**المسمى الوظيفي: عاملين/ت حالة (Case Worker – GBV Program)**
**الهدف من الوظيفة:**
سيتولى عامل/ة قضايا العنف القائم على النوع الاجتماعي العمل في مشروع العنف القائم على النوع الاجتماعي والصحة الجنسية والإنجابية التابع لجمعية أمل، بالتعاون مع أعضاء الفريق الآخرين تحت إشراف منسق الميدان ومنسق البرنامج. سيكون مقر العمل في أحد مراكز جمعية أمل في العين، ويكون مسؤولًا عن تنسيق وتقرير تنفيذ المشروع.
**المهام والمسؤوليات:**
– **إدارة الحالات:** تقديم إدارة حالات العنف القائم على النوع الاجتماعي، بما في ذلك الدعم النفسي المباشر، للمستفيدين المعرضين للخطر، وخاصة الفتيات المراهقات والنساء والأفراد من LGBTIQ+، وفقًا لأفضل الممارسات والمعايير الدولية.
– **خدمات إدارة الحالات:** تشمل تقييم الاحتياجات، وضع خطة عمل للتعافي، إحالة الأفراد إلى الخدمات المناسبة، تنفيذ خطة العمل، وضمان المتابعة المناسبة وإغلاق الحالات حسب الحاجة.
– **تحديد الفئات المستهدفة:** دعم تحديد الفئات المستهدفة الضعيفة، بما في ذلك الزيارات المنزلية، والإحالات الداخلية والخارجية، والتعاون مع الجهات المعنية الأخرى.
– **الامتثال لسياسات حماية البيانات:** ضمان تعبئة وتخزين بيانات الأشخاص في نظام معلومات الحماية المناسب وفقًا لسياسات حماية البيانات، مع الحفاظ على السرية.
– **إحالة الحالات عالية المخاطر:** الإبلاغ عن جميع الحالات عالية المخاطر التي تتطلب تدخلاً قضائيًا إلى منسق برنامج العنف القائم على النوع الاجتماعي وضمان إحالتها على الفور.
– **الاجتماعات الإشرافية:** حضور الاجتماعات الإشرافية الشهرية للتحقق من الالتزام بمعايير الرعاية وإدارة الحالات المناسبة.
– **تحديث خدمات الإحالة:** المساهمة في الحفاظ على خريطة خدمات محدثة لمقدمي الخدمة في منطقة التنفيذ، بمساعدة أعضاء الفريق.
– **إبلاغ منسق المشروع:** إبلاغ منسق المشروع بنواقص في خدمات الاستجابة للعنف القائم على النوع الاجتماعي وبروتوكولات الإحالة.
– **الأدوات والمراقبة:** تبني وتطبيق جميع أدوات المراقبة والتقييم المتعلقة بأنشطة المشروع المختلفة.
– **التقارير والوثائق:** إعداد وتقديم التقارير والوثائق المتعلقة بالأنشطة في الوقت المناسب وإبلاغ منسق الميدان مباشرة.
– **التنسيق مع الفريق:** التنسيق مع الفريق بأكمله، وخاصة المعالج النفسي، لضمان تقديم خدمات متكاملة وشاملة للفئات الضعيفة المحددة.
– **الدعم النفسي:** المساعدة في تقديم جلسات دعم نفسي مناسبة للعمر في الأماكن الآمنة المتنقلة والثابتة.
**المهام الأخرى:**
– الالتزام بمبادئ وإرشادات إدارة قضايا العنف القائم على النوع الاجتماعي الوطنية وإجراءات التشغيل القياسية، بما في ذلك متطلبات الإبلاغ الإلزامي.
– حضور والمشاركة في التدريبات المحلية وبناء القدرات على مدار العام.
– التواجد لحضور والمشاركة في الاجتماعات الداخلية والخارجية.
– الحفاظ على علاقات إيجابية مع أعضاء الفريق الآخرين.
– ضمان أقصى قدر من سرية بيانات ومعلومات المستفيدين.
– الحفاظ على المرونة لتولي أي مهمة أخرى تتعلق بالمشروع ويطلبها منسق المركز و/أو منسقو الميدان والبرنامج.
