تأسست منظمة Action Against Hunger (الحركة ضد الجوع) كمنظمة غير حكومية دولية، خاصة، غير سياسية، غير دينية وغير ربحية في عام 1979. هدفها هو مكافحة الجوع والمواقف الخطيرة التي تهدد الرجال والنساء والأطفال. حاليا، يعمل في Action Against Hunger حوالي 500 موظف أجنبي وأكثر من 5000 موظف محلي في أكثر من 46 دولة، حيث تركز المشاريع على أربعة مجالات رئيسية: التغذية، الصحة، الأمن الغذائي، والمياه والصرف الصحي.

مسؤوليات الوظيفة:
المسؤول عن الأنشطة اللوجستية في القاعدة (التوريد، الأسطول، تكنولوجيا المعلومات) والمساهمة بنشاط في إدارة الأمن (التحليل والتنفيذ التشغيلي) حسب الحاجة.
الهدف 1: تنفيذ وضمان أداء سلسلة التوريد (40%)
- ضمان الامتثال لإجراءات ACF في كل مرحلة من مراحل سلسلة التوريد.
- الأداء فيما يتعلق بالتكاليف والجودة والوقت في سلسلة التوريد (الشراء، النقل، المخزون) في منطقته.
- تقديم النصائح والمعلومات والتنبيهات بشأن معالجة الطلبات.
- معرفة شاملة بالسوق في منطقته.
- تقديم تقارير دقيقة وفي الوقت المناسب حول نشاطه.
- ضمان أرشفة صحيحة داخل قسم اللوجستيات وفقًا لسياسات وإجراءات AAH.
- الدعم في إعداد عمليات التدقيق.
الهدف 2: إدارة المعدات وتكنولوجيا المعلومات وصيانة المباني (10%)
- ضمان التشغيل السليم والصيانة الصغيرة للمباني والمعدات في القاعدة.
- ضمان حالة مثالية وصيانة وإصلاح المعدات (مثل الحواسيب، الطابعات، آلة النسخ).
- دعم مدير اللوجستيات في تصنيف جميع المعدات وتحديث قائمة المعدات حسب الحاجة.
الهدف 3: إدارة أسطول المركبات (35%)
- الإشراف على جميع أنشطة الأسطول والسائقين تحت مسؤوليته.
- تنظيم التخطيط اليومي والأسبوعي للحركة.
- مراقبة تكاليف المركبات الشهرية من خلال فحص سجلات القيادة وتقييم المركبات.
الهدف 4: إدارة السائقين في القاعدة (15%)
- إدارة الفريق يوميًا (التوجيه، المتابعة، التحفيز).
- تقييم الأداء وتطوير مهارات أعضاء الفريق.
الهدف 5: الأمن
- احترام القواعد الأمنية المحددة في خطة الأمن الخاصة بالمهمة والقاعدة.
الهدف 6: دعم الأنشطة الإنسانية لـ Action Against Hunger
- دعم التدخلات الطارئة للمنظمة وفقًا لقدرات الموظف.
الهدف 7: المساواة بين الجنسين وحماية حقوق الإنسان
- تعزيز بيئات آمنة وعادلة من خلال المعرفة وتطبيق البروتوكولات ضد التحرش.
المؤهلات:
- خبرة لا تقل عن سنتين في إدارة الأسطول، إدارة سلسلة التوريد، أو المعرفة الأساسية بالميكانيكا.

About Action Against Hunger:
Action Against Hunger is an international, non-governmental, private, apolitical, non-religious, and non-profit organization established in 1979. Its mission is to combat hunger and address critical situations threatening individuals, particularly women and children. Our interventions are concentrated in the Bekaa Valley, northern regions, and southern Lebanon, emphasizing partnerships with other organizations and strengthening institutional relationships with donors and local authorities.
Job Summary:
The Logistics Officer will be primarily responsible for managing logistics activities at the base, including procurement, fleet management, and IT support, while also contributing to security management and operational implementation as needed.
Objectives and Responsibilities:
Objective 1: Supply Chain Implementation and Performance (40%)
- Ensure adherence to Action Against Hunger (ACF) procedures throughout the supply chain.
- Manage supply chain performance, focusing on costs, quality, and timeliness across purchasing, transportation, and inventory management.
- Provide advice, information, and alerts regarding requests to stakeholders.
- Maintain comprehensive market knowledge within the operational area.
- Deliver timely and high-quality reporting for logistics activities.
- Ensure proper archiving within the logistics department following AAH policies and procedures.
- Assist in preparing for audits.
Key Tasks:
- Support the Logistics Manager in procurement processes, including request for quotations, bid analysis, supplier visits, and price monitoring.
- Assist in supplier assessment and evaluation.
- Organize and archive procurement documentation according to internal procedures.
- Aid the Logistics Manager in gathering necessary data for procurement plans and project proposals.
- Ensure timely follow-up of procurement orders.
- Uphold accountability, transparency, and due diligence as per Action Against Hunger's Principles and Code of Conduct.
- Scan and upload all Procurement Documents (PDs) to the LINK platform.
Objective 2: Equipment and IT Management & Premises Maintenance (10%)
- Ensure proper maintenance and functioning of base buildings and equipment.
Key Tasks:
- Maintain and repair equipment (computers, printers, photocopiers, etc.).
- Assist the Logistics Manager in labeling equipment and updating equipment lists.
- Ensure equipment suitability for users' requirements.
- Keep track of base equipment.
- Supervise equipment allocation and usage.
- Ensure installation and maintenance of equipment as needed.
- Verify that antivirus software is up to date.
- Manage archiving of equipment documentation.
Objective 3: Vehicle Fleet Management (35%)
- Supervise all fleet activities and driver management.
Key Tasks:
- Organize daily and weekly movement planning.
- Oversee driver performance and report issues to the Logistics Manager.
- Control vehicle monthly costs through regular checks and audits.
- Monitor maintenance planning for the base fleet.
- Manage the transportation of goods.
- Archive fleet documentation.
- Report security incidents to the Logistics Manager and/or Head of Base.
- Prepare reports and analyses for vehicle usage.
Objective 4: Driver Management (15%)
- Conduct day-to-day management of the driving team, including performance evaluation and skill development.
Key Tasks:
- Identify human resource needs and produce an organizational chart for the team.
- Participate in the recruitment process for team members.
- Organize and lead team meetings.
- Develop and monitor individual action plans.
- Manage planning operations, task sharing, and work coordination.
- Conduct evaluation interviews for team members.
- Provide technical support and training to the team.
- Identify training needs and facilitate training sessions.
- Address team-related challenges.
Objective 5: Security Management
- Comply with security rules outlined in the mission and base security plan. Ensure that team members adhere to these protocols.
Key Tasks:
- Communicate any security-related information or non-compliance to security managers.
Objective 6: Support Humanitarian Activities
- Assist in emergency interventions and support activities that align with humanitarian goals.
Objective 7: Gender and Safeguarding (Cross-Cutting)
- Promote safe and equitable environments by applying the protocol against harassment and gender policy.
- Ensure knowledge and compliance with safeguarding policies.
- Advocate for gender equality within humanitarian and development work.
Qualifications:
- Experience in fleet management, supply chain management, basic mechanical engineering, and IT.
- Minimum of 2 years working on projects with humanitarian organizations, private sector, or international donors.
- High ethical standards, ability to work under pressure, flexibility with unexpected events, and a methodical approach.
