تستعد تعاونية موظفي الدولة لإصدار قرار جديد قريباً، وذلك ضمن استعداداتها السنوية لتقديم منح التعليم لأبناء موظفي القطاع العام للعام الدراسي 2024-2025. وفقاً للمسودة النهائية لهذا القرار، من المتوقع أن يتم رفع قيمة المنح بنسبة 17% مقارنةً بالعام الماضي. يشمل هذا القرار تغييرات مهمة على نظام منح التعليم، حيث سيتم استبدال عبارة “75% من القسط” بعبارة “منحة مقطوعة”، مع التوضيح أنه في حال تجاوزت قيمة المنحة قيمة القسط المدفوع، سيتم دفع القسط كاملاً، ولن تتجاوز المنحة المدفوعة المبلغ المدفوع فعلاً.

من جانبه، أكد مدير عام تعاونية موظفي الدولة، نزيه حمود، أن تمويل هذه الزيادات سيُغَطى من مساهمة الدولة في تمويل صندوق التعاونية، حيث تمت الموافقة من قبل وزارة المالية على فتح الاعتمادات اللازمة لهذه الزيادات. بحسب موازنة عام 2025، ستسهم الدولة بـ 15 ألف مليار ليرة في صندوق التعاونية، ما يعادل 167.6 مليون دولار، بزيادة تقدر بحوالي 11 مليون دولار مقارنة بموازنة عام 2024.
كما أشار حمود إلى أن المحسومات التي يدفعها الموظفون على رواتبهم لا تغطي المبالغ المطلوبة، حيث لا تزال نسبة المحسومات 3% من قيمة الراتب، وهو ما يطرح تحديات مالية.

The State Employees Cooperative is preparing to issue a new decision soon, as part of its annual procedures for granting educational allowances to the children of public sector employees for the 2024-2025 academic year. According to the final draft of this decision, it is expected that the value of grants will be increased by 17% compared to the previous year. This decision includes significant changes to the education grant system, with the phrase “75% of the tuition fee” being replaced by “a lump sum grant.” It is also clarified that if the value of the grant exceeds the paid tuition fee, the cooperative will cover the entire tuition, but the grant paid to the employee will not exceed the amount paid.
The State Employees Cooperative continues its policy of adjusting educational grants, which began in the 2023-2024 academic year when the grants were multiplied 50 times compared to their value in 2019. This year, the grants are expected to be multiplied by 58.5 times, bringing them back to their dollar value before the economic crisis. For instance, the grant provided to a student in primary school was $1,360 (or 2,040,000 Lebanese pounds before 2019), but under the new decision, the amount will be 119 million pounds, equivalent to $1,330, which represents 98% of the pre-crisis value.
Nazi Hamoud, the Director-General of the State Employees Cooperative, confirmed that the funds required for these increases will be sourced from the state's contribution to the cooperative's fund. The Ministry of Finance has approved the necessary credits for these increases. According to the 2025 budget, the state will contribute 15,000 billion Lebanese pounds to the cooperative's fund, equivalent to $167.6 million, an increase of approximately $11 million compared to the 2024 budget.
Hamoud also pointed out that the deductions paid by employees from their salaries do not cover the required amounts, as the deduction percentage remains 3% of the salary.
