ما زالت قضية القطاع السياحي في لبنان تحت تأثير الأزمات الاقتصادية والسياسية، حيث يعبر العديد من المعنيين في هذا القطاع عن مخاوفهم من عدم تحسن الأوضاع السياحية خلال موسم الأعياد، رغم الآمال الكبيرة المعلقة على عودة النشاط السياحي. وأثار رئيس نقابة أصحاب مكاتب السفر والسياحة، جان عبود، استغرابًا كبيرًا بعد حديثه عن حجم حركة حجز تذاكر الطيران لعيد الفطر، حيث أشار إلى أن الأرقام لا تلبي الطموحات، وأن الحجز سيظل قريبًا جدًا مما تم تسجيله في عيد الفطر الماضي.
الأسباب التي تعيق عودة السياحة:
عبود أشار إلى أن لبنان شهد العديد من التطورات الإيجابية مؤخرًا، إلا أن هناك العديد من الإجراءات التي لم تُتخذ بالسرعة الكافية، ولو كانت قد اتخذت لكانت قد ساهمت في تحقيق صدمة إيجابية تعيد السياح العرب إلى لبنان. كما أوضح عبود أن معظم السياح القادمين إلى لبنان خلال موسم الأعياد هم من اللبنانيين المغتربين أو العاملين في الخارج، بالإضافة إلى بعض السياح العرب مثل العراقيين والأردنيين والمصريين.
وأضاف عبود في حديثه للديار، أن الدعم العربي والدولي للعهد والحكومة اللبنانية، مشروط بتطبيق الإصلاحات. وأكد أنه ما دام لم يتم تحريك هذه الإصلاحات حتى الآن، فإن القطاع السياحي لن يشهد أي تحسن. وأكد أن “الطابة في ملعب الحكومة”، وفي حال قررت الحكومة اللبنانية تطبيق الإصلاحات، فإن السياحة ستنتعش بالتأكيد.
مشكلات في سياسات الحكومة:
عبود استغرب من قيام الحكومة بإصدار موازنة 2025 عبر مرسوم، كما أن البيان الوزاري لم يتطرق إلى موضوع السياحة، مما يثير تساؤلات حول إهمال الحكومة لهذا القطاع الحيوي. وتوقع عبود أن يشهد عيد الفطر وعيد الكبير إقبالًا من اللبنانيين العاملين في الخليج وبعض الجنسيات العربية المعتادة، إلا أنه أكد أن السياحة في لبنان لا يمكن أن تكتمل بدون السياح الخليجيين.
عودة السياح الخليجيين وتأثير الحظر:
القطاع السياحي كان يعلق آمالًا كبيرة على زيارة رئيس الجمهورية إلى المملكة العربية السعودية، على أمل رفع الحظر عن سفر السعوديين إلى لبنان، ما كان سيؤدي إلى انتعاش السياحة الخليجية. إلا أن هذا لم يتحقق بعد، وهو ما جعل القطاع السياحي يواجه تحديات كبيرة. ويعتبر أهل القطاع أن السياح الخليجيين هم رئة السياحة في لبنان.
الإصلاحات والمستقبل السياحي:
وأشار عبود إلى أن الحل يكمن في تطبيق الإصلاحات الاقتصادية والمالية، فدون هذه الإصلاحات لن يعود القطاع السياحي إلى الانتعاش. وأضاف أن المفاوضات حول رفع الحظر على السياحة قد تكون مرتبطة بالوضع السياسي في لبنان، إلا أن القطاع يبقى متمسكًا بالأمل في تحسن الأوضاع في المستقبل.

The Lebanese tourism sector continues to be affected by ongoing economic and political challenges, as many stakeholders in the sector express their concerns over the lack of improvement in the tourism situation during the holiday season. This comes despite the hopes that the tourism sector will recover. The head of the Syndicate of Travel and Tourism Agencies, Jean Abboud, expressed surprise over the lackluster performance of airline ticket bookings for Eid al-Fitr, stating that the bookings would remain similar to last year’s numbers, far below expectations.
Reasons Hindering Tourism Recovery:
Abboud pointed out that while Lebanon has seen significant positive developments recently, there are many measures that were not implemented swiftly enough. Had these measures been adopted, they could have created a positive shock, leading to the return of Arab tourists. He explained that most of the tourists coming to Lebanon during the holidays are Lebanese expatriates or those working abroad, along with a few Arab tourists from Iraq, Jordan, and Egypt.
Abboud further explained in his interview with Al-Diyar that while there is international and Arab support for the current government and presidency, this support is conditional on the implementation of reforms. As long as these reforms remain unaddressed, the tourism sector will not see positive movement. He stated that “the ball is in the government’s court,” and if reforms are made, tourism will recover as well.
Government's Policies and Challenges:
Abboud expressed his surprise that the government issued the 2025 budget via a decree, and noted that the ministerial statement did not even mention tourism. This raised questions about the government's prioritization of this vital sector. He predicted that both Eid al-Fitr and Christmas (for Christian communities) would see an increase in visitors, mainly from Lebanese working in the Gulf and some regular Arab tourists. However, he stressed that Lebanon's tourism cannot thrive without Gulf tourists.
Gulf Tourists and the Impact of the Ban:
The tourism sector had high hopes for President Aoun’s visit to Saudi Arabia, expecting it would expedite lifting the travel ban on Saudi tourists. However, this did not materialize, and the tourism sector is facing a challenging situation. The tourism professionals believe that Gulf tourists are the lifeblood of Lebanese tourism.
Reforms and Future of Tourism:
Abboud emphasized that the key to the sector’s revival lies in implementing economic and financial reforms. Without these reforms, he concluded, the tourism sector will not recover. He also mentioned that the lifting of the travel ban might be politically linked to Lebanon's political situation, but the sector remains hopeful for improvements in the future.
