الوصف الوظيفي:

مهمة الوظيفة: تحت إشراف قائد برنامج تقوية الأسرة، يتولى الاختصاصي الاجتماعي دعم تطوير البرامج في مجال تقوية الأسرة، وفقاً لرؤية ومهمة وقيم المنظمة، إضافة إلى الاستراتيجيات والسياسات المعتمدة والقوانين الوطنية. المسؤولية الأساسية هي دعم الأطفال المعرضين لفقدان رعاية أسرهم البيولوجية من خلال العمل المباشر مع الأطفال وأولياء الأمور والمجتمع بناءً على ممارسات العمل الاجتماعي المهنية والأخلاقية لتحقيق التنمية المستدامة للأسر واندماجهم في المجتمع. كما يتولى ضمان إتمام إجراءات إدارة الحالات في الوقت المحدد وفقاً لنهج فردي ومشاركة نشطة للأطفال وأولياء الأمور.

المهام الرئيسية والمسؤوليات:

تطوير البرامج:

• دعم قائد برنامج تقوية الأسرة في تطوير الخدمات ضمن إطار برنامج تقوية الأسرة.
• دعم تحديد حالات الأطفال المعرضين لخطر فقدان الرعاية من أسرهم من خلال مختلف المصادر (الإحالة، الوصول المباشر، الإحالة الذاتية، إلخ).
• إجراء تقييم شامل للأطفال والأسر بالتعاون الوثيق مع الفريق المتعدد التخصصات باستخدام تقنيات وأساليب العمل الاجتماعي المختلفة لتحديد احتياجات الأسرة وقوتها وتحديد الخدمات المطلوبة.
• إعداد خطط تطوير أسرية بمشاركة قوية من أولياء الأمور، الأطفال، وفريق العمل المتعدد التخصصات.
• تنسيق وتقديم الخدمات للأطفال والأسر بالشراكة مع مقدمي خدمات آخرين وفقاً لخطة تطوير الأسرة.
• الحفاظ على تواصل منتظم مع الأطفال والأسر خلال تنفيذ خطة تطوير الأسرة عبر المكالمات الهاتفية، الزيارات المنزلية، والاجتماعات.

المراقبة والتقييم:

• إعادة تقييم احتياجات الأطفال والأسر بشكل دوري ومتابعة تقدمهم في تحقيق الأهداف المحددة في خطة تطوير الأسرة واتخاذ قرارات بشأن إغلاق الحالة بالتعاون مع أفراد الأسرة والفريق المتعدد التخصصات.
• إدخال البيانات بانتظام في قاعدة بيانات البرنامج، وضمان جودة البيانات واستخدام التقارير لتتبع تقدم الأطفال والأسر.
• عند الطلب، توفير تقارير للسلطات المختصة بشأن تقدم الحالات.

تنمية الموارد البشرية:

• المشاركة المنتظمة في جلسات التدريب الفردية أو الجماعية.
• الحفاظ على التطور المهني والشخصي لمواكبة متطلبات الوظيفة المتغيرة.

بناء الشراكات والدعوة:

• الحفاظ على تواصل منتظم مع مقدمي الخدمات لضمان تقديم الخدمات وفقاً للأهداف والأنشطة المتفق عليها في خطة تطوير الأسرة.
• الدفاع عن حقوق الطفل وأسرته لضمان الوصول إلى الخدمات الاجتماعية أو الحصول على الخدمات المطلوبة.
• المشاركة في الأنشطة المجتمعية وتنظيم/المشاركة في حملات التوعية، وأحداث تعبئة المجتمع، وبناء قدرات شركاء المجتمع.

إدارة المعرفة:

• دعم قائد البرنامج في توثيق قصص النجاح وأفضل الممارسات.
• متابعة أحدث التطورات في مجال العمل الاجتماعي وكذلك التغييرات في التشريعات والسياسات الوطنية المتعلقة بالأطفال.

حماية الطفل:

• رفع الوعي بمبادئ سياسة حماية الطفل للمنظمة لمنع وحماية الأطفال والشباب من جميع أشكال الإساءة والإهمال والاستغلال والعنف.
• تنظيم ورش عمل وأنشطة بناء قدرات للأطفال والشباب لتوضيح مخاطر الحماية وآليات الوقاية.
• مسؤولية الإبلاغ عن أي شكوك أو قلق يتعلق بحماية الطفل على الفور وفقاً لإجراءات التقارير الخاصة بحماية الطفل.

Job Description:

Position Mission:
Under the leadership of the Family Strengthening Program Leader, the Social Worker supports program development in family strengthening in alignment with the organization's vision, mission, values, strategies, policies, and national legislation. The Social Worker is responsible for supporting children at risk of losing the care of their biological families through direct work with children, caregivers, and the community. This work follows professional social work practices and ethics to ensure sustainable family development and community integration. The role includes managing case management procedures at all stages, based on an individualized approach and active participation from children and caregivers.

Key Performance Areas and Responsibilities:

Program Development:

• Support the Family Strengthening Program (FSP) Leader in developing services under the Family Strengthening Program.
• Identify cases of children at risk of losing family care through various resources (referrals, outreach, self-referral, etc.).
• Conduct comprehensive assessments of children and families in close cooperation with the multidisciplinary team using different social work techniques to identify family needs and strengths and define required services.
• Prepare Family Development Plans with active participation from caregivers, children, and the multidisciplinary team.
• Coordinate and deliver services to children and families in partnership with other service providers in line with the Family Development Plan.
• Maintain regular contact with children and families throughout the implementation of the development plan, including phone calls, home visits, and meetings.

Monitoring and Evaluation:

• Periodically reassess child/family needs and progress towards the objectives defined in the Family Development Plan, making decisions about case closure in collaboration with family members and the multidisciplinary team.
• Regularly enter data into the FSP Database, ensure data quality, and use stored reports and data to track individual progress.
• Provide information to child protection authorities regarding case progress when required.
• Support the FSP Leader in evaluation processes (self or external evaluations) of the FSP.
• Collect data on various indicators as defined in the M&E plan and report to the FSP Leader.

Human Resource Development:

• Participate in regular individual or group external supervision and training sessions.
• Maintain personal and professional development to meet the changing demands of the job.

Partnership Building and Advocacy:

• Keep regular contact with service providers to ensure services are delivered in accordance with the objectives of the Family Development Plan.
• Advocate for children and families to ensure access to social services and entitlements.
• Participate in community development activities such as awareness-raising, community mobilization, and capacity-building events.

Knowledge Management:

• Assist the FSP Leader in documenting best practices and success stories.
• Keep track of developments in social work and updates in national legislation, policies, and practices related to children in the target group.

Child Safeguarding:

• Promote awareness of SOS Child Protection policies and ensure the prevention and protection of children from all forms of abuse, neglect, exploitation, violence, and discrimination.
• Organize activities to educate children and young people on the risks and mechanisms for child protection.
• Responsible for reporting any suspicion, concern, or allegation of child safeguarding incidents, following reporting procedures.
