مع حلول شهر رمضان المبارك، يعاود الحديث عن ظاهرة ارتفاع الأسعار في لبنان وتلاعب التجار بالأسواق، حيث تستغل هذه الفرصة لتحديد الأسعار بشكل غير مبرر، في وقت تعاني فيه الأسواق من غياب آليات الرقابة الفعّالة لضمان جودة المنتجات. هذا الوضع يزيد من معاناة المستهلكين في ظل الأوضاع الاقتصادية الصعبة التي تشهدها البلاد.
هل هي غياب رقابي أم تلاعب تجاري؟
تدور التساؤلات في الشارع اللبناني حول سبب ارتفاع الأسعار، حيث لا يتطلب التجار أسبابًا حقيقية لرفع أسعار المنتجات، بل يرفعون الأسعار بما يتناسب مع مصلحتهم الشخصية، خاصة في المواسم. ورغم غياب الرقابة الكافية، يبقى السؤال: هل ما يحدث يعود إلى غياب الرقابة أم إلى تلاعب تجاري ممنهج؟
وزارة الاقتصاد والتجارة ترفع الصوت!
ضمن إطار مواجهة الاستغلال غير المشروع للمستهلك، تواصل وزارة الاقتصاد والتجارة جولاتها الرقابية على الأسواق والمحلات التجارية. وقد تم تنظيم محاضر ضبط ضد المخالفين، حيث تزايدت المخالفات بين ارتفاع غير مبرر للأسعار وانعدام شروط السلامة الغذائية، إضافة إلى ضبط مواد منتهية الصلاحية.
وفي تصريح له، شدد وزير الاقتصاد والتجارة، عامر بساط، على أن “الوزارة ستواصل تكثيف الرقابة في أسواق لبنان خلال شهر رمضان”، مشيرًا إلى أنه سيعرض قريبًا على مجلس الوزراء ملف تشكيل هيئة المنافسة لمكافحة الاحتكار وحماية الاقتصاد الوطني. وأضاف محذرًا من أن “مديرية حماية المستهلك ستواصل متابعة المخالفات واتخاذ الإجراءات القانونية ضد كل من يتجرأ على مضاعفة أرباحه بطرق غير مشروعة”.
مخالفات متعددة ورقابة مشددة
وفي حديث مع مدير عام وزارة الاقتصاد والتجارة، محمد أبو حيدر، قال: “تقوم مديرية حماية المستهلك بجولات ميدانية على السلع الأكثر استهلاكًا في شهر رمضان، حيث تبين وجود العديد من المخالفات التي تتعلق برفع الأسعار بشكل غير منطقي وغير علمي”. وأضاف أبو حيدر أن “الوزارة تتعاون مع منظمة الغذاء العالمية لمراقبة 74 سلعة أساسية يتم بيعها في نحو ألف متجر في لبنان، ويتم يوميًا مراقبة الأسعار وتوثيق المخالفات”.
محاضر ضبط وإقفال مؤسسات مخالفة
أما فيما يتعلق بجودة المنتجات، أكد أبو حيدر أنه يتم إغلاق المؤسسات التي تشكل خطرًا على صحة المواطن وسلامة الغذاء، حيث توضع إشارة من القضاء على المؤسسات المخالفة ويتم إغلاقها فورًا، أما المؤسسات الأخرى، فيتم تنظيم محاضر ضدها وتحويلها للقضاء المختص.
التلاعب بأسعار الخضروات: الأسباب والمبررات
فيما يخص ارتفاع أسعار الخضروات، أرجع أبو حيدر السبب الرئيسي إلى “موجة الصقيع التي تعرضت لها الأراضي الزراعية، بالإضافة إلى الأضرار التي تعرضت لها الأراضي نتيجة العدوان الإسرائيلي، ما أدى إلى تلف 35% من المحاصيل الزراعية”. كما أضاف أن “ارتفاع الطلب في شهر رمضان مقارنةً بالعروض المحدودة كان له تأثير في رفع الأسعار، وزيادة جشع بعض التجار”.
