تأمين الكهرباء كبد الخزينة اللبنانية 45 مليار دولار!
منذ عقود طويلة، لم يشهد اللبنانيون توافقًا كما شهدوه على فساد الدولة اللبنانيّة، خصوصًا في إدارة قطاع الكهرباء، سواء في إنتاجه أو توزيعه. هذا القطاع الذي استنزف عشرات المليارات من دولارات المودعين وأدى إلى انهيار النظام المصرفي، وتبخر الودائع، بات يواجه موتًا بطيئًا على الرغم من وجود الحلول الفعّالة التي يمكن أن تعيده إلى الحياة.
لقد أحرقت الدولة اللبنانية في محطات إنتاج الكهرباء مليارات الدولارات، بينما لا تزال الحلول تترنح في الأدراج بسبب المصالح السياسية. القطاع الخاص أبدى استعدادًا كاملًا للمشاركة في تأمين الكهرباء على مدار الساعة، وقدّم خططًا اقتصادية واضحة وكفاءة عالية للمشاركة في هذا الحل. ومع ذلك، ظلت المصالح الخاصة والصفقات السياسية تمنع الوصول إلى الحلول الفعّالة.
وكلما تعمّق الفساد في مؤسسات الكهرباء، بدأ القطاع الخاص يُثبت نجاحه من خلال تجارب مثل “كهرباء زحلة”، التي شكلت نموذجًا ناجحًا للخصخصة وإدارة المرافق العامة. في الوقت الذي غرق فيه لبنان في العتمة، كانت زحلة تضئ على مدار الساعة مع تحسينات ملحوظة في الجباية والصيانة، إضافة إلى إنتاج الطاقة المتجددة عبر الألواح الشمسية.
وقد أصبحت “كهرباء زحلة” نموذجًا يحتذى به في كيفية إدارة قطاع حيوي مثل الكهرباء، بما يضمن تقديم خدمات متواصلة وبجودة عالية. أظهرت زحلة قدرة القطاع الخاص على إدارة الكهرباء بفاعلية، ونجحت في تحسين كفاءة الشبكة وصيانة المعدات، بل وبدأت في دمج الطاقة الشمسية كمصدر إضافي للطاقة.
وإذا كانت الحكومة اللبنانية تواصل النظر في حلول لقطاع الكهرباء، فإن “كهرباء زحلة” قد قدمت الحلول التي يمكن تبنيها في كافة المناطق اللبنانية، خاصة مع تحوّل النظام الكهربائي إلى نموذج يعتمد على الخصخصة مع وجود هيئة ناظمة تراقب الإنتاج والتوزيع بأسلوب شفاف.
مع استمرار تحمّل اللبنانيين فاتورتين، واحدة للمؤسسة الرسمية وأخرى للمولدات الخاصة، تظل “كهرباء زحلة” شاهدًا حيًا على الإمكانات المتاحة لتحسين وتطوير القطاع، ولو تم تطبيق نموذجها على مستوى لبنان، يمكننا ضمان استقرار خدمات الكهرباء وتنمية موارد الدولة.
Electricity Subsidies Cost Lebanon $45 Billion!
Throughout history, Lebanese people have rarely agreed on a common cause as much as they have on the catastrophic mismanagement and failure of the Lebanese state in overseeing the electricity sector, both in terms of generation and distribution. This sector has drained billions of dollars from depositors' savings and was one of the main reasons behind the collapse of the banking sector, and the evaporation of deposits. The sector now faces a gradual death despite the fact that the solution is clear and within reach.
The Lebanese government has burned billions of dollars in its power plants, while private sector solutions have repeatedly offered alternatives to provide electricity 24/7. However, political interests and private sector deals have kept these solutions on the back burner, with the state continuing to fail its citizens by letting its electricity services deteriorate.
The failure of the public sector to effectively manage electricity has brought private sector solutions to the forefront, such as “Zahle Electricity”. The success of this company stands as a clear example of the effectiveness of privatization in managing public services like electricity. While Lebanon faced complete darkness, Zahle and its surrounding areas shone brightly 24/7, with a 100% collection rate and regular maintenance, while also pioneering the use of solar energy to support the grid.
Zahle Electricity has proven that the private sector is capable of managing electricity services with high efficiency. Its ability to maintain a steady supply of electricity, reduce network losses, and implement innovative projects like net metering for solar energy has been a testament to the potential of privatizing essential services.
Despite political resistance to adopting privatization on a broader scale, “Zahle Electricity” offers a model that can be replicated across Lebanon, allowing for better management, reduced corruption, and the provision of continuous, high-quality services to citizens. The government would benefit from embracing such solutions, especially with the development of regulatory bodies that would oversee energy production, distribution, and pricing.
