“تجار الأزمات” يعرضون سلعاً غذائية منتهية الصلاحية

يتفنّن «تجّار الأزمات» في ابتداع الطرق لاستغلال حاجات الناس للسلع الأساسية والاستفادة منها بأي طريقة، على خلفية العدوان الإسرائيلي على البقاع والجنوب وموجات النزوح الواسعة التي تسبّب بها. فبعد الاحتكار ورفع أسعار الشقق والفرش والبطانيات والوسادات، سُجّلت حالات عرض مواد غذائية منتهية الصلاحية أو شارفت على الانتهاء في بعض محال السوبرماركت والمحال التجارية، لاستغلال حاجة المواطنين والنازحين إلى المواد الغذائية ذات الاستخدام الفوري مثل المعلبات والألبان والأجبان، في ظل تدهور الأوضاع الأمنية والتوجه نحو تخزينها خوفاً من انقطاعها.

نائب رئيس لجنة رؤساء البلديات رئيس بلدية الغبيري معن خليل أشار إلى أن «غالبية الحالات التي وردتنا وقعت في الدكاكين الصغيرة داخل القرى في الجبل، عن قصد وعن غير قصد. فبعض الدكاكين تكدّست السلع على رفوفها منذ مدة وانتهت صلاحيتها نظراً إلى قلة عدد سكان القرى في الأيام العادية، فوجد بعضها فرصة لتصريف هذه السلع فيما آخرون لا يعلمون فعلاً بانتهاء صلاحيتها».

وإلى ذلك، «هناك عمليات احتيال تقوم بها دكاكين تسلّمت من التجار بضائع منتهية الصلاحية وتعرضها بأسعار تشجيعية أو مع عروضات». هكذا، يكون للتاجر الموزّع وصاحب الدكان «حصة» من الربح وإيذاء الناس.

وإلى جانب ضرورة انتباه المستهلكين إلى تاريخ انتهاء الصلاحية قبل الشراء، حمّل خليل البلديات مسؤولية «تكثيف الرقابة على المحال والأسواق التجارية والتأكد من صلاحية المنتجات الغذائية وعدم التلاعب بتاريخ انتهاء الصلاحية».

كما لفت إلى ضرورة مكافحة الاحتكار ومراقبة أسعار السلع والمواد الغذائية، مشيراً إلى أنّ «بعض بلدات الجبل مثل عاليه وصوفر تُعدّ أماكن اصطياف واستقطاب للسيّاح، وعادة تكون الأسعار فيها مرتفعة عن غيرها من المناطق، لكن لا بد من لفت انتباههم إلى أن المشترين اليوم هم نازحون وليسوا سياحاً».

لكن، أليس هذا كله مسؤولية وزارة الاقتصاد بالدرجة الأولى؟ «نعم، لو لم تكن تعاني من نقص في عدد العناصر وضغوطات عدّة، لكنّ البلديات يمكنها التحرك من خلال إرسال عناصر الشرطة»، مقترحاً على البلديات التي تعاني نقصاً في عديدها «الاستعانة بمتطوعين من النازحين الخبراء في مجال سلامة الغذاء للكشف والرقابة على صلاحية المواد الغذائية، بالإضافة إلى التعاون والتنسيق مع جمعيات حماية المستهلك والجهات المعنية لضمان حماية المواطنين والنازحين من الاستغلال».

“Crisis Traders” Selling Expired Food Products

In the midst of ongoing crises, “crisis traders” are finding innovative ways to exploit the needs of people for essential goods, particularly in the wake of Israeli aggression in the Bekaa and southern Lebanon, which has caused widespread displacement. Following the hoarding and price hikes of apartments, mattresses, blankets, and pillows, instances have been reported of supermarkets and shops displaying expired or nearly expired food items. This alarming trend takes advantage of citizens and displaced individuals in urgent need of perishable items, such as canned goods, dairy products, and cheeses, especially as security conditions deteriorate and people stockpile supplies out of fear of shortages.

Mohammad Khalil, Deputy Chairman of the Municipalities Committee and Head of Ghobeiry Municipality, pointed out that “most cases reported to us occurred in small shops within villages in the mountains, whether intentionally or unintentionally. Some stores have had their stock sitting on shelves for an extended period, leading to expiration due to the low population of these villages. Some took the opportunity to sell these products, while others genuinely did not realize they had expired.”

Moreover, “there are fraudulent practices where shops receive expired goods from traders and offer them at enticing prices or discounts.” This situation allows both the distributor and the shop owner to profit at the expense of consumers.

In addition to urging consumers to check expiration dates before purchasing, Khalil emphasized the municipalities' responsibility to “intensify monitoring of shops and markets to ensure food product safety and prevent tampering with expiration dates.”

He also highlighted the need to combat monopolies and regulate the prices of goods, noting that “some towns in the mountains, such as Aley and Souf, are popular tourist destinations, often leading to higher prices than in other regions. However, it is essential to remind vendors that today's buyers are displaced persons, not tourists.”

But isn't this primarily the responsibility of the Ministry of Economy? “Yes, though it suffers from a shortage of personnel and various pressures, municipalities can still take action by deploying police officers,” he suggested, advising municipalities facing staff shortages to “recruit volunteers among displaced individuals with expertise in food safety to assist in monitoring the expiration of food products. Additionally, collaboration with consumer protection organizations and relevant authorities is crucial to safeguard citizens and displaced persons from exploitation.”
