الوصف:

تقوم منظمة التراث الغذائي (FHF) حاليًا بتنفيذ مشروع يهدف إلى تحسين عمليات حدائق ومرافق برج حمود العامة التي تديرها بلدية برج حمود. تشمل العمليات الصيانة الأساسية وتنفيذ أنشطة تعزيز التماسك الاجتماعي، لتحسين رفاهية المجتمع، وتخفيف التوتر بين المجتمعات الضعيفة والفئات المهمشة، وزيادة قدرتهم على التحمل مع ضمان المبادرات المجتمعية النشطة لتدخل مستدام. يتم تنفيذ المشروع من قبل FHF بالشراكة مع UNOPS وبدعم من الحكومة الألمانية عبر بنك KfW للتنمية.

في إطار هذا المشروع، تسعى FHF لتوظيف خبير استشاري في المراقبة والتقييم (M&E) ذو خبرة واسعة في التقارير ومراقبة الأنشطة.

مجال العمل:

سيكون مسؤولًا بشكل رئيسي عن الأنشطة التالية:

• تطوير أدوات المراقبة والتقييم وتنفيذ إطار عمل المراقبة والتقييم.
• التعاون مع الشريك المنفذ، الأطراف المعنية، والمنظمات المجتمعية لضمان توافق جهود المراقبة والتقييم ومشاركة النتائج.
• العمل مع منسق البرنامج وفريق المشروع لجمع البيانات وتقديم التقارير بشكل دوري باستخدام أدوات المراقبة والتقييم.
• ضمان إدخال جميع بيانات المراقبة والتقييم بدقة في قاعدة بيانات المشروع والحفاظ عليها بشكل آمن، مع القيام بنسخ احتياطية وتحديثات دورية.
• إجراء زيارات المراقبة والتقييم لمراقبة تقدم الأنشطة وجودة البيانات ونزاهتها عند الضرورة.
• تقديم الدعم الفني في المراقبة والتقييم، بما في ذلك تطوير أدوات جمع البيانات، وإدخال البيانات، وتقديم المساعدة التقنية عند الحاجة.
• تحديد وتقرير المخاطر المحتملة المتعلقة بجودة البيانات، وتنفيذ المشروع، ومشاركة الأطراف المعنية، واقتراح استراتيجيات التخفيف.
• دعم تطوير التقارير التقدمية والسردية المتعلقة بالمشاريع.

المؤهلات الأساسية:

• درجة جامعية في الإدارة، أو إدارة الأعمال، أو التنمية، أو إدارة الموارد، أو أي مجال ذي صلة.
• خبرة سابقة مثبتة في مجال المراقبة والتقييم.
• خبرة قوية في إدارة البيانات واستخدام البرمجيات ذات الصلة.
• مهارات تنظيمية قوية، ومهارات في التقارير والتواصل.
• مهارات تقارير ممتازة.
• إتقان اللغتين العربية والإنجليزية.

FHF is currently implementing a project aiming at improving the operations of the Bourj Hammoud
gardens and public spaces, operated by the Municipality of Bourj Hammoud. The operations include
basic maintenance, and implementation of social cohesion activities, to enhance the community's well
being, alleviating tension among vulnerable communities and marginalized groups, and increasing
their resilience while ensuring active grassroot initiatives for a sustainable intervention. The project is
implemented by FHF in partnership with UNOPS and is funded by the German government through
KfW Development Bank.

Within this project, FHF is seeking to recruit a Consultant M&E Expert with extensive experience
in reporting and activities monitoring.

Scope of Work
The M&E Officer will be primarily responsible of the following activities:
– Development of M&E tools and implementation of the M&E framework.
– Collaborate with the implementing partner, stakeholders, community organizations, to align M&E
efforts and share findings.
– Work with the program coordinator and project team to timely collect and report data using the M&E
tools.
– Ensure that all M&E data is accurately entered into the project database and maintained securely, with
regular backups and updates.
– Conduct M&E visits to monitor activities progress, quality of data and integrity, when necessary.
– Provide technical support on monitoring and evaluation, including data collection tools development,
data entry and technical assistance where needed.
-Identify and report potential risks related to data quality, project implementation, and stakeholder
engagement, and propose mitigation strategies.
– Support in the development of projects-related progress and narrative reports.

Essential Minimum Qualifications
– University degree in management, business administration, development, resources management or
any other related field.
– Proven previous work experience in M&E.
– Strong experience in data management and usage of relevant software.
– Strong organizational skills, reporting and communication skills.
– Excellent reporting skills.
– Excellent knowledge of Arabic and English languages.
