أعلن الصندوق الوطني للضمان الاجتماعي مؤخراً عن مجموعة من القرارات التنفيذية التي تعيد التقديمات الصحية إلى ما كانت عليه قبل الأزمة الاقتصادية، وذلك بعد رفع التعرفات الاستشفائية الخاصة بالأعمال الجراحية غير المقطوعة، والتي تشمل الإقامة العادية، العناية الفائقة، العزل، وجميع الأعمال المخبرية والشعاعية. وأكد مدير عام الصندوق محمد كركي في حديثه لـ “نداء الوطن” أن هذه القرارات الجديدة تهدف إلى تحسين التقديمات الصحية وجعلها أكثر قدرة على تلبية احتياجات المضمونين.
زيادة التغطية الصحية
تأتي هذه الخطوة بعد عدة زيادات أخرى أقرها صندوق الضمان، أبرزها رفع تغطية الدواء إلى 80% للأدوية، وزيادة تغطية الأمراض السرطانية إلى 90% خارج المستشفى و95% داخل المستشفى. كما تم تحسين التغطية الاستشفائية للأعمال الجراحية المقطوعة بنسبة 90%. ويعتبر هذا التحسن الكبير في التقديمات خطوة نحو العودة إلى الوضع الذي كان عليه النظام الصحي قبل الأزمة.
وفي حديثه عن التفاصيل، أكد كركي أن صندوق الضمان قد قام بعملية إصلاحية شاملة، شملت إعادة تسعير جميع الأدوية المسجلة في وزارة الصحة العامة استناداً إلى سعر أقل حبّة دواء، ما يساهم في تخفيض تكلفة العلاج على المواطنين.
قروض ميسرة لدعم الشباب
في إطار دعم الشباب اللبناني، يسعى مصرف الإسكان إلى رفع قيمة القروض إلى 100 ألف دولار، مع تأكيد أن هذه القروض ستشمل تمويل شراء المنازل التي لا تتجاوز مساحتها 150 مترًا مربعًا أو بناء منزل على أرض يملكها المقترض. ومن المتوقع أن تكون القروض بفوائد مدعومة تمتد إلى 20 سنة، مع شروط مرنة لتشمل ذوي الدخل المحدود.
تقديمات الضمان بعد الانتخابات
قال كركي إن انتخابات رئيس الجمهورية جوزاف عون وتشكيل حكومة نواف سلام قد شكلت بارقة أمل للبنانيين، مشيرًا إلى أن هذه التغييرات ستكون لها آثار إيجابية على إيرادات صندوق الضمان، حيث من المتوقع أن يعود طلب القروض على ما كان عليه في السابق، وبالتالي ستزيد التغطية الصحية بشكل أكبر.
الضمان الاختياري وتحسين خدماته
على صعيد آخر، يواصل الضمان الاجتماعي تقديم خدماته عبر الضمان الاختياري للمواطنين الذين تركوا العمل. وتتاح الفرصة للأفراد، الذين تم رفض طلباتهم سابقًا، للانضمام مجددًا إلى الضمان الاختياري إذا قاموا بتسديد المبالغ المستحقة عليهم.
من جانب آخر، شهد الضمان الاجتماعي زيادة بنسبة 95% في عدد المضمونين الاختياريين مقارنةً مع عام 2019، ما يعكس التوجه نحو تعزيز التغطية والتأمين الصحي في لبنان.
المطلوب من الحكومة الجديدة
من الضروري أن تبادر الحكومة الجديدة إلى تسديد مستحقات وديون الضمان بسرعة، كما يجب زيادة الموازنة المرصودة للصندوق، وفقًا لما حدث مع تعاونية موظفي الدولة ووزارة الصحة العامة. كما يُطلب من الدولة تسريع إقرار المراسيم التنفيذية لقانون التقاعد والحماية الاجتماعية لضمان حياة كريمة للمتقاعدين في لبنان.
مستقبل الضمان الاجتماعي في لبنان
مع تحسن تقديمات الضمان الاجتماعي في لبنان، ومع استمرار الدعم الحكومي والتعاون الدولي، أصبح المستقبل أكثر إشراقًا للبنانيين، لا سيما بالنسبة لأولئك الذين يعتمدون على خدمات الضمان الصحي والتمويل السكني.

The Lebanese National Social Security Fund (NSSF) has recently announced a series of executive decisions aimed at restoring health benefits to pre-crisis levels, following the increase in hospitalization rates for non-invasive surgeries, including regular stays, intensive care, isolation, and all laboratory and radiology services. In an interview with “Nidaa al-Watan,” NSSF Director General, Mohammad Karky, explained that these new measures are aimed at improving the social security benefits and better serving the insured.
Enhanced Health Coverage
This step comes after a series of other increases, including raising the drug coverage to 80%, cancer treatment coverage to 90% outside the hospital, and 95% inside the hospital. Additionally, surgical operations have seen a 90% coverage increase. This represents a major improvement in the health benefits offered by the NSSF, restoring services to pre-crisis conditions.
In discussing the details, Karky mentioned that the NSSF had undertaken a major reform process, which included re-pricing all drugs registered with the Ministry of Public Health based on the lowest drug price, helping to reduce treatment costs for citizens.
Affordable Housing Loans to Support Youth
To support Lebanese youth, the Housing Bank aims to raise loan values to $100,000, with these loans being used for purchasing homes up to 150 square meters or for building homes on land owned by the borrower. These loans are expected to be offered with subsidized interest rates and extended repayment terms of 20 years, with flexible conditions for low-income individuals.
Social Security After the Elections
Karky stated that the election of President Joseph Aoun and the formation of Prime Minister Nawaf Salam’s government have been hopeful signs for the Lebanese people, adding that these changes are expected to positively impact the NSSF's revenue. This will likely lead to a rise in demand for loans and a greater expansion of health coverage.
Optional Social Security and Service Enhancements
The NSSF also continues to offer optional social security services to individuals who have left their jobs. Those whose applications were previously rejected can now rejoin the optional system by paying outstanding dues.
On the other hand, the number of optional contributors has increased by 95% compared to 2019, reflecting a strong trend towards bolstering insurance coverage in Lebanon.
What is Needed from the New Government
It is essential for the new government to expedite the payment of NSSF dues and increase the budget allocated to the fund, similar to what was done with the State Employees Cooperative and the Ministry of Public Health. The government is also urged to accelerate the approval of the executive decrees for the Pension and Social Protection Law to ensure a dignified life for retirees in Lebanon.
