أعلنت وزيرة الشؤون الاجتماعية، حنين السيد، عن تمديد الاستفادة من برنامج “أمان” لمدة خمسة أشهر إضافية ابتداءً من نهاية شهر آذار الحالي، في خطوة تهدف إلى استمرار دعم الأسر الأكثر حاجة في لبنان. وأوضحت الوزيرة السيد في حديثها أنه سيكون هناك إعادة تقييم للملفات لضمان عدم وجود حالات غش أو استغلال، مشيرة إلى أن هذه أموال عامة وتخص الناس المحتاجة وليست وسيلة لتوزيع خدمات زبائنية.
وقالت الوزيرة السيد: “إنه من المهم أن نعمل على تعزيز الحماية الاجتماعية في لبنان، وأن يتم توجيه الدعم للمستحقين بشكل شفاف وعادل، في ظل الظروف الاقتصادية الصعبة التي نمر بها”. وأضافت أنها تأخذ هذه المسؤولية على عاتقها منذ اليوم الأول لتسلمها منصبها، مؤكدة أن برنامج “أمان” سيستمر لدعم العائلات اللبنانية الأكثر فقراً.
التمديد والعدد الإجمالي للمستفيدين
أوضحت السيد أن برنامج “أمان” يغطّي حاليًا 166,000 أسرة لبنانية، أي ما يعادل 798,187 فردًا، وهذا يمثل حوالي 45% من الفقراء في لبنان. وتصل قيمة التحويلات النقدية الشهرية للبرنامج إلى حوالي 20 مليون دولار. وأضافت أن التمديد سيضمن استمرار الدعم لمدة خمسة أشهر إضافية ابتداءً من نهاية آذار، لكنها أكدت أن هذا الرقم يغطي فقط نصف من هم بحاجة للمساعدة.
برنامج “أمان” أول شبكة أمان اجتماعية متكاملة
أشارت الوزيرة إلى أن برنامج “أمان” ليس فقط برنامجًا للمساعدات النقدية، بل يُعتبر أول شبكة أمان اجتماعية متكاملة لدى الدولة اللبنانية، تعمل وفق آلية شفافة وممكننة، بدءًا من التسجيل عبر المنصة إلى الزيارات الميدانية وصولًا إلى التقييم العادل والتحويلات النقدية المباشرة.
كما شددت على ضرورة دمج “البرنامج الوطني لدعم الأسر الأكثر فقراً” مع برنامج “أمان” في برنامج واحد لضمان توزيع الدعم النقدي بشكل عادل وفعّال. وفيما يخص ذوي الإعاقة، أكدت أن هناك 12,500 شخصًا من ذوي الإعاقة يستفيدون حاليًا من برنامج البدل النقدي للأشخاص ذوي الإعاقة.
التحديات المستقبلية والدعم الدولي
أشارت الوزيرة السيد إلى أنه بالرغم من وجود مساعدات دولية، إلا أن لبنان لا يمكنه الاعتماد على الدعم الخارجي بشكل دائم. وأكدت أنها تعمل على تأمين تمويل إضافي لتوسيع دائرة المستفيدين من الدعم، مع التركيز على أن الحماية الاجتماعية ليست رفاهية بل حق أساسي لكل مواطن لبناني، خصوصًا في الجنوب و البقاع و الضاحية الذين تضرروا بشدة من العدوان الإسرائيلي الأخير.
موازنة 2025 وزيادة المنح النقدية
وفيما يتعلق بموازنة 2025، أكدت الوزيرة السيد أنه سيتم تخصيص زيادة للمنح النقدية، مشيرة إلى أنها تعمل مع وزيري المالية والاقتصاد على تمويل المرحلة الانتقالية من الخارج. كما شددت على أن الشأن الاجتماعي هو أولوية وزارتها، وأن الوزراء يتعاونون لتحقيق الاستقرار الاجتماعي في لبنان.
آلية المساعدة لأهالي الجنوب والبقاع
كما أشارت إلى أن عملية تسجيل العائلات التي تضررت من العدوان بدأت منذ شهرين، وأنه يتم إدخال البيانات الخاصة بالعائلات في برنامج “أمان” لتأمين المساعدات المالية المناسبة لهم.

She also stated that the ministry will reassess the files to prevent any cases of fraud or exploitation, as these funds are public money and should be allocated to those in need, not used as a tool for patronage.
Al-Sayyid said, “This is the first time I am speaking officially after assuming my duties in the ministry and after the government received a vote of confidence. I know the challenges are significant, and the responsibility is greater, but it was clear to me from the first day that we must enhance social protection and ensure that support reaches those who deserve it in a transparent and fair manner.”
She added, “I don’t want to keep you waiting, because time is for work, not talk, so let me get straight to the point. Today, I have important news: the “Aman” program will be extended for an additional 5 months starting at the end of March. This decision came due to the difficult economic conditions that are still pressuring thousands of Lebanese families. It was necessary to extend the program to ensure continued support for the poorest families.”
Number of Beneficiaries and Financial Details
Currently, 166,000 Lebanese families are benefiting from “Aman”, representing 798,187 individuals, which constitutes 45% of Lebanon’s poor. The monthly cash transfers for the program amount to approximately 20 million dollars. With the extension, the program will continue providing this support for five additional months, starting at the end of March. However, she noted that this figure only covers the needs of half of those who should be helped.
“Aman” as Lebanon's First Integrated Social Safety Network
Al-Sayyid emphasized that “Aman” is not just a cash assistance program, but Lebanon’s first integrated social safety net, operating with a transparent and automated system, from registration via the platform to field visits and fair evaluations, with direct cash transfers.
She also noted the importance of merging the “National Program to Support the Poorest Families” into “Aman”, ensuring fair and effective distribution of financial aid. Regarding people with disabilities, she mentioned that currently, 12,500 individuals benefit from the cash allowance program for the disabled.
Challenges Ahead and International Support
Al-Sayyid acknowledged that while there is international assistance, Lebanon cannot rely on external support indefinitely. She stated that her ministry is working with donor countries to secure additional funding and expand the beneficiaries of the program, emphasizing that social protection is not a luxury, but a basic right for every Lebanese citizen, especially for those in the south, Bekaa, and Southern Suburbs who have been heavily affected by the recent Israeli aggression.
2025 Budget and Increased Cash Grants
Regarding the 2025 budget, Al-Sayyid confirmed that there will be an increase in cash grants, stating that she is in daily contact with the Ministers of Finance and Economy to fund the transitional phase from abroad. She stressed that social issues are her ministry's priority, and that there is a collaborative effort from the government to achieve social stability in Lebanon.
Assistance for Southern and Bekaa Families
She also mentioned that the process of registering families affected by the conflict started two months ago, with details being entered into the “Aman” program to ensure they receive the necessary financial support.
