اجتماع وزاري في السراي للبحث في خطة لبنان للاستجابة للأزمة
ترأس رئيس حكومة تصريف الأعمال نجيب ميقاتي اجتماعًا ضم الوزراء المعنيين بخطة لبنان للاستجابة للأزمة الراهنة، بحضور ممثلين عن الأمم المتحدة والدول المانحة، في السراي الحكومي.
شارك في الاجتماع نائب رئيس الحكومة سعادة الشامي، ووزراء: التربية والتعليم العالي القاضي عباس الحلبي، والمال يوسف الخليل، والصحة فراس الأبيض، والشؤون الاجتماعية هكتور حجار، والطاقة وليد فياض، والعمل مصطفى بيرم، والزراعة عباس الحاج حسن، والبيئة ناصر ياسين، بالإضافة إلى سفراء عدد من الدول وممثلين عن المنظمات الإنسانية والدولية.
في بداية الاجتماع، أكد رئيس الحكومة أن لبنان يتعرض لعدوان مستمر، مما يشكل انتهاكًا واضحًا للقانون الإنساني الدولي. حيث استشهد نحو 2400 شخص، وأصيب أكثر من 10 آلاف آخرين، ونزح حوالي مليون شخص من جراء الحرب المدمرة التي تشنها إسرائيل، مع استمرار ارتفاع الخسائر.
وأضاف: “في هذا الظرف العصيب، يجب علينا المضي قدمًا في تنفيذ خطة الاستجابة اللبنانية لتعزيز الخدمات العامة وضمان دعم المؤسسات اللبنانية بشكل كافٍ، إلى جانب تقديم المساعدة الإنسانية الفورية.” وأشار إلى أن لبنان يعيش واحدة من أخطر الأزمات، مع أعلى معدل للنازحين عالميًا، مما يجعله غير قادر على تلبية الحاجات الأساسية لجميع السكان المعرضين للخطر بمفرده. لذا، فإن المساعدة المقدمة من المجتمع الدولي، كما تم تقديرها في خطة الاستجابة، تعد أولوية قصوى.
ممثّل الأمم المتحدة
ثم تحدث الممثل المقيم للأمم المتحدة ومنسق الشؤون الإنسانية في لبنان عمران ريزا، مؤكدًا على أهمية التعاون في هذه الأوقات غير المستقرة. وأوضح: “يجب أن نعمل معًا لضمان تحقيق أهدافنا، وتحديد الأولويات، وضمان الشفافية والمساءلة. الهدف من اجتماع اليوم هو الإشارة إلى موافقتنا على تنفيذ خطة الاستجابة للبنان، والعمل معًا كفريق توجيهي لضمان الإشراف الاستراتيجي على الخطة.”
وأشار إلى أن مسودة الشروط المرجعية للجنة التوجيهية لخطة الاستجابة في لبنان مُقدمة للموافقة، وأنه يتعين مراجعة الخطة في الشهر المقبل لتعديل الاستراتيجيات والأهداف والميزانيات المرتبطة بها، استجابةً للتغيرات السريعة في الوضع.

وفي ذات السياق، تحدث وزير الشؤون الاجتماعية هكتور حجار، مشيرًا إلى أن الحكومة اللبنانية تلعب دورًا رئيسيًا من خلال وزارة الشؤون الاجتماعية في تنسيق وتقديم المساعدات للفئات الأكثر هشاشة. وأكد أن مقاربة الحكومة تستند إلى معايير وطنية واستراتيجية تحافظ على وحدة لبنان وسلامة أراضيه، في ظل العدوان الإسرائيلي الذي يستهدف الأحياء السكنية وقتل المدنيين.

Ministerial Meeting at the Serail to Discuss Lebanon's Crisis Response Plan
Lebanon's caretaker Prime Minister Najib Mikati chaired a meeting with the ministers involved in the country's crisis response plan, alongside representatives from the United Nations and donor countries, at the governmental Serail.
The meeting included Deputy Prime Minister Saadeh Al-Shami and ministers of: Education and Higher Education Judge Abbas Halabi, Finance Youssef Khalil, Health Firas Al-Abyad, Social Affairs Hector Hajjar, Energy Walid Fayad, Labor Mustafa Bayram, Agriculture Abbas Al-Haj Hassan, and Environment Nasser Yassine, as well as ambassadors from various countries and representatives from international and humanitarian organizations.
At the outset of the meeting, the Prime Minister emphasized that Lebanon is facing ongoing aggression, which constitutes a clear violation of international humanitarian law. So far, approximately 2,400 people have been killed, over 10,000 injured, and nearly one million displaced due to the devastating war launched by Israel, with losses continuing to rise.
He added, “In this critical moment, it is essential to advance the implementation of the Lebanese response plan to enhance public services and ensure sufficient support for Lebanese institutions, alongside providing immediate humanitarian assistance.” He noted that Lebanon is experiencing one of the most severe crises, now having the highest rate of displaced persons globally, making it unable to meet the basic needs of all vulnerable populations on its territory alone. Therefore, assistance from the international community, as reflected in the response plan, is of utmost importance and a priority.
UN Representative
Following that, the UN Resident Coordinator and Humanitarian Coordinator in Lebanon, Imran Riza, spoke, emphasizing the importance of working together in these unstable times. He stated, “There is nothing more important than collaborating to ensure we continue to meet our objectives, prioritize, and ensure transparency and accountability within the response. The desired outcome of today’s meeting is to indicate our joint agreement on implementing the response plan for Lebanon and to agree to work together as a steering committee to ensure strategic oversight of the joint plan.”
He mentioned that a draft of the terms of reference for the steering committee for Lebanon’s response plan is presented for approval, and a complete review of the plan will need to begin next month to adjust all strategies, objectives, priorities, and related budgets, in light of the rapidly changing situation.
Minister of Social Affairs
In this context, Minister of Social Affairs Hector Hajjar highlighted that the Lebanese government, through the Ministry of Social Affairs, plays a major role in leading the coordination and delivering life-saving assistance to the most vulnerable communities while supporting development projects for the host Lebanese community in collaboration with donors, UN agencies, and international NGOs present in Lebanon.
He pointed out that the government’s approach is based on national and strategic criteria to preserve Lebanon's unity and territorial integrity in the face of Israeli aggression, which indiscriminately targets densely populated areas and kills civilians, disregarding international humanitarian law.