قانون حماية المستهلك في اللجان النيابية
ختم أبو حيدر بالقول: “قانون حماية المستهلك في اللجان النيابية حاليًا، ونأمل أن تتم الموافقة عليه في اللجان الأخرى لتكون العقوبات رادعة ضد التجار الذين يسعون لجني الأرباح بطرق غير مشروعة، حيث إن العقوبات الرادعة ستجعل التجار يفكرون مرتين قبل القيام بأي مخالفة”.
المواطن اللبناني في مواجهة الأزمات:
وسط هذه الأزمة الاقتصادية الحادة، بات اللبنانيون يتجولون في الأسواق بعين مليئة بالحزن، حيث يعجزون عن شراء ما كانوا يشترونه من قبل بسبب ضعف قدراتهم الشرائية. ومع استمرار جشع التجار والرقابة الضعيفة، يبقى السؤال: ماذا ينتظر المواطن اللبناني في الأيام المقبلة؟

With the arrival of the holy month of Ramadan, the issue of rising prices in Lebanon resurfaces, with traders seizing the opportunity to unjustifiably hike prices. This comes at a time when effective mechanisms for price monitoring and ensuring product quality are lacking, further exacerbating the suffering of consumers in an already challenging economic environment.
Is it a Lack of Oversight or Commercial Manipulation?
Questions arise across Lebanese society regarding the root cause of rising prices. Traders do not need legitimate reasons to increase prices; they simply raise them at will, particularly during peak seasons. Despite the absence of sufficient regulatory oversight, the critical question remains: Is this happening because of a lack of oversight or systematic commercial manipulation?
Ministry of Economy and Trade Raises Its Voice!
In its ongoing fight against unjust exploitation of consumers, the Ministry of Economy and Trade continues its inspection rounds in markets and retail stores. Violations have included unjustified price hikes, failure to meet food safety standards, and the discovery of expired products.
Economy and Trade Minister, Amr Bassat, emphasized that “the ministry will continue to intensify its inspections throughout Ramadan,” and announced that he will soon present the formation of a competition authority to combat monopolies and protect the national economy to the Cabinet. He further warned that “the Consumer Protection Directorate will continue to pursue violators and take legal action against those who attempt to increase their profits illegally.”
Numerous Violations and Strict Oversight
In an interview with the Lebanese newspaper “Al-Liwaa,” Director General of the Ministry of Economy and Trade, Mohamed Abu Haidar, stated: “The Consumer Protection Directorate is conducting extensive rounds on essential goods consumed during Ramadan, and we are encountering a variety of violations, including unjust profit-making through unreasonable and unscientific price hikes.” Abu Haidar also explained that “the ministry collaborates with the World Food Organization to monitor 74 key goods sold in about 1,000 stores in Lebanon, with daily monitoring and legal actions taken against all violations.”
Seizing Products and Closing Violating Institutions
Regarding product quality, Abu Haidar confirmed that establishments harming public health and food safety are being closed immediately with court orders, while other institutions are being issued citations and referred to the competent judiciary.
Manipulation of Vegetable Prices: Reasons and Justifications
Concerning the price increases in vegetables, Abu Haidar attributed the main causes to “the recent frost wave that damaged a significant portion of the crops, and the damages caused by the Israeli aggression, which affected about 35% of the agricultural land.” He added, “The rising demand during Ramadan, compared to the limited supply, has also led to higher prices, compounded by some traders' greed.”
Consumer Protection Law in Parliamentary Committees
Abu Haidar concluded: “The Consumer Protection Law is currently in parliamentary committees, and we hope that it will be approved in other committees so that penalties are imposed on traders who profit unfairly. When the penalties are severe, traders will think twice before violating the law.”

Amid this severe economic crisis, Lebanese citizens walk through markets with eyes full of sadness, unable to purchase what they once could due to diminished purchasing power.
