سلام يختتم زيارته إلى دمشق… إليكم أجواء اللقاء

اختتم رئيس مجلس الوزراء الدكتور نواف سلام زيارته إلى العاصمة السورية دمشق على رأس وفد وزاري ضم كل من وزير الخارجية يوسف رجي، وزير الدفاع ميشال منسى، ووزير الداخلية أحمد الحجار. حيث التقى الوفد بالرئيس السوري أحمد الشرع ووزير الخارجية أسعد الشيباني.

وأعرب الرئيس سلام عن أهمية هذه الزيارة في فتح صفحة جديدة في مسار العلاقات بين البلدين، مبنيّة على الاحترام المتبادل، واستعادة الثقة، وحسن الجوار، والحفاظ على سيادة البلدين وعدم التدخل في الشؤون الداخلية لكليهما، مشددًا على أن قرار سوريا هو قرار السوريين وقرار لبنان هو قرار اللبنانيين.

كما تم التباحث مع الرئيس الشرع والمسؤولين السوريين حول عدد من المواضيع الهامة، أبرزها ضبط الحدود والمعابر ومنع التهريب، وصولاً إلى ترسيم الحدود البرية والبحرية، الذي بدأ في لقاء جدة بين وزيري دفاع البلدين برعاية المملكة العربية السعودية. واتفق الطرفان على تعزيز التنسيق الأمني بما يحفظ استقرار البلدين.

وتناول اللقاء أيضًا موضوع العودة الآمنة والكريمة للاجئين إلى أراضيهم ومنازلهم، بمساعدة الأمم المتحدة والدول الشقيقة والصديقة.

كما ناقش الوفد اللبناني مصير المفقودين والمعتقلين اللبنانيين في سوريا، وطلب المساعدة من السلطات السورية في ملفات قضائية متعددة، وتسلّم المطلوبين للعدالة في لبنان، بما في ذلك تفجير مسجدي التقوى والسلام، وبعض الجرائم التي يتهم فيها النظام السوري. كما تم التطرق إلى ملف الموقوفين السوريين في السجون اللبنانية.

في الجانب الاقتصادي، تم التباحث في سبل التعاون بين البلدين في مختلف المجالات، بما في ذلك فتح خطوط التجارة والترانزيت، واستجرار النفط والغاز، إضافة إلى النظر في تطوير خطوط الطيران المدني.

كما تم التطرق إلى الاتفاقيات بين البلدين والتي ينبغي إعادة النظر فيها، بما في ذلك المجلس الأعلى اللبناني السوري.

واتفق الطرفان على تشكيل لجنة وزارية مؤلفة من وزارات الخارجية، الدفاع، الداخلية، والعدل لمتابعة جميع الملفات ذات الاهتمام المشترك. كما تم الاتفاق على استكمال البحث في ملفات أخرى من قبل وزارات الاقتصاد، الأشغال العامة والنقل، الشؤون الاجتماعية والطاقة. وأشار الجانبان إلى أهمية الحفاظ على وحدة سوريا ورفع العقوبات عنها، بما يساعد في النهوض بالاقتصاد السوري ويفتح الطريق أمام الاستثمارات وإعادة الإعمار، بما يعود بالفائدة على لبنان في مجالات متعددة، خصوصًا في إعادة اللاجئين، وتسهيل عمليات التصدير اللبنانية، واستجرار الطاقة.

وقد بدأت الزيارة بلقاء موسع بين الوفدين السوري واللبناني، تلاه مأدبة غداء، ثم عقدت خلوة بين الرئيسين الشرع وسلام استمرت أكثر من نصف ساعة. وفي ختام الزيارة، وجه الرئيس سلام دعوة للرئيس الشرع ولوزير الخارجية أسعد الشيباني لزيارة لبنان.

Salam Concludes Visit to Damascus… Here's the Atmosphere of the Meeting

Lebanese Prime Minister Dr. Nawaf Salam concluded his visit to the Syrian capital, Damascus, at the head of a ministerial delegation that included Foreign Minister Yusuf Raji, Defense Minister Michel Mneimneh, and Interior Minister Ahmed Al-Hajj. The delegation met with Syrian President Ahmed Al-Shara and Foreign Minister Assad Al-Shibani.

Prime Minister Salam emphasized that this visit marks the beginning of a new chapter in the relations between the two countries, based on mutual respect, the restoration of trust, good neighborliness, and the preservation of the sovereignty of both countries without interference in each other's internal affairs. He highlighted that Syria’s decisions belong to Syrians, and Lebanon’s decisions belong to Lebanese people.

During the meeting with President Al-Shara and Syrian officials, discussions were held on controlling borders and crossings, preventing smuggling, and moving forward with the demarcation of land and sea borders, which started during the meeting in Jeddah between the defense ministers of both countries, under the auspices of Saudi Arabia. Both sides emphasized the importance of enhancing security coordination to preserve the stability of both countries.

The delegation also discussed facilitating the safe and dignified return of refugees to their homes, with the assistance of the United Nations and friendly and brotherly countries.

The Lebanese delegation also addressed the issue of missing and detained Lebanese citizens in Syria, requesting Syrian authorities’ assistance in various legal cases and the handover of individuals wanted by justice in Lebanon, notably in the case of the bombings of Al-Taqwa and Al-Salam mosques, as well as other crimes attributed to the Assad regime. The issue of detained Syrians in Lebanese prisons was also discussed.

On the economic front, discussions were held on cooperation in various sectors, including opening trade and transit routes, importing oil and gas, and reviewing the development of civil aviation routes.

The two sides also discussed the agreements between the two countries that need to be revised, including the Lebanese-Syrian Higher Council.

It was agreed to form a ministerial committee consisting of the ministries of foreign affairs, defense, interior, and justice to follow up on all mutual interests. The talks will continue in other files to be addressed by the ministries of economy, public works and transport, social affairs, and energy. Both sides also stressed the importance of preserving Syria’s unity and lifting sanctions, which would support the recovery of the Syrian economy and open doors for investment and reconstruction, benefiting Lebanon, especially in relation to refugee return, facilitating Lebanese exports, and importing energy.

The visit began with a broad meeting between the Syrian and Lebanese delegations, followed by a luncheon, and then a private meeting between Presidents Al-Shara and Salam that lasted over half an hour. At the conclusion of the visit, Prime Minister Salam extended an invitation to President Al-Shara and Foreign Minister Assad Al-Shibani to visit Lebanon.
