الوصف الوظيفي:

تبحث منظمة Nusaned عن مدير/ة للأمور المالية لإدارة الشؤون المالية للمنظمة وضمان الامتثال الكامل للوائح القانونية والداعمة من المانحين. ستشمل المسؤوليات الرئيسية للوظيفة تطوير وتحديث السياسات المالية، إدارة الميزانيات، والإشراف على العمليات المحاسبية والتقارير المالية. سيعمل المدير المالي بشكل وثيق مع الفرق الداخلية والمستفيدين لضمان الاستخدام الفعّال للموارد وتحقيق الأهداف المالية للمنظمة.

المسؤوليات الرئيسية:

• إدارة السياسات المالية:
  تطوير وتحديث وتنفيذ السياسات والإجراءات المالية لضمان الامتثال للمعايير التنظيمية ولوائح المانحين.

• إعداد ومراقبة الميزانيات:
  إدارة عمليات إعداد الميزانيات، بما في ذلك التحضير والمتابعة والإبلاغ عن الميزانيات للمانحين.

• التحليل المالي والتخطيط الاستراتيجي:
  إجراء التحليل المالي والتنبؤات وتقييم المخاطر لدعم اتخاذ القرارات الاستراتيجية وضمان الاستدامة المالية للمنظمة.

• إدارة الحسابات:
  الإشراف على الوظائف المحاسبية مثل الحسابات المستحقة الدفع/التحصيل، الرواتب، والتسويات لضمان دقة السجلات المالية.

• التنسيق مع المديرين:
  التنسيق المنتظم مع مديري المشاريع لتتبع نفقات المشاريع، واستخدام التمويل، وضمان الامتثال للمنح وعدم تجاوز الميزانية.

• إعداد التقارير المالية:
  إعداد التقارير المالية والبيانات والعروض التقديمية للإدارة الداخلية وأصحاب المصلحة الخارجيين مثل المانحين، الشركاء، وأعضاء مجلس الإدارة.

• الرقابة المالية:
  إجراء فحوصات فورية على تدفق الأموال، الحسابات المصرفية، تمويل المانحين، والأصول الثابتة، والتوصية بإجراءات لتحسين الكفاءة.

• إدارة الضرائب والمراجعة:
  ضمان تقديم التقارير الضريبية في الوقت المحدد، وتنفيذ عمليات المراجعة المالية وفقًا للقوانين والسياسات التنظيمية.

• إدارة الرواتب:
  إعداد رواتب الموظفين والبدلات التطوعية والعمل مع المدققين والمشغلين لضمان دقة التوثيق.

• التوجيه والدعم:
  توفير التوجيه والدعم لأعضاء فريق المحاسبة والمحاسبين لتعزيز ثقافة الامتثال والنزاهة.

• إدارة العلاقات مع المؤسسات المالية:
  التعامل المباشر مع البنوك ومقدمي الخدمات المالية بشأن عمليات الحسابات وتنفيذ المعاملات.

المؤهلات والخبرة المطلوبة:

• التعليم:
  بكالوريوس في المالية أو المحاسبة أو أي مجال ذي صلة (درجة الماجستير أو الشهادات المهنية مثل CPA أو CFA تعتبر ميزة إضافية).

• الخبرة:
  خبرة لا تقل عن سنتين في إدارة الشؤون المالية، ويفضل أن تكون في منظمة غير حكومية أو منظمة دولية غير حكومية (INGO).

• المهارات:
  معرفة قوية بالمبادئ المالية، إعداد الميزانيات، معايير المحاسبة، وقوانين المانحين مثل USAID و EU.

• البرمجيات:
  إجادة استخدام برامج المالية مثل ERP (يفضل Microsoft Dynamics) و Microsoft Office Suite مع مهارات متقدمة في Excel للتحليل المالي.

• القدرات الشخصية:
  مهارات تحليلية وحل المشكلات الممتازة، الانتباه للتفاصيل والقدرة على العمل ضمن فريق متعدد الثقافات.

• اللغات:
  إجادة اللغتين العربية والإنجليزية (شفهيًا وكتابيًا)، وإجادة اللغة الفرنسية تعتبر ميزة.

Job Description:

Nusaned is seeking a Finance Manager to manage the financial operations of the organization and ensure compliance with legal standards and donor regulations. The role involves developing and updating financial policies, managing budgets, overseeing accounting functions, and ensuring proper financial reporting. The Finance Manager will work closely with internal teams and external stakeholders to ensure effective resource utilization and to meet the financial objectives of the organization.

Key Responsibilities:

• Financial Policies Management:
  Develop, update, and implement financial policies, procedures, and controls to ensure compliance with regulatory standards and donor guidelines.

• Budgeting and Monitoring:
  Manage the budgeting process, including preparation, monitoring, and reporting on budgets to donors.

• Financial Analysis and Strategic Planning:
  Conduct financial analysis, forecasting, and risk assessments to support strategic decision-making and financial sustainability.

• Accounting Functions:
  Oversee accounting functions such as accounts payable/receivable, payroll, and reconciliations to maintain accurate financial records.

• Coordination with Project Managers:
  Regularly coordinate with project managers to track project expenses, funding utilization, and ensure compliance with grants.

• Financial Reporting:
  Prepare financial reports, statements, and presentations for internal management, external stakeholders, including donors, partners, and board members.

• Cash Flow Management:
  Conduct spot checks on cash flow, bank accounts, donor funding, and fixed assets to recommend actions for improving financial efficiency.

• Tax Filing and Auditing:
  Ensure timely and accurate tax filings, audits, and financial reviews as required by law and organizational policies.

• Payroll Management:
  Prepare monthly staff salaries and volunteer allowances in coordination with the auditor and head of operations.

• Relationship with Financial Institutions:
  Manage relationships with banks and financial service providers for account management and transaction implementation.

Qualifications & Experience:

• Education:
  Bachelor's Degree in Finance, Accounting, or a related field. A Master’s degree or professional certifications (e.g., CPA, CFA) are a plus.

• Experience:
  Minimum of 2 years in financial management, preferably in an NGO or INGO.

• Skills:
  Strong knowledge of financial principles, budgeting, accounting standards, and donor regulations (e.g., USAID, EU funding).

• Software Skills:
  Proficiency in financial software (ERP Microsoft Dynamics is a plus) and Microsoft Office Suite, with advanced Excel skills for financial analysis.

• Abilities:
  Excellent analytical and problem-solving skills, attention to detail, ability to work in a multicultural environment, and strong communication skills.

• Languages:
  Fluency in both Arabic and English (both written and oral), basic French is a plus.
