المطلوب قرار ملزم بفتح مراكز إيواء قبل حلول الشتاء
اتحاد جمعيات العائلات البيروتية، بقيادة هيئته الإدارية ورئيسه، قام بدور كبير في تقديم المساعدات للنازحين بهدوء دون تسليط الضوء. ورغم هذا، يظل النازحون في بيروت في ظروف صعبة، حيث يطالبون بفتح المساجد وبعض الأماكن العامة لاستضافتهم. الواقع أن المجتمع البيارتي قدّم كل ما يستطيع رغم التحديات الاقتصادية والاجتماعية. إلا أن هناك مناطق في بيروت ولبنان لم تبادر بجدية في استضافة النازحين، ما أدى إلى نقص في عدد مراكز الإيواء، إلى جانب التردد من الدولة في اتخاذ قرار بزيادة هذه المراكز لأسباب تتعلق بالحسابات السياسية والطائفية.
الشتاء على الأبواب، والسؤال الذي يطرح نفسه: ما مصير هؤلاء النازحين الذين يفترشون الشوارع؟ الخطر يكمن في تحولهم إلى ضحايا للعنف أو الانحراف نحو الجريمة نتيجة البرد والجوع. وإذا استمر هذا الوضع، فقد تواجه بيروت نزاعات اجتماعية قد تدوم لسنوات.
لا يمكننا التضحية بالاستقرار الاجتماعي والأمني في العاصمة من أجل قرارات متأخرة. من الضروري أن تتحرك الدولة وتفتح جميع الأماكن الصالحة للإيواء، مثل الـ Forum والمدينة الرياضية. كما يجب تأجيل بداية العام الدراسي حتى انتهاء الأوضاع العسكرية القائمة، لتتمكن المدارس من تقديم المساعدة في استقبال النازحين.
أتوجه هنا إلى رئيس الوزراء ووزير التربية ومحافظ بيروت ورئيس البلدية باتخاذ قرار عاجل بفتح مراكز إيواء جديدة، وكذلك التعاون مع النواب والأحزاب في المناطق التي لديها القدرة على تقديم المزيد من الدعم. نحن بحاجة إلى توزيع العبء على جميع المناطق، حتى نتمكن لاحقاً من تسهيل عودة النازحين إلى ديارهم بأمان.
أخاطب أيضاً النازحين قائلاً: صبركم مفتاح الفرج، والبيارتة معكم قلباً وقالباً. ولكن عليكم توجيه نوابكم ومسؤوليكم للضغط على الحكومة لفتح المزيد من مراكز الإيواء قبل حلول الشتاء. ولا ينبغي أن يبدأ العام الدراسي قبل تأمين مأوى للجميع.
وأخيراً، أقول للبيارتة: أنتم تقومون بدور عظيم، لكن الحل يكمن في فتح مراكز إيواء جديدة. هذه مسؤولية نوابكم ووزرائكم، فعليهم التواصل مع الجميع لضمان عدم حدوث أي نزاعات مستقبلية والحفاظ على النظام العام في بيروت.

A Binding Decision is Needed to Open Shelters Before Winter
The Union of Beiruti Families Associations, led by its administrative body and president, has silently provided substantial assistance to the displaced. Despite this, many displaced people are still struggling, demanding the opening of mosques and other public spaces to accommodate them. Beirutis have done everything within their power, despite the economic hardships. However, some areas in Beirut and Lebanon have not seriously welcomed the displaced, resulting in a shortage of shelters. Additionally, the government has hesitated to increase shelter capacity due to political and sectarian considerations.
With winter fast approaching, the pressing question is: what will happen to those displaced who are living on the streets? The danger is that they might turn to crime or violence out of desperation from the cold and hunger. If this situation continues, Beirut could face social conflicts that may last for years.
We cannot allow the deterioration of social and security stability in the capital due to delayed decisions. The government must take swift action to open all suitable shelter spaces, such as the Forum and the Sports City. Additionally, the academic year should be postponed until the military conflict ends so that schools can assist in accommodating the displaced.
I appeal to the Prime Minister, the Minister of Education, the Governor of Beirut, and the Mayor to take an urgent decision to open new shelters. Cooperation from MPs and political parties, particularly in areas capable of offering more support, is essential. We need to share the burden across all regions to later facilitate the safe return of the displaced to their homes.
I also address the displaced: Be patient, and know that Beirutis stand with you in word and deed. But you must also pressure your representatives and officials to push for the opening of more shelters before winter arrives. The school year should not start until every displaced person has a roof over their head.
Lastly, I urge the people of Beirut: You are doing a great job, but the solution lies in opening new shelters. This is the responsibility of your MPs and ministers, who must engage everyone to prevent future conflicts and maintain public order in Beirut.
