Organizational Setting and Reporting Structure

The Human Resources Officer position is part of the HR Operations Section within the Headquarters Client Service (HQCSS) of the Division of Administration, Department of Operational Support. Since January 1, 2019, HR Operations has been facilitating the onboarding of new staff and managing the separation processes for outgoing personnel, alongside the administration of staff entitlements and benefits. This role reports directly to the Chief of HR Operations.

Key Responsibilities

The Human Resources Officer is entrusted with a variety of tasks, including:

– **General Duties:**
– Offer advice and support to managers and staff on HR-related matters.
– Prepare special reports and lead or participate in specific HR projects.
– Stay updated on developments in various HR areas.
– Oversee a team of HR Partners to provide transactional support utilizing the Umoja ERP tool.

– **Recruitment and Placement:**
– Review requests and coordinate the onboarding process for new hires.
– Determine staff entitlements upon initial appointment and approve offer levels and steps.
– Review and authorize job offers and appointment letters for successful candidates.
– Supervise recruitment activities and recommend procedural changes to client offices.
– Monitor the work of Human Resources Assistants in executing HR administrative transactions.

– **Administration of Entitlements:**
– Review and approve staff requests for benefits and entitlements.
– Provide guidance on the interpretation and application of policies, regulations, and rules.
– Administer salary and related benefits, including travel and social security entitlements.
– Assess policies and recommend necessary changes.

– **Staff Development and Career Support:**
– Conduct orientation programs for new staff.
– Offer performance management advice and assist in the use of the ePerformance system.
– Identify training needs and design programs for HR Partners.

– **Other Duties:**
– Address cases involving child support obligations of staff.
– Support audits and respond to inquiries.
– Coordinate entitlement monitoring exercises in line with the work plan.
– Counsel staff on rights, responsibilities, and workplace challenges.
– Collect and analyze statistics for reports on staff entitlements and benefits administration.
– Assist in the development of policy and position papers related to HR issues.

Competencies Required

– **Professionalism:** Strong knowledge of HR principles, especially UN Staff Regulations and Rules, and experience in recruitment, onboarding, and entitlement administration.
– **Client Orientation:** Ability to identify client needs, establish productive partnerships, and deliver timely solutions.
– **Technological Awareness:** Proficiency in current technologies and willingness to learn and apply new tools effectively.

Educational Qualifications

An advanced university degree (Master's or equivalent) in public or business administration, human resources management, or a related field is required. A first-level university degree with relevant experience may also be accepted.

Work Experience

Candidates must have a minimum of five years of progressively responsible experience in HR management or a related field. Experience with ERP systems, such as Umoja (SAP), and supervisory experience is required. Familiarity with data analytics is desirable, and experience within UN system organizations is a plus.

Language Requirements

Fluency in English, both written and spoken, is mandatory. Knowledge of a second official UN language is desirable.
