعقدة، ومهارات إدارة المالية والميزانية، والكفاءة في استخدام الكمبيوتر.
– **المتطلبات الشخصية:** قدرة على العمل تحت الضغط، مهارات قوية في التمثيل والتفاوض، وقدرة على القيادة وتطوير الفريق.
– **اللغات:** إتقان العربية والإنجليزية.

**Emergency Project Manager**

**Organization:** INTERSOS

**Position Type:** Full-Time

**About INTERSOS:**
INTERSOS is a non-profit humanitarian organization dedicated to providing aid to people affected by natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, INTERSOS operates based on values of solidarity, justice, human dignity, equal rights, and respect for diversity. The organization adheres to international humanitarian codes and is recognized by the Italian Ministry for Foreign Affairs, the European Commission, and major UN agencies.

**Main Purpose:**
The Emergency Project Manager (EPM) will oversee the implementation of INTERSOS’s Emergency Response program in South Lebanon. The EPM ensures continuous engagement with various support departments to provide timely support to the project team. The role involves managing multiple interventions including Shelter Cash assistance, core relief items, WASH Hygiene Kits, and Menstrual Hygiene Management Kits for vulnerable internally displaced persons. The EPM will be the budget holder for the entire project grant and will closely monitor financial planning and budget utilization.

**Key Responsibilities:**

– **Planning and Implementation:** Ensure project activities are executed as described, flagging significant deviations from the implementation plan and expenditures.
– **Financial Management:** Prepare and monitor financial plans, ensure compliance with INTERSOS and donor regulations, and handle budget allocations and procurements.
– **Team Management:** Lead and manage project staff and volunteers, conduct performance evaluations, and ensure adherence to INTERSOS guidelines.
– **Monitoring & Evaluation:** Monitor project outcomes and impacts, oversee data quality, and conduct field visits if security permits.
– **Reporting:** Provide quality reporting on achievements and challenges, prepare interim and final reports for donors, and ensure accurate documentation.
– **Coordination and Representation:** Support the Program Coordinator in attending meetings, facilitate donor visits, and share updates with relevant stakeholders.

**Requirements:**

– **Education:** Advanced university degree in Social Sciences, Political Sciences, International Relations, Humanitarian and International Cooperation, or a related field.
– **Professional Experience:** At least 5 years of relevant experience, including 3 years in humanitarian project management and 1 year in multi-sector programming and security context analysis.
– **Professional Skills:** Experience in complex emergency settings, financial management, and proficiency in computer applications (Word, Excel, and Internet).
– **Personal Attributes:** Ability to work under pressure, strong negotiation and representation skills, leadership qualities, and commitment to INTERSOS principles.
– **Languages:** Fluent in Arabic and English.
