تسعى منظمة PU-AMI إلى دعم النظام الوطني لمراكز الرعاية الصحية الأولية، بدلاً من إنشاء أنظمة موازية. تستهدف المنظمة تحسين الوصول إلى خدمات الصحة النفسية والدعم النفسي الاجتماعي (MHPSS) للاجئين والفئات الضعيفة في لبنان.

المسؤوليات والمهام:

سيتولى الاختصاصي في العمل الاجتماعي (SW) العديد من المهام، بما في ذلك:

  1. التقييم وتحديد الفئات المستضعفة:

    • زيادة التعرف على الأشخاص ذوي الاحتياجات الخاصة وإحالتهم للخدمات.
    • تنفيذ تقييمات تركز على MHPSS.
  2. التدخلات (الدعم النفسي الاجتماعي):

### Background and General Objective

PU-AMI focuses on assisting Lebanon's National System's Primary Health Care Centers (PHCCs) in managing the rising number of patients due to the ongoing Lebanon Crisis. Through a consortium that includes PUI, several PHCCs severely affected by the crisis are supported to enhance healthcare access, including Mental Health and Psychosocial Support (MHPSS) services for refugees and vulnerable populations. Specialized and non-specialized MHPSS services will be provided to clients identified by PHCC staff and community health teams (CHTs) to strengthen PHCC capacity and deliver comprehensive care. The Social Worker (SW) will undertake various tasks linked to promoting awareness of and improving access to MHPSS services through a community-based approach under the direct supervision of PUI's MHPSS Team Manager and technical supervision of PUI's MHPSS Specialist and Technical Advisor. The SW will conduct MHPSS-focused assessments and actively participate in the care pathways for individuals with various MHPSS complaints in close collaboration with PHCC staff (including general practitioners and nurses) and the PUI-AMI MHPSS Team (including a psychologist and psychiatrist).

### Responsibilities and Tasks

**Role and Responsibilities:**

The SW will facilitate the integration of MHPSS into PHC services in collaboration with PUI's psychologist, psychiatrist, and PHCC staff trained in mh-GAP, ensuring that mild, moderate, and severe MHPSS complaints are identified and managed using suitable mh-GAP protocols. Additionally, the SW will play a key role in creating care pathways for individual cases with mild, moderate, or severe mental, neurological, and substance use disorders referred through PHCC staff and CHTs.

1. **Assessment and Identification of Persons with Specific Needs (PwSNs)**
– Enhance identification of PwMNs (including people with disabilities, those with MHPSS conditions, and survivors of SGBV) and facilitate their referral and service use.
– Implement MHPSS-focused assessments and screenings to identify PwMNS conditions and MHPSS complaints at individual and community levels.
– Train Community Health Volunteers (CHVs) and coordinate outreach activities with PUI’s Psychologist and CHT activities.
– Identify PwMNs (especially vulnerable groups facing MHPSS risks) and conduct referrals based on identified needs with consent.
– Engage with individuals, assessing symptoms and behavior using the adapted community version of mh-GAP in coordination with PHCC staff.

2. **Interventions (Psychosocial Support)**
– Provide Psychological First Aid (PFA) during acute traumatic events or for cases needing urgent attention at PHCCs.
– Conduct brief psychoeducation sessions focusing on self-care strategies for depression and share information about identified MNS conditions with individuals and caregivers, supported by the psychologist.
– Deliver other low-resource psychosocial interventions to enhance stress reduction skills and social support at individual and group levels.

3. **Referrals (Internal and External)**
– Refer cases to internal and external services based on MNS condition severity and other needs, ensuring follow-up on service provision.
– Assess risk for self-harm or suicide and refer accordingly.
– Maintain files for each family receiving MHPSS services, documenting their situation, intervention plans, follow-ups, and updates.

4. **Community-Based MHPSS**
– Promote resilience and empowerment among targeted community members by encouraging active participation in all intervention stages.
– Familiarize yourself with services available in the intervention area from INGOs and local organizations, contributing to service mapping with referrals officers and case workers.
– Provide information about available services for refugees, migrants, and vulnerable host communities.
– Propose and support community-based initiatives, collaborating with community volunteers and partners to raise awareness about MHPSS topics.
– Assist in developing culturally appropriate risk communication and community engagement materials.

5. **Deployment to Emergency Response**
– In case of emergencies (related to climate events, COVID-19 pandemic, or other communicable diseases), be ready to deploy with PUI Emergency Teams to provide timely support to affected households and individuals and refer them to relevant services.

6. **Reporting**
– Submit weekly and monthly activity reports to the line manager.
– Report trends related to MHPSS and recommend adaptation measures.

### Qualifications

**Mandatory Requirements:**
– **Language Skills:**
– Fluent in Arabic AND
– Good command of English (speaking, reading, writing) to follow trainings and meetings and understand international guidelines.

– **Education Degree:**
– A Bachelor's degree in social work (especially from the Medical and Social Work department) or a Bachelor's degree in psychology.

– **Work Experience:**
– 2 years of similar experience in social work or MHPSS sectors.

– **Computer Skills:**
– Proficient in Word and Excel.

– **Other Skills:**
– Strong knowledge of humanitarian principles and PSEA.
– Excellent communication skills, including active listening.
– Good analytical and teamwork abilities.
– Strong organizational skills and respect for professional confidentiality.
– Patience, neutrality, and cultural sensitivity.
– Adherence to ethical considerations regarding work with vulnerable populations.

**Desirable (Non-Mandatory Requirements):**
– **Education Degree:**
– A Master's degree in social work, particularly from the Medical and Social Work department.

– **Work Experience:**
– 2 years of experience in NGOs operating in Health and MHPSS sectors.

– **Capacity Building:**
– Interest in enhancing knowledge in areas such as family-centered care plans, mental health in emergencies, community-based approaches, and human rights in mental health.