**المؤهلات والمهارات والمتطلبات:**
– **التعليم:** درجة بكالوريوس في العمل الاجتماعي.
– **المعرفة:** معرفة عميقة بالتحولات الجندرية في سياق الإغاثة والتعرف على الأدوات الأساسية للعنف القائم على النوع الاجتماعي، بما في ذلك إرشادات IASC حول العنف القائم على النوع الاجتماعي في حالات الطوارئ، حزمة موارد إدارة قضايا العنف القائم على النوع الاجتماعي بين الوكالات، وإرشادات PSEA.
– **المهارات الشخصية:** مهارات تواصل قوية والقدرة على العمل في بيئات متعددة الثقافات؛ القدرة على العمل ضمن هيكل فريق أو بشكل مستقل، والمرونة، والتعامل مع أعباء العمل المجهدة والموارد المحدودة.
– **الخبرة العملية:** خبرة عملية لا تقل عن 3 سنوات في تنفيذ مشاريع العنف القائم على النوع الاجتماعي في المنظمات غير الحكومية الدولية أو الوطنية.
– **المعرفة العملية:** خبرة ومعرفة مثبتة في تقديم خدمات إدارة الحالات والدعم للناجيات من العنف القائم على النوع الاجتماعي.

Job Purpose
The GBV Case worker will be working on Amel’s GBV & SRH project alongside with other team members under the supervision of the Field Coordinator and the Program Coordinator. He/She is based in one of Amel’s centers in Al Ain. He/She coordinates and reports on the implementation of the project.
Tasks and Responsibilities
- – Provide gender-based violence case management, including direct psychosocial support, to vulnerable beneficiaries, particularly at-risk adolescents’ girls, women, and LGBTIQ+ individuals, in accordance with best practices and international standards.
- – Case management services will involve assessing needs, developing a recovery action plan, referring individuals to appropriate services, implementing the action plan, and ensuring proper follow-up and case closure as necessary.
- – Support the identification of vulnerable targeted groups, including home visits, internal and external referrals, and cooperation with other stakeholders.
- – Ensure that the POC's data is filled out and stored in an appropriate protection information system in compliance with data protection policies, while also maintaining confidentiality.
- – Flag all high-risk cases in which judicial intervention is required to the GBV Program Coordinator and ensure they are referred immediately.
- – Attend monthly supervisory meetings to verify adherence to care standards and appropriate case management.
- – Actively contribute to the upkeep of an up-to-date service mapping of the service providers operating in the implementation area, with the assistance of team members.
- – Inform the project coordinator about deficiencies in GBV response services and referral protocols.
- – Adopt and apply all the monitoring and evaluation tools related to the different project activities.
- – Prepare and submit reports and documentation for activities in a timely manner and report directly to field coordinator.
- – Coordinate with the entire team, especially the psychotherapist, to ensure that proper and holistic services are offered to the identified vulnerable groups.
- – Assist in providing age-appropriate psychosocial support sessions in mobile and static-safe spaces.
Other Duties:
- – Adhere to the principles and guidance of the National SGBV Case Management and SOPs, including mandatory reporting requirements.
- – Attend and participate in local and capacity-building trainings throughout the year.
- – Be available to attend and participate in internal and external meetings.
- – Meetings with other program staff are required and will be on a timely basis.
- – Maintain positive relations with other team members.
- – Ensure the utmost confidentiality of the beneficiary's data and information.
- – Maintain flexibility to apply and undertake any other task related to the project and required by the center coordinator and/or field and program coordinators.
Qualifications, Skills and Requirements:
- – Education: BA in Social Work.
- – In depth knowledge of Gender mainstreaming in the humanitarian context and familiarity with the main GBV tools, including the IASC Guidelines on GBV in Emergency Settings, the Interagency GBV Case Management Resources Package and the guidelines on PSEA.
- – Strong interpersonal skills and the ability to work within multi-cultural environments; ability to work within a team structure or independently, flexible, and can cope with stressful workloads and working with limited resources.
- – At least 3 years practical experience in implementing GBV projects at international or national NGOs.
– Demonstrated knowledge and experience in provision of case management service and support to GBV survivors.
