وأوضحت أليكو أن الوضع أصبح مأساويًا بسبب النزوح الجماعي، حيث بلغ عدد النازحين 1 مليون، مع تسجيل 25,100 عائلة على منصة إدارة الأزمات بمقر مجلس الوزراء، أي ما يعادل 128,000 نازح يقطنون في 793 ملجأ جماعياً.
وفي سياق متصل، أكد وزير الاقتصاد اللبناني، أمين سلام، أن النزاع سينعكس سلبًا على نمو البلاد، حيث توقفت القوى العاملة في البقاع والجنوب بشكل كامل، وقد تقدر الخسائر بالمليارات على الناتج المحلي الإجمالي وفق دراسة أولية للوزارة.
كما حذر سلام من تأثير الأوضاع المتدهورة على سعر صرف الليرة اللبنانية، معرباً عن تقديره لجهود الدولة ومصرف لبنان في استقرار العملة حتى الآن.
أزمة لبنان معقدة
يعتبر النداء العاجل مكملاً لخطط الاستجابة في لبنان، حيث رصدت احتياجات تمويل تفوق 2.72 مليار دولار لدعم الحالات الإنسانية ومعالجة آثار الاعتداءات على المدى المتوسط. ومع ذلك، تواجه الاستجابة تحديات عديدة بسبب التمويل المحدود، حيث خصص الصندوق الإنساني 10 ملايين دولار، بينما استكمل صندوق الأمم المتحدة للاستجابة المركزية بقيمة 10 ملايين دولار أيضًا.

ورغم استمرار العمل في مرفأ بيروت واستئناف الاستيراد، أشار سلام إلى أن مخزون القمح في البلاد يكفي لشهرين، مضيفًا أن الشحنات الإضافية يمكن أن تضمن استمرارية المخزون لمدة ثلاثة أشهر إذا لم تتعرض المرافق الحيوية لأي اعتداء.
الوضع الإنساني كارثي
يعاني 90% من اللبنانيين في المناطق الحضرية، حيث سجل لبنان بين أكتوبر 2023 وسبتمبر 2024 أكثر من 10,200 هجوم بين إسرائيل وحزب الله والجماعات المسلحة الأخرى، مما أدى إلى وقوع إصابات جماعية.
ويستضيف لبنان نحو 1.5 مليون نازح سوري و23,026 لاجئاً فلسطينياً من سوريا و180,000 لاجئ فلسطيني داخل لبنان، مما يجعله من أعلى الدول في معدلات استضافة اللاجئين حسب مفوضية الأمم المتحدة لشؤون اللاجئين.

The urgent call for funding, prepared by the Disaster Risk Reduction and Management Committee in coordination with the United Nations Development Programme (UNDP), estimates that $425.7 million is needed to address basic needs until December 2024.

However, the response faces numerous challenges due to limited funding, as the Humanitarian Fund (LHF) has allocated approximately $10 million, with a similar amount from the Central Emergency Response Fund (CERF) for rapid response efforts.
In this context, Aleko emphasized that the primary priority is to build trust and place the Lebanese government in a leadership role, highlighting the importance of national coordination at the municipal and central levels to ensure the effectiveness and speed of data and information provision.
Aleko also noted that the response plan aims to achieve social stability by focusing on funding for small and medium enterprises (SMEs), arguing that they have been severely impacted locally. She believes that infusing cash and securing funding will enable them to produce essential local goods and facilitate their delivery to affected populations.
Despite ongoing operations at the Port of Beirut and the resumption of imports, Salam confirmed that wheat cargoes are still being unloaded, stating that the wheat stock in the country is sufficient for two months. He added that if Lebanon receives additional wheat shipments, the stock could last for three months, provided that Israel does not target vital facilities or impose a maritime blockade.
**Catastrophic Humanitarian Situation**
Ninety percent of Lebanese people live in urban areas, including densely populated suburbs. Between October 2023 and September 2024, Lebanon witnessed over 10,200 attacks involving Israel, Hezbollah, and other armed groups, resulting in mass casualties.
Lebanon hosts approximately 1.5 million Syrian displaced individuals, 23,026 Palestinian refugees from Syria, 180,000 Palestinian refugees in Lebanon, and over 11,200 refugees of other nationalities, making it the country with the highest per capita and per square kilometer refugee rate according to the United Nations High Commissioner for Refugees (UNHCR).
Essential infrastructure has been severely damaged, with around 4,000 residential buildings destroyed before September 20, while 20,000 others were reported damaged.
The ongoing economic and financial crises have led to a decline in Lebanon's GDP from $54.9 billion in 2018 to $17.94 billion in 2023, with rampant inflation, a decrease in purchasing power, and poverty rates soaring to 59%, according to the World Bank.
The report praised community solidarity efforts throughout the country, despite some exposed cases of tension and frustration, which the plan aims to mitigate through close coordination with local authorities and digital rights management contacts within the Ministry of Social Affairs and the Ministry of Interior and Municipalities, emphasizing that internal stability remains a priority for all.
