“الحقوق تُنتزع لا تُمنح”… الحكومة على موعد مع “إثنين الغضب”!
في تصعيد جديد يهدف إلى الضغط على الحكومة اللبنانية، دعت رابطة الأساتذة المتعاقدين إلى اعتصام يوم الإثنين 24 آذار 2025 في الساعة 10 صباحًا أمام وزارة التربية، تحت شعار “إثنين الغضب”، وذلك للمطالبة بحقوق الأساتذة المتعاقدين الذين تعرضت مطالباتهم للتهميش والتجاهل.
وفي تصريح خاص لـ”ليبانون ديبايت”، أكدت رئيسة رابطة الأساتذة المتعاقدين في التعليم الأساسي الرسمي، الدكتورة نسرين شاهين، أن هذا الاعتصام يأتي كجزء من سلسلة من التحركات الرامية إلى الضغط على الجهات المعنية. وأضافت أن الاعتصام يأتي بعد إضراب تحذيري نفذته الرابطة في 19 و20 آذار الماضي رفضًا للآلية المالية التي اعتمدتها الحكومة ووزارة المالية وأشرفت على تنفيذها وزارة التربية.
النظام المالي الجديد وأثره على الأساتذة المتعاقدين
بحسب الدكتورة شاهين، فإن النظام المالي الجديد الذي اعتمدته الحكومة أدى إلى إلغاء بدل الإنتاجية الذي كان يُدفع للأساتذة المتعاقدين خلال فصل الصيف. حيث كان يتم صرف 375 دولارًا شهريًا عن ثلاثة أشهر ليصل المبلغ الإجمالي إلى 1075 دولارًا كحد أقصى، معتمدًا على عدد الساعات التدريسية التي كان يقوم بها الأساتذة. وذكرت أن النظام الجديد لا يقتصر على إلغاء بدل الإنتاجية، بل يفرض أيضًا ضرائب إضافية على المستحقات، إضافة إلى تحميل الأساتذة عبء التعطيل القسري مما أدى إلى خسائر كبيرة في الأجور.
الغبن الذي يعاني منه الأساتذة المتعاقدين
أوضحت شاهين أن الغبن الذي تعرض له الأساتذة يشمل جميع فئاتهم من الإجرائيين والعاملين على الصناديق، إلى المستعان بهم الذين حرموا من بدل الإنتاجية الصيف الماضي. كما أشارت إلى الظلم الذي طال أجر الساعة هذا العام، بسبب تأخير حسم ملف التعاون مع اليونيسف التي تستمر في دفع مبالغ ضئيلة ومشروطة، رغم مرور أكثر من عشر سنوات على التعاقد.
الاعتصام خطوة أولى في سلسلة من التحركات
وأوضحت أن هذا الاعتصام ما هو إلا خطوة أولى في سلسلة من التحركات المستمرة من أجل إنصاف الأساتذة المتعاقدين. وقالت: “لقد أعلنا الاعتصام مع ترك باب الحوار مفتوحًا مع وزيرة التربية، آملين في الوصول إلى حلول بديلة تحقق العدالة.” وأضافت أن الرابطة ستظل مستمرة في النضال من أجل حقوق الأساتذة، ولن ينتظروا حلولًا دون مطالب حقيقية.
تحذير من استمرار تجاهل المطالب
وتحذر شاهين من مغبة الاستمرار في تجاهل مطالب الأساتذة المتعاقدين، مشيرة إلى أن ملف توقيف اعتمادات بدل الإنتاجية هو من الملفات التي حذرت منها في 8 شباط، وأكدت أن هذا الملف سينفجر في وجه وزير التربية القادم. وقالت: “نطالب الحكومة بالاستجابة لمطالبنا العادلة ولا مجال للتأجيل. حقوق الأساتذة لا تُمنح بالتمني بل تُنتزع.”
دعوة للمشاركة في الاعتصام
ختامًا، دعت الدكتورة نسرين شاهين جميع الأساتذة المتعاقدين وكل من يهمه إنصاف التعليم وحماية حقوق الأساتذة إلى المشاركة الواسعة في الاعتصام. وأضافت: “نحن بحاجة إلى حضور قوي وموحد ليصل صوتنا إلى آذان نائمة لا تزال تتجاهل معاناتنا، ويجب أن يوقظ هذا الحراك جميع المسؤولين من سباتهم، ليجعلهم يدركون أن حقوقنا لا يمكن السكوت عنها بعد اليوم.”
“Rights Are Taken, Not Granted”… The Government Faces “Anger Monday”!
In a new escalation aimed at putting pressure on the Lebanese government, the Contracted Teachers Union has called for a protest on Monday, March 24, 2025, at 10 a.m. in front of the Ministry of Education under the banner of “Anger Monday.” This protest aims to demand the rights of contracted teachers whose requests have been marginalized.
In an exclusive statement to “Lebanon Debate,” Dr. Nasreen Shaheen, President of the Union of Contracted Teachers in Official Basic Education, confirmed that the protest is part of a series of actions aimed at pressuring the concerned authorities. She added that the protest follows a warning strike held on March 19-20 to oppose the financial system implemented by the government, the Ministry of Finance, and the Ministry of Education.
The New Financial System and Its Impact on Contracted Teachers
According to Dr. Shaheen, the new financial system adopted by the government led to the abolition of productivity allowances that were previously paid to contracted teachers during the summer months. Teachers used to receive $375 per month for three months, with a total amount of $1,075 as the maximum payment, depending on the number of teaching hours. She noted that the new system not only eliminated the productivity allowance but also imposed additional taxes on teachers' entitlements, and forced teachers to bear the burden of compulsory shutdowns, resulting in significant salary losses.
The Injustice Faced by Contracted Teachers
Dr. Shaheen pointed out that the injustice faced by teachers affects all categories, including procedural workers, those working on the funds, and those who were deprived of the summer productivity allowance last year. She also highlighted the injustice in hourly wages this year due to the delay in finalizing the UNICEF cooperation file, which continues to provide meager and conditional payments despite more than ten years of contracting.
The Protest Is the First Step in a Series of Actions
She clarified that this protest is just the first step in a series of ongoing actions to secure justice for contracted teachers. “We announced the protest while keeping the door for dialogue open with the Minister of Education, hoping to reach alternative solutions that ensure fairness,” she said. She added that the union would continue to fight for teachers' rights and would not wait for solutions without real demands.
A Warning Against Continuing to Ignore the Demands
Dr. Shaheen warned about the consequences of continuing to ignore the teachers' demands, pointing out that the suspension of productivity allowances is one of the files she warned about on February 8. She emphasized that this issue will explode in the face of the incoming Minister of Education. “We demand the government to respond to our just demands, and there is no room for delay. Teachers' rights are not granted by wishful thinking; they are taken,” she said.
A Call for Widespread Participation in the Protest
Finally, Dr. Shaheen called on all contracted teachers and anyone interested in fair education and protecting teachers' rights to participate widely in the protest. “We need a strong and unified presence to make our voices heard by sleeping ears that continue to ignore our suffering. This movement must wake up all officials from their slumber and make them realize that our rights can no longer be silenced.”
