The legal study points out that Electricité du Liban has its own budget, enjoys financial and administrative independence, and should therefore be the primary entity responsible for purchasing fuel for power generation plants. The study also emphasized that the Public Procurement Law invalidates any conflicting provisions, which means the authority to purchase fuel should be returned to Electricité du Liban, with full compliance to procurement procedures, from preparing tender documents to signing contracts.

Energy Minister Joseph El-Sadé faces significant challenges in restoring the authority to Electricité du Liban, which includes taking decisive actions to expedite procedures and fully implement the Public Procurement Law. According to reports, Minister El-Sadé has already begun making substantial changes within the Ministry of Energy, with his first test being handling the “Minerva Antonia” oil tanker, which arrived off the Zouk power plant on February 11, 2025.
