الوصف الوظيفي:

المسؤوليات الرئيسية:

1. الجانب الفني للوظيفة:

   • قيادة وتنظيم وإشراف على الفرق المعينة، الموظفين، والمتطوعين الصحيين المجتمعيين.
   • تقديم التدريب والإشراف والدعم للمتطوعين الصحيين المجتمعيين في المجتمع، وموظفي المراكز الصحية المدعومة.
   • المساهمة في صياغة المواد التثقيفية والطرق اللازمة بالتشاور مع الموظفين الصحيين والمتطوعين.
   • بناء علاقات قوية والتنسيق بين Medair والمجتمعات المحلية وفريق التوعية.
   • التأكد من استخدام نماذج البيانات بشكل صحيح وإدارة البيانات في الوقت المحدد وبجودة عالية.
   • دعم إدارة نظام معلومات صحية قوي لتغذية البيانات في القنوات المناسبة (وزارة الصحة العامة).
   • التأكد من تقديم الخدمات في المواقع المتفق عليها وتنظيم جلسات التوعية الصحية.

2. إدارة الموظفين:

   • إدارة وتدريب والإشراف على جميع الموظفين المعينين (المساعدين) والمتطوعين.
   • وضع جدول عمل فعال للمتطوعين في الميدان وفقًا للخطة المعتمدة.
   • متابعة موظفي المراكز الصحية والمتطوعين وفقًا للمهام المحددة وتقديم ملاحظات دورية.
   • تحديد احتياجات التدريب للمتطوعين وموظفي المراكز الصحية والتأكد من تقديم التدريب المناسب.
   • بالتعاون مع مسؤول الصحة senior health officer، تحديد وتوظيف المتطوعين الصحيين المجتمعيين المناسبين.

3. إدارة الجودة والعمل:

   • دعم الأنشطة للحفاظ على معايير العمل العالية.
   • المساهمة مع أعضاء الفريق الآخرين في تقديم مدخلات حول استراتيجية الصحة في الميدان.
   • التنسيق مع مسؤول الصحة senior health officer لتنفيذ الأنشطة الصحية المحددة.

4. التواصل والتنسيق:

   • المشاركة في الاجتماعات التنسيقية المتعلقة بالمشروع، والتدريبات الداخلية لمنظمة Medair، واجتماعات أخرى حسب الحاجة.
   • تمثيل Medair في اجتماعات قطاع الصحة والجهات المحلية والدولية المعنية.
   • التنسيق مع فريق التوعية المحلي لضمان تكامل أنشطة الفرق المتنقلة والأنشطة المجتمعية.

5. إدارة المخاطر:

   • تنفيذ الإجراءات اللازمة لإدارة وتخفيف المخاطر كما هو مخطط من قبل مدير المشروع.
   • المساهمة في مراقبة التهديدات المحتملة الجديدة.
   • الإبلاغ عن الملاحظات المتعلقة بالمخاطر إلى مسؤول الصحة senior health officer.

6. التقارير والعروض:

   • التأكد من كتابة التقارير بدقة في الوقت المحدد وفقًا لمتطلبات Medair والمانحين.
   • تقديم تقارير أسبوعية وشهرية إلى المسؤولين، مع الحفاظ على سجلات مفصلة حول الأنشطة الصحية.

7. الأمان والحماية من الاستغلال والاحتيال:

   • دعم تنفيذ إجراءات الأمان والحماية من استغلال الأطفال والتحرش الجنسي.
   • الإبلاغ عن أي حالات خرق لمدونة السلوك أو شبهة احتيال أو فساد في الوقت المناسب.

المؤهلات والمتطلبات:

• التعليم:

  • درجة جامعية في مجال الصحة أو المجالات ذات الصلة.

• الخبرة:

  • سنتين إلى 3 سنوات من الخبرة في مجال الصحة، مع خبرة سابقة في العمل مع المنظمات الإنسانية أو الصحية تعتبر ميزة إضافية.

• المهارات:

  • القدرة على تدريب وتوجيه الفرق والمتطوعين.
  • مهارات إدارة وتنسيق قوية.
  • مهارات تواصل ممتازة باللغتين العربية والإنجليزية.
  • قدرة على العمل بشكل مستقل وفي بيئة متعددة الثقافات.

Job Description:

Key Responsibilities:

1. Technical Role:

   • Lead, organize, and supervise the assigned teams, staff, and community health volunteers (CHVs).
   • Provide training, coaching, and supervision for CHVs in the community and supported health centers staff.
   • Assist in the formulation of IEC materials and approaches in consultation with health staff and community health volunteers.
   • Build relationships and act as a liaison between Medair, communities, outreach staff, and supported activities.
   • Ensure data entry forms and templates are used correctly, and manage data on time and with high quality.
   • Support the management of a robust health management information system, feeding data into appropriate channels (Ministry of Public Health).
   • Ensure services are provided in agreed locations and health education sessions are conducted.

2. Staff Management:

   • Line-manage, train, coach, and supervise all assigned staff (assistants) and volunteers.
   • Ensure an efficient and effective work schedule for volunteers in the field according to the agreed work plan.
   • Monitor health center staff and CHVs based on their assigned tasks and provide regular feedback to the Senior Health Officer (SHO).
   • Assess the training needs of volunteers, center staff, and field teams, ensuring appropriate training is conducted.
   • In coordination with the Senior Health Officer, identify and recruit suitable CHVs.

3. Quality Management/Work:

   • Assist in activities to uphold a high standard of work quality.
   • Contribute with team members to provide input into the health strategy in the field.
   • Coordinate with the Senior Health Officer for the implementation of assigned health activities and ensure that goals and objectives are met.

4. Communication and Coordination:

   • Participate in coordination meetings related to the project, Medair internal training sessions, and other required meetings.
   • Represent Medair in health sector meetings and with local government representatives, international and local NGOs, and other stakeholders.
   • Coordinate closely with the local community outreach team to ensure that mobile teams' activities and community-based activities complement each other.

5. Risk Management:

   • Implement necessary procedures to manage and mitigate risks effectively as planned by the MPM.
   • Contribute to monitoring new potential risks.
   • Report risk observations to the Senior Health Officer.
   • Ensure compliance with internal controls and procedures.

6. Proposals and Reporting:

   • Ensure accurate and timely written reporting according to Medair, donor, and other applicable timeframes and formats.
   • Submit timely weekly and monthly reports to the Senior Health Officer and other reporting systems (e.g., Ministry of Public Health, Ministry of Social Affairs).
   • Provide regular reports, statistics, and documented results, and maintain detailed records of health program activities in the field.

7. Security, Safeguarding, and Fraud and Corruption:

   • Support the implementation of all security procedures.
   • Report any suspected breaches of Medair’s Code of Conduct in a timely manner.
   • Identify and report any instances of fraud or corruption, whether intended or unintended.
   • Ensure the prevention of sexual exploitation, abuse, harassment, and fraud through people and process management activities.

Qualifications and Requirements:

• Education:

  • A degree in Health or a related field.

• Experience:

  • Between 2 and 3 years of experience in health-related work, with previous experience working with humanitarian or health organizations being an added advantage.

• Skills:

  • Ability to train and guide teams and volunteers.
  • Strong organizational and coordination skills.
  • Excellent communication skills in both Arabic and English.
  • Ability to work independently in a multicultural environment.
