النازحون بين مطرقة الحرب وسندان التجّار
هربا من غارات العدوالإسرائيلي التي لا تتوقف على مختلف البلدات الجنوبية والبقاعية وضاحية بيروت، وبحثا عن الأمان، حمل النازحون قسرًا أحلامهم مثقلين بالخوف والرعب، وتوجهوا إلى وجهة لا يعلمون ما ينتظرهم.
فالبعض نزح إلى مراكز للإيواء المكتظة بالأعداد والشحيحة بالحاجيات، والبعض توجه إلى بلد جار وهو اصلا يعاني من الحرب منذ خمسة عشر عاماً، أما من كان ميسورا فتوجه إلى استئجار منزل في المناطق الأكثر أماناً، لكن حاله لم يكن أفضل.
فمشكلة النزوح الكبيرة من المناطق الساخنة أدت إلى بروز مشكلة سكنية، فالطلب يزداد والعرض قليل، فحاجة المواطنين الى السكن استغلها البعض وبات الابتزاز عنوانهم، مستثمرين منازلهم بفصل غرفة عن المنزل وتأجيرها بسعر مرتفع لأصحاب الحاجة، مما حدا البعض على السكن عند أقاربهم نظراً لعدم قدرتهم على تسديد قيمة الإيجار، في ظل الظروف الصعبة والاستثنائية التي يعيشها لبنان واللبنانيون على الصعيد المعيشي والاقتصادي والأمني.
فأبو هشام ابن السبعين عاماً وصف بعض أصحاب البيوت “بالمستغلين لهذه الظروف غير الطبيعية، محاولين الاستفادة وتحقيق أرباح إضافية، فهم جزارون لا يرحمون يطلبون أرقاماً خيالية، بذريعة ارتفاع تكاليف المعيشة، علماً أن القيمة الفعلية لا تكاد تصل إلى نصف المفروض حالياً”.
من جهة أخرى يقول أبو سمير “الكل يغني على ليلاه وانا على ليلي بدي غني”، والسوق عرض وطلب، ونحن لسنا الوحيدين، والايجارات المرتفعة أمر طبيعي ومبرر في ظل الظروف الاقتصادية السيئة والغلاء”.
نقيب مقاولي الأشغال العامة والبناء مارون الحلو دعا الاستغلاليين الى “يقظة ضمير”، والى “مراعاة الظروف الإنسانية والاقتصادية التي يمر بها النازحون عن بيوتهم، ومد يد المساعدة لهم بتأمين سكن لهم بأسعار عادلة ومقبولة من الطرفين”.
من جهتها، أصدرت مفوضية الإعلام في الحزب “التقدمي الاشتراكي” بيانا قالت فيه: “يجدد الحزب دعوته جميع المالكين والمعنيين إلى مراعاة المعدلات الطبيعية لأسعار إيجارات الشقق والمنازل، التي يستأجرها النازحون من أبناء الجنوب، والتعامل مع مقتضيات هذه المرحلة بمنتهى التضامن الوطني والاجتماعي والإنساني”.
فمع كل ما تقدّم ومع غياب الضابط الإنساني والأخلاقي لبعض أصحاب العقارات، تزداد معاناة النازحين، لكن الأزمة التي نواجهها بالتزامن مع عدم الاستقرار الأمني، لن تستمر طويلاً وكل سيعود إلى منزله، فحبذا لو نتعامل بحس إنساني ونتضامن مع بعضنا في هذه الظروف القاسية والمصيرية.

### Displaced People Caught Between War and Exploitation
Fleeing from relentless Israeli airstrikes targeting various southern towns, the Bekaa Valley, and the southern suburbs of Beirut, displaced individuals are burdened by fear and uncertainty as they seek safety. Many are forced to abandon their dreams and face an unknown future.
Some have relocated to overcrowded shelters that lack essential supplies, while others have sought refuge in a neighboring country that has been embroiled in conflict for the past fifteen years. Those with more resources are attempting to rent homes in relatively safer areas, but their situation is not significantly better.
The large-scale displacement has exacerbated the housing crisis; demand is skyrocketing while supply remains limited. This has led to a situation where some landlords are taking advantage of the vulnerable, renting out individual rooms at exorbitant prices. As a result, many families find themselves living with relatives, unable to afford the inflated rental rates amidst the challenging living, economic, and security conditions prevailing in Lebanon.
Seventy-year-old Abu Hisham describes some landlords as “opportunists exploiting these extraordinary circumstances,” trying to profit from the crisis. He argues that they charge outrageous prices under the pretext of rising living costs, even though the actual value of the rent is often less than half of what they demand.
On the other hand, Abu Samir comments, “Everyone is singing their own song; the high rents are natural and justified given the poor economic conditions.”
Maroun Halou, the president of the Public Works and Building Contractors Syndicate, has urged landlords to “have a conscience” and to consider the humanitarian and economic circumstances faced by those displaced from their homes, advocating for fair and reasonable rental prices.
In a statement, the Progressive Socialist Party's media office reiterated the need for property owners and stakeholders to adhere to reasonable rental rates for the displaced residents from southern Lebanon, emphasizing the importance of national, social, and humanitarian solidarity during this critical period.
Despite the escalating challenges and the apparent lack of ethical oversight from some property owners, the suffering of the displaced will not last indefinitely. It is hoped that everyone will eventually return home, and it is crucial to act with compassion and solidarity during these dire circumstances.
